HSE RULES AND RESPONSIBILITIES

HSE Officer
HSE Officer will be assigned to all phases of the project.
The HSE Officer will work with the appropriate site supervisor and the HSE Engineer to draw
the technicalities and accomplish the HSE goals and objective contained in this HSE plan.

His Duties and Responsibilities are:

➢ The HSE Officer will correct unsafe acts or conditions through the regular line of
authority.
➢ The HSE Officer maintains awareness if active and developing situations.
➢ The HSE Officer ensures the site safety and Health Plan is prepared and
implemented.
➢ Review and assess safety provisions in the contractors Work Method Statements
Carry-out, record, document and issue daily, weekly & monthly site safety
inspections and reports.
➢ Prepare all accident and near miss safety reports
• Deputize for the HSE Engineer as required
• Review ‘’Permit to Work’ applications
➢ Check proper maintenance and operation of all safety equipment
➢ Review, assess and report on site security, fire, First Aid and welfare facilities, and
procedures
➢ Prepare and issue Safety Violation Notices
➢ Carry out accident and near miss investigations
➢ Set a high personal example of Health and Safety at all times.
➢ Assist and participate in construction related site safety training
➢ Participate In planning meetings to identify any health and safety concerns
inherent in the operations daily work plan.
➢ Review the Incident Action Plan for safety implications.
➢ Exercise emergency authority to prevent or stop unsafe acts.
➢ Investigate accidents that have occurred within incident areas.
➢ Conduct daily health, safety, and environment inspection on site
➢ Conduct equipment and vehicle safety inspection
➢ Conduct fire extinguisher inspection
