Request for Proposal (RFP)

A. One Card Solution


1. Introduction and Purpose
This Request for Proposal (RFP) is issued by Raya University to solicit proposals from
qualified vendors for the supply, installation, integration, and support of a comprehensive
"one-card solution." This solution will serve a student population of 3000-5000, along with
faculty and staff, aiming to enhance security, streamline access management, and improve
operational efficiency across campus facilities. The integrated system will encompass card
printing capabilities and turnstile-based access control, seamlessly connected with the
university's existing student management system (SMS) via card technology.

2. Solution Overview and Recommendation


The recommended approach for this one-card solution leverages card printing technology
for superior card durability and print quality, coupled with robust turnstile access control
systems. This combination ensures that the university can issue highly secure, long-lasting,
and aesthetically professional identification cards, while simultaneously implementing
efficient and controlled access points across key campus areas. The emphasis on seamless
integration with the existing Student Management System will centralize user data and
access privileges, minimizing administrative overhead and enhancing the overall user
experience. The selection of printing technology is particularly beneficial for long-term cost
predictability due to its inherent durability and favorable warranty conditions on critical
components.

3. Scope of Work
The selected vendor shall be responsible for the following:

Card Printer Solution:

o Supply of card printers meeting detailed technical specifications.

o Provision of comprehensive card design and printer management software.


o Supply of initial and ongoing high-quality consumables (ribbons, retransfer films,
cleaning kits).

Access Control System:

o Supply of turnstiles for specified indoor and outdoor locations.

o integrate of a centralized access control software system.

Installation and Configuration:

Professional installation and configuration of all card printers, and turnstiles, at designated
university locations, ensuring optimal operation and security.

System Integration:

o Integration of the card printer software with university systems for data exchange.

o Integration of NFC card readers with access control mechanisms.

o Integration of the proposed access control software with the university's existing
Student Management System (SMS) for seamless data exchange (e.g., student
enrollment, access privileges, specific access rules).

o Ensuring NFC cards issued by the card printer are fully compatible with the turnstile
access control system.

Training:

Comprehensive training for university IT, security, and administrative staff on system
operation, maintenance, troubleshooting, and software usage for both card printing and
access control components.

Warranty and Support:

Provision of full warranty coverage and ongoing technical support, including on-site service
as required, for the entire integrated solution.
4. Technical Specification
