I observed Myers walking in the street with a sidewalk and crosswalk available. Myers was walking eastbound in the middle of the street in front of the Brickhouse. I was traveling northbound on Mauvaisterre from where it intersects with Morgan $treet at this time. Myers paused in front of my squad car and threw his arms in the air as to obstruct the forward movement of my vehicle. Myers, then, dropped his arms and continued eastbound across Mauvaisterre. Once Myers noticed I was going to stop and address the incident he began a "speedwalk" away from me. I had to tell Myers several times to come back. Myers was refusing to do as ordered at first and repeated that I can't keep him there several times. After having to warn Myers three times I would arrest him if he did not comply, Myers finally did as told. I addressed the issue with Myers and he began to call me names and made allegations that I was corrupt and stated I was picking on him. Myers threatened that he was going to have "his boy" come in town and "take care of me." I attempted to explain the reason for the stop but his threats and obscenities drowned me out. I finally spoke over Myers and told him to stay put so I could issue him a citation. Ptl. Lonergan arrived to assist as I was writing out Myers'
