SARGIN CONSTRUCTION AND MACHINERY INDUSTRY TRADE INC. was first established by Assoc. Prof. Muharrem Sargn (Civil Engineer, Ph. D.) in 1977 as a sole proprietorship under the name SARGIN ENGINEERING. Under this title, the said company had provided services to various public and private establishments in different sectors during 1977-1990. After SARGIN CONSTRUCTION became incorporated in 1990 to provide the same services it took a strategic decision to specialize in tunnel construction works in the midst of 1990s. Aside from the experiences in tunnel and infrastructure projects the company also has a vast experience in building, residence and silo construction. SARGIN CONSTRUCTION, having a solid experience both domestically and internationally, has a strong machinery and equipment stock as well as highly technical staff and the company raised its capital to TL. 10,000,000 (ten million) in 2010. Currently, Assoc. Prof. Muharrem Sargn (Civil Engineer, Ph. D.) works as the President of the Board of Directors and Hseyin Sait Sargn (Civil Engineer, M. Sc.) works as the General Manager and the Vice President of the company.

Iklar Askeri Lisesini birincilikle bitiren Muharrem Sargn stanbul Teknik niversitesi naat Fakltesinden 1959 ylnda mezun olmutur. niversite mezuniyetinin ardndan askerlik grevini yapan Muharrem Sargn deiik irketlerde yl boyunca antiye eflii yrtmtr. Yurtdndaki niversitelerde doktora yapmak zere alan burs imtihann kazanarak ngilterede Imperial Collegeda yksek lisans almas yapan Muharrem Sargn 1964 ylnda DIC diplomas almtr. Kanada Waterloo niversitesinden davet alan Muharrem Sargn bu niversiteden NRC bursu ile birlikte asistanlk kazanmtr. Dr. Muharrem Sargn, halen bu firmann Ynetim Kurulu Bakanl grevini yrtmektedir. Assoc. Prof. Muharrem Sargn, Ph.D., Director of the Board of SARGIN CONSTRUCTION INC., was born in ereflikochisar, Ankara in 1936. Upon getting graduated with the highest grades, from Iklar Military High School, he started his university education at the Faculty of Civil Engineering of Istanbul Technical University and completed his studies there in 1959. After graduating from the university and having completed military service, for three years he worked as a chief-site engineer in construction companies. He had taken and passed state scholarship examination, which was opened for carrying postgraduate studies leading to Ph.D. degree, in a western country. Then he had started his postgraduate study on concrete technologies at the Imperial College, London, Great Britain, and after completion his studies he got DIC diploma in 1964. His application to carry out his research work further in Canada, was accepted and NRC fellowship plus research assistantship had been offered to Mr. Sargn by The University of Waterloo, Ont., Canada. After completion of all requirements, he acquired his Ph.D. degree and he was asked to stay at the same University to continue his research work which to him was deemed to be very promising or to join academic staff and post doctoral fellowship was conferred to him. After working as a post doctoral fellow for nearly two years he returned to Turkey in the end of 1969, to fulfill his civil service obligation. He was appointed to the position of the Head of Research and Testing Laboratories Department at the Ministry of Construction and Housing. In 1972, he received TBTAKs (The Scientific and Technological Research Council of Turkey) prestigious Science Promotion Award. Meantime, Dr. Muharrem Sargn, alongside his official duties, had lectured at civil engineering classes at the universities and engineering schools in Ankara, starting from 1970, for more than 20 years. Dr. Muharrem Sargn, resigning from his official duty at the Ministry in 1975, first started working as the general manager of a private company and then started his own business with an engineering firm in 1977. While running his own construction company which was active in different civil engineering projects, Dr. Sargns interest in academic field continued and he published various technical papers, attended conferences as lecturer or guest. He earned the title of Associate Professorship in 1984. Assoc. Prof. Muharrem Sargn, Ph.D., is the founder and Head of the Board of Directors of SARGIN CONSTRUCTION INC., since 1990, as Sargn Engineering was transformed to a stock company under the title of SARGIN CONSTRUCTION INC.

Mr. Sargn upon graduating in 1984 from Ankara College of Turkish Education Association started university education at the Department of Civil Engineering, Faculty of Engineering, Middle East Technical University, same year. Receiving his degree of B.Sc. in 1989 Mr. Sargn continued his studies at the same department to take degree of M.Sc. in Civil Engineering, a degree which he received in 1996. Mr. Hakan Bali was born in Islahiye, Gaziantep in 1963. Starting his university education in 1983 Mr. Bali graduated from the Department of Civil Engineering, Faculty of Engineering, Middle East Technical University in 1988. Upon graduation, Mr. Bali started his career as a civil engineer at the Kazanc-Gmova Motorway. Following this project, Mr Hakan Bali worked as the project manager at Toprakkale-skenderun (110 Km) and Tarsus-AdanaGaziantep Motorways Project (40 Km), Ankara Ring Road (10 Km) constructed by Metis Inc. Upon completion of those projects Mr. Bali worked in Kazakhstan as project manager of the following projects during 1999-2002; Gulshad-Akchatau highway (192 Km) constructed by Mensel Inc., Karaganda-Osarovka Highway (84 Km), Almaty-Bishkek Highway (58 Km) each of which was constructed by Kazpaco LLP. Mr. Bali became the general manager of Kazpaco LLP in November 2002. Holding this post for more than a year in March 2004, he became the deputy general manager of Mensel Inc. After this period Mr. Bali worked as the member of the Executive Board at Cukurova Inc. during March 2007 - September 2009 after which he became the Deputy General Manager of Metis Inc. during October 2009 - June 2010. Mr. Bali who started to work for SARGIN CONSTRUCTION INC. in August 2010 currently holds the position of the Member of the Board of Directors and Deputy General Manager at SARGIN CONSTRUCTION INC. and is the Member of the Board at Rahsar Construction Inc. and Denasar Construction Inc.

Nihat Kamuran Malatyal 1965 ylnda Adapazar, Sakaryada domutur. 1983 ylnda stanbul Robert Kolejden mezun olduktan sonra Orta Dou Teknik niversitesi, dari limler Fakltesi, Ekonomi Blmnde balad niversite lisans eitimini 1987 ylnda tamamlamtr. Mezuniyeti sonrasnda 1987 ylnda Uluslararas Endstri ve Ticaret Bankasnda ynetici aday olarak greve balamtr. Daha sonra bu grevinden ayrlan Nihat Kamuran Malatyal 1989 ylnda Devlet Planlama Tekilat, Yllk Programlar ve Konjonktr Deerlendirme Genel Mdrl, Mali Piyasalar Dairesinde uzman yardmcs olmutur. 1992-1994 dneminde devlet bursu ile Delaware niversitesinden ekonomi alannda master derecesi alm, 1996 ylnda Devlet Planlama Tekilatnda ayn dairede uzman olmutur. 2001 yl Nisan aynda ise DPT Mali Piyasalar Daire Bakan olarak grev yapmaya balamtr. 2002 Eyll - 2006 Mart dneminde slam Konferans rgt Ankara Brosunda (SESRIC) srasyla Ekonomist, Kdemli Ekonomist, Teknik Faaliyetler Koordinatr, Ekonomik ve Sosyal Aratrmalar Daire Bakan Vekillii grevlerini yrtmtr. 2006 Temmuz dneminde Devlet Planlama Tekilatna Genel Mdre bal uzman olarak dnmtr. 2006 Kasm - 2008 Temmuz dneminde Trkiye Byk Millet Meclisinde danman olarak grev yapmtr. 1 Temmuz 2008 tarihinde SARGIN NAAT A..de almaya balayan Nihat Kamuran Malatyal halen Ynetim Kurulu yesi ve dari ve Mali ler Koordinatr olarak grev yapmaktadr. Nihat Kamuran Malatyal was born in Adapazar, Sakarya in 1965. Upon graduating from Istanbul Robert College in 1983 he continued his education at the Department of Economics, Faculty of Administrative Sciences, Middle East Technical University and completed it in 1987. Following his graduation Nihat Kamuran Malatyal started to work for International Industry and Trade Bank as a management trainee in 1987. However, resigning from the Bank Nihat Kamuran Malatyal started to work as junior expert at the Department of Financial Markets of the General Directorate of Annual Programmes and Conjunctural Evaluation of the State Planning Organization (SPO). Taking a scholarship from the SPO for the period 1992 -1994 Nihat Kamuran Malatyal received his M. A. degree in Economics from the University of Delaware, USA and thus returned to the same department to take his expert degree from the SPO in 1996. In April 2001 being promoted as the Head of Financial Markets Department at the SPO. Later he started to work for SESRIC, the Ankara Bureau of the Organization of the Islamic Conference, an international Organization, where he held the consecutive positions of Economist, Senior Economist, Coordinator of Technical Activities, Deputy Head of Economic and Social Research Department during September 2002 - March 2006. He returned to the SPO in July 2006 to become a special expert liaised to the General Manager. After that, Mr. Malatyal became an advisor at the Turkish Grand National Assembly during November 2006July 2008. Nihat Kamuran Malatyal, who started to work for SARGIN CONSTRUCTION INC. by 1 July 2008, currently holds the status of the Member of the Board of Directors and the Coordinator of Administrative and Financial Affairs.

Rahsar Construction Inc., which was established by the partnership of SARGIN CONSTRUCTION INC., a Turkish firm specialized in tunnel construction and superstructure projects, and DENA RAHSAZ INC., an Iranian firm specialized in motorway, highway and big structures (bridges, viaducts), small structures (box, pipe culverts and drainage) construction projects, has become one of the prominent firms in a short span of time. Rahsar Construction Inc. was constituted on 13 January 2011 in the aim of realizing industrial, commercial, superstructure and infrastructure projects on the whole world, as the countries of Middle East and Middle Asia having priority. The company which adopts a trade name composed of the combination of the first syllabus of Rahsaz and the first syllabus of Sargn started its walk with the mission of providing in the international arena, innovative engineering services in the spheres of high quality and safety while being responsible to the natural environment, humankind and universal values.
