President’s Welcome
Dear Participants,
This year, once again, the LOC has chosen an important topic. The theme of Whiria Te Tāngata / Weaving People
Together: Communicative Projects of Decolonising, Engaging and Listening, highlights the sometimes difficult but still
unavoidable need to recognize the other as part of the self. Togetherness requires active efforts—both in its
establishment and maintenance—by engaging, speaking and listening. The metaphor of weaving signifies this
complexity and recalcitrance, together with the colourfulness and beauty of the tapestry, after its creation.
Still, togetherness does not start from a tabula rasa. The reference to decolonisation in the subtitle is a crucial reminder
that structural power differences exist. They need to be addressed to allow for togetherness, as it cannot exist without
dignity, equality and freedom (to name but a few preconditions).
At the same time, this conference is also an invitation to enjoy the pleasures of academic interaction, our togetherness
and proximity, and to celebrate the importance of communication and media studies scholarship, in its global
dimension.
Finally: So many people made this conference possible, and I am deeply grateful to all of them. A warm thanks to the
Local Organizing Committee, the IAMCR Executive director and our secretariat, the IAMCR Executive Board, the IAMCR
International Council, and the Heads of our many Sections and Working Groups.

You will likely hear the word manaaki a number of times. Manaaki means care or hospitality in Māori and is a key
concept for us. Many of you have travelled far for this conference and we want to thank you by looking after you well.
That starts with the mihi whakatau (welcome) from the conference hosts and manawhenua (people of this place), Ngāi Tūāhuriri, whose guests
you are. We promise good food, warm spaces and reliable wi-fi. There is a prayer room and family facilities at the conference venue, Te Pae. Our
conference staff and volunteers will guide you between the buildings we are using and answer questions. Please explore the city, through the
guided walks you will find listed on the website or the section and working group evening events. Celebrate with us at the conference dinner on

The conference theme Whiria te tāngata, weaving people together provides an exciting opportunity to explore the
challenges, modern and historical, that are present in the global media and communications sphere and provides a
focus for delegates to build common purpose. We are very pleased that you have chosen to have this conversation here
in our city.
It is an exciting time to be in Christchurch – our new city is a great place for visitors to explore with striking architecture,
creative street art and a plethora of entertainment venues and attractions to enjoy. Next to beautiful heritage buildings,
our modern CBD has taken shape but you can still catch some quiet moments in our many beautiful green spaces. I
hope you take the opportunity to explore and enjoy all Ōtautahi Christchurch has to offer.
I trust that the International Association for Media and Communication Research Conference will be a great success,

The conference keynote and two plenary sessions are focused on the conference theme, Whiria te tāngata / Weaving people together:
Communicative projects of decolonising, engaging, and listening. So are the Pitopito Kōrero video presentations. We invited
submissions across all areas of research to connect with the theme. Overall, the goal is that IAMCR uses the location of our
conference in a country whose tangata whenua people of the land) have forced change in research agendas and methodologies and
in the communication sector to focus on those concepts.
Whiria te tāngata is a Māori proverb (whakataukī) about the strength that comes through common purpose. There are many ways we
can find that strength.
1. The theme invites analysis of commonality in mediated communication, given the weaker power of place-based mass media,
the rise of algorithmic culture, the challenges of engaging with difference in multicultural contexts and the crises facing
neoliberal globalisation.
2. The use of a Māori proverb also invites particular attention to analysis of indigenous communication and other attempts to
challenge or rework colonial structures.
3. More broadly, the theme invites reflection on the terms and models appropriate to describe contemporary communication,
including the political and moral goals embedded in them. It therefore also points to alternative ways of theorising or
evaluating communication alongside dominant imaginaries such as the public, and of the colonial and gendered histories that
are part of those imaginaries.
4. Weaving emphasises the agency of the communicator and directs attention to the valuing of communication as a project or
skill, whether that is focused on social change, community or economic gain.

The evening then continues with a welcome reception, an informal hour designed to reconnect with your colleagues and meet new
people. This will take place in the Dobson Foyer and in the Exhibition Hall of the Te Pae Convention Centre. Take the opportunity to
view the array of artistic, lighting and cultural displays right outside as part of the Tīrama Mai festival.

The conference dinner is more than just a feast for the senses; it's a prime opportunity to connect with fellow attendees and sample
some food and wine. Build relationships in a relaxed and sophisticated atmosphere.
Entertainment will be provided by DJ’s from RDU, a local student radio station. For more than 45 years, RDU 98.5FM has supported
alternative culture in Christchurch by championing emerging talent and giving a voice to people on the fringes. RDU 98.5FM dares to
play what commercial radio stations don’t. They are not driven by a Top 40 programming policy. Instead, they pride themselves on
playing new and intelligently written music from the local scene and abroad.
The tables will be adorned by small trees, which in line with our sustainability goals for the conference, will be planted following the
dinner in a community garden.
Delegates will be given a $20 voucher on arrival at the market to spend at one of
the merchants. Anything above this is payable direct. We recommend you get a

This informal session, held over the first lunch time of the conference, aims to welcome those new to IAMCR – either new members,
or first-time conference participants. Everyone is welcome, especially doctoral researchers and emerging scholars, and those whose
work is located outside academia.
It will introduce key features of the conference and Association, providing important information to demystify how IAMCR works – and
what opportunities it offers those attending the conference and wishing to become involved in, contribute to, and benefit from, IAMCR
– as a rich and generative community for communicating and gaining feedback on their work, meeting people, extending networks,
finding collaborators, and helping to shape media and communications, and its research.

This plenary panel features four prominent keynote speakers who look at ways of decolonizing communication through Indigenous
perspectives. In line with the conference theme of Weave the people together: Communicative projects of decolonising, engaging,
and listening, the panel of Indigenous scholars and writers talk about drawing on Indigenous epistemologies for research oriented
towards global justice and breaking down of hierarchies of power. They challenge established structures of communication research
and inspire delegates to work with the lived experiences and cultural contexts of diverse groups of people and mobilize strategies for
equitable communication for social and climate justice.

Panellists
Bronwyn Carlson, is a Distinguished Professor and the Head of the Department of Critical Indigenous
Studies, Macquarie University, Australia.
An Aboriginal scholar, Professor Carlson is the author of a number of books including The Politics of Identity:
Who Counts as Aboriginal Today? (2016), Monumental Disruptions: Aboriginal people and colonial
commemorations in so-called Australia (2023) and has published widely on Indigenous engagements with
digital technologies. She is the founding editor of the Journal of Global Indigeneity and a recipient of a
number of Australian Research Council grants, including one on Indigenous experiences of technology
facilitated violence.

Nēpia Mahuika, is Ngāti Porou and an Associate Professor in History at Massey University, Aotearoa New
Zealand. He is a past President of the National Oral History Association of New Zealand and a current
Oceania representative on the International Oral History Association (IOHA) Council. He is a long standing
leader in Te Pouhere Kōrero (Māori Historians Collective of Aotearoa), a Fulbright Scholar (2013) and the
inaugural recipient of the Judith Binney Fellowship (2019). Nēpia is the author of Rethinking Oral History and
Tradition (OUP, 2019) which won the OHA book prize in 2020. He teaches and writes in oral history, historical
theory, methodology, and ethics, Māori and Indigenous histories, New Zealand histories, decolonization and
Indigenization. He was an adviser for the national History curriculum refresh in New Zealand (2019-2023)
and is currently leading a Marsden project exploring relevant pedagogies for the teaching of New Zealand
and Māori history for educators at all levels in Aotearoa (2023-2025).
Selina Tusitala Marsh (ONZM, FRSNZ) – aka MOPHEAD -- is a Pasifika Poet-Scholar who is
Ahorangi/Professor at the University of Auckland’s English and Drama Department. She is also the co-
Director of the Centre for Arts and Social Transformation where she works to ensure that research-based
arts makes a difference to people’s health and wellbeing. She is an acclaimed author of three poetry
collections and the award-winning Mophead graphic memoir series. Her latest book, Wot KNOT You Got?
Mophead’s Guide to Life, is long-listed for this year’s Children and Young Adults Book Awards.
Carl Mika is a professor at the University of Canterbury. Specialising in Māori and Indigenous philosophy, he
is the author of Indigenous Education and the Metaphysics of Presence (2017), and several articles on the
issue of colonisation and reductionism. He is committed to investigating indigenous notions of holism and is
a regular contributor to philosophical discussions arising around matauranga Māori and science.

Creative Communication and Activism: Catalyst of Change?

This panel features scholars at the forefront of drawing on artistic epistemologies for research oriented towards global justice,
environmental activism, decolonisation, and breaking down hierarchies of power. We will address key questions about the
processes, aesthetics, ethics, impacts, and evaluation of artistic activism, with goals to probe existing knowledge of the social,
environmental, and political contributions artistic activism can make and better understand how it functions. Panellists will explore
challenges such as: What is the role of art as we face dire planetary problems? How much evidence is there that art can function
persuasively to change attitudes and behaviours? What kinds of creativity work best to progress social and environmental change,
and how do we know? In what ways is or is not art a form of communication? What are the risks in harnessing art to change?
Panellists
Mark Harvey (Ngāti Raukawa ki te Tonga, Ngāruahine iwi, Clan Keith) is an artist and social researcher
focussing on social justice, ecology, the environment and mātauranga Māori. His art practice involves
performance, social approaches, public participation, notions of activism, productive idiocy, video and
curation. He has presented in a wide range of contexts including the Venice Biennale, the ANTI Festival
(Kuopio, Finland), City Gallery (New Zealand Festival of the Arts), Live Works (Carriage Works, Sydney), The
Physics Room (Ōtatahi, Christchurch) and Circuit Aotearoa (online). Harvey has led a number of national
research projects focussing on the social dimensions of forest ecology, te ao Māori and science
communication and engagement across a range of approaches, such as Toi Taiao Whakatairanga and
Mobilising for Action. He has published writing in a range of publications around all these themes. With a
PhD in creative practice Harvey is a Senior Lecturer at CAI, The University of Auckland.

Shih-Diing Liu is a Professor of Communication and Senior Research Fellow at the Institute of Advanced
Studies, University of Macau. He is the co-author of a new book titled Affective Spaces: The Cultural Politics of
Emotion in China (Edinburgh University Press, 2024; Companion Website: [Link] Liu’s
writings have appeared in Asian Studies Review, Third World Quarterly, Social Movement Studies, and Feminist
Media Studies. His previous book, The Politics of People: Protest Cultures in China (SUNY Press, 2019), has
focused on the cultural and creative aspects of protest and dissent in China, particularly highlighting dramatic
forms of artistic performativity.
Helen Pearse-Otene is a Wellington-based theatre practitioner and registered psychologist. Since 1999, she
has been a member of Te Rākau, a Māori theatre company that applies a range of techniques from Western and
Māori performance paradigms in its work in mainstream professional theatre and community arts
collaborations around the country.
Helen is a member of the kaupapa Māori advisory panel for the Family Violence Clearinghouse and the New
Zealand Vietnam Veterans’ Association Executive. She is also a professional practice advisor in Te
Whakahāngai, the post-graduate health psychology internship programme offered at Te Herenga Waka-Victoria
University of Wellington.
Helen’s academic interests are in arts-based research, historic trauma, indigenous psychology, and therapeutic
landscapes. Her master’s thesis was a creative partnership with a group of Vietnam War veterans that produced
a play exploring their unique perspectives on ageing, disconnection, selfhood, and healing from combat
trauma. Her PhD research applied Māori theatre pedagogy and traditional pūrākau in a marae-based
community project on historic sexual trauma. This year she will be contributing to TIAKI, a multidisciplinary
study on how communities support the wellbeing of Māori who have experienced imprisonment.

Chineseness as Method

This essay explores Chineseness as a fluid, contested identity process, influenced by factors like citizenship, ethnicity, and culture. It
underscores the globalization and multiplicity of Chineseness, through perspectives from Sinophone and Diaspora Studies. The essay
emphasizes the decolonization of Chineseness from Western perspectives and highlights the importance of positionality in
understanding Chineseness as method. This approach is particularly relevant in media studies, where Chineseness is seen as integral
to understanding diverse identities and global dynamics.

The 1955 Bandung Asia-Africa Summit, often referred to as “the first significant gathering of independent and soon-to-be independent
nations in Asia and Africa,” laid the groundwork for the modern relationship between these continents. Among its objectives is to
promote true independence and foster decolonialism among countries in these continents. The 29th AMIC annual conference in
Bandung, Indonesia in September 2023 was aimed at rekindling the Bandung Spirit. AMIC 2023 Bandung Conference Declaration
was issued to provide a framework in pursuing South-South dialogue, and commits to Embracing Digital Technology and Knowledge
Brokering and Sharing. The AMIC-WKWSCI session in the IAMCR 2024 examines how digital technology can impact on decolonial and
indigenous communication scholarship particular in Asia and Africa. The upcoming AMIC 2024 Conference in Beijing will also
continue the dialogue.

IAMCR Task Force for GAMAG (Global Alliance for Media and Gender): Beijing Platform for Action +30: the academic
agenda on women’s rights in communication

The Beijing Platform for Action (1995) Section ‘J’ on women and media, called the attention on the centrality of media and ICTs for
gender equality. This global instrument, has been the roadmap for the improvement of women’s human rights in communication.
Almost 30 years after its approval, progress has been slow and some areas has moved backwards
The purpose of this Special Session is to use the IAMCR Conference as a space to evaluate the current context, to start highlighting
areas for an action-academic agenda that can contribute to the achievement of the Beijing+30 review.
Also, the Handbook on Gender, Communication and Women’s Human Rights (Gallagher & Montiel, Eds. 2023) will be presented in
this session. In 24 chapter authored by 30 scholars and civil society activists, this collection of essays engages contemporary debates
on women’s rights, democracy, and neoliberalism through the lens of feminist communication scholarship.

In a digital media ecology characterised by financialization, audience fragmentation, intensifying competition for eyeballs and
advertising across platforms, and the proliferation of disinformation, public media services are more important than ever. Yet they
also face significant challenges, including opposition from commercial media interests, political interference/defunding by
unsympathetic governments, and the need to maintain broad public legitimacy as audiences increasingly discover content through
on-demand/online platforms.
The IAMCR is privileged to host The International Roundtable on Public Media Policy. Generously sponsored by RNZ (Te Reo Irirangi o
Aotearoa), this brings together a panel of international experts to debate the challenges facing public media.

UNESCO: Strategies to foster knowledge and human rights-based engagement to counter hate speech

UNESCO’s policies to countering hate speech and extreme violence online are based on a human rights-based approach, combining
research, education and multistakeholder engagement in the framework of the UN Strategy and Plan of Action on Hate Speech.
A key tool in these efforts are the Guidelines for the Governance of Digital Platforms. For the implementation of the Guidelines,
UNESCO has initiated the foundation of different networks of regulators, ombudsmen and press councils, election authorities, as well
as the Internet for Trust Global Knowledge Network of think tanks and research bodies, of which the IAMCR is a founding member.
Under the umbrella of the Guidelines, UNESCO is making a multidisciplinary effort to protect freedom of expression while tackling dis
and misinformation, hate speech and harmful content online from multiple angles through Education, Media and Information Literacy
and with a comprehensive project titled Social Media for Peace.
During this session, UNESCO will launch its latest policy brief on Media and Information Literacy responses to hate speech.
In the very symbolic location of Christchurch, the aim of this special session is precisely to discuss how a multidisciplinary research
perspective is crucial to advance the multilateral policies implemented by International organizations like UNESCO and others.

Vincent Mosco: Commemorating a Visionary

This special session celebrates the life of Vincent Mosco, who was Professor Emeritus of Sociology at Queen's University and Canada
Research Chair in Communication and Society, as well as Distinguished Professor of Communication in the New Media Centre at
Fudan University (China). Active in IAMCR for many years, Mosco was head of the Political Economy Section (1990–1994) and a
founding member of the UDC (Union for Democratic Communication). He was a sociologist, political economist, and outstanding
critical communication scholar. We will remember him as a visionary in the field of communication and as a mentor, friend, and ally.
Vinny—as he was affectionately known—described his own work as transdisciplinary and worked to understand the driving forces of
political economy, as well as future possibilities for the field.

This partnered session features research from Australia and Aotearoa New Zealand, bringing early career researchers together with
senior scholars around the IAMCR 2024 theme: Whiria te tāngata / Weaving people together: Communicative projects of
decolonising, engaging, and listening. The session discusses how diverse methodologies and conceptual frameworks can be used to
critique emotions and mediated subjectivity in journalism practice, with the aim to engage audiences through audience-centric forms
like storytelling and constructive journalism. It also examines innovative ways that media organisations look to create a sense of
belonging through voice, identity and decolonising approaches to connect with diverse communities.

Exactly two months after the 2019 terrorist attack on two mosques in Ōtautahi Christchurch that killed 51 people, the New Zealand,
and French Governments, launched the Christchurch Call to Eliminate Terrorist and Violent Extremist Content Online.
The Call was a new kind of international initiative between governments, industry, and civil society, designed to stop terrorists and
violent extremists using the internet to cause harm to our communities, and to ensure people everywhere benefit from a free, open,
secure global internet and protection of their human rights online.
On 14 May, five years on from the launch of the Call France and New Zealand announced a non-governmental Foundation will provide
the secretariat to support the Call’s lasting impact. This ongoing global multistakeholder cooperation remains important in a time
increasingly defined by advanced artificial intelligence and new technologies.
This panel will discuss what has been achieved and how the new Christchurch Call Foundation can most effectively support those
impacted by terrorism and violent extremism, including the Muslim community in Ōtautahi Christchurch.

This panel discusses the Community Radio sector from global perspectives. Inflected with a ‘Downunder’ feel, and hosted by New
Zealand on Air, an independent government funding agency (to be confirmed), it explores the key challenges for Community Radio
today: the changing mediascape and the balance of public policy aspirations versus the dilemmas of funding broadcasting at the
edges of the ‘mainstream’. The panellists are all deeply involved with the Community Radio sector across various roles, including
working with funding bodies, sector evaluation, governance, and academic engagement, bringing a broad set of experiences to
constructing a snapshot of the sector now and into potential futures.
