GENERAL Petrovietnam Central Bio-fuel Joint Stock Company proposes to built the Dung Quat Biofuels Ethanol plant to supply high quality Bio-Ethanol to blend with gasoline for production. The plant is located in an area of 24 ha in Dung Quat Economic zone with other industrial projects including Dung Quat refinery . The Plant will be of high environmental standard, respecting all Vietnamese safety, Health standard and laws. Alfa laval India ltd (ALIL) through APTI is process Licensor. PTSC Quang Ngai Co. Ltd is nominated as an EPC contractor (hereinafter referred to as contractor) for Engineering, Procurement, Construction, and Commissioning for Dung Quat Bio-Ethanol plant project in Quang Ngai Province, S.R Vietnam (hereinafter called as Project). PTSC Quang Ngai Co. Ltd has appointed Aker Powergas Pvt. Ltd Pune as a Detailed Design & Engineering contractor for Balance of Plant (herein after referred as BOP)

Notes to Vendor for Industrial and Flameproof LCS 1 Local control station quantity is based on inputs received from Mechanical / Package vendor. 2. Vendor shall provide cable glands and end plug for Local control station as mentioned in specification. Gland/end plug Gland sizes shall be as per cable sizes mentioned in above cable sizes 3. Refer Specification Scheme for wiring details. 4. Canopy shall be provided for all LCS as per specification. 5. Unit rate shall be furnished by Vendor. 6. Vendor to furnish detail catalogue of LCS.

Notes to Vendor for Industrial and Flameproof Light Fittings 1 Light fitting quantity is based on Lighting Layouts received from Piping / civil/ Package vendor. 2. Vendor shall provide cable glands and end plug of light fittings and control gear box as mentioned in specification. Cable glands/end plug sizes shall be 3core x 2.5 sq.mm. copper armoured cable. 3. Unit rate shall be furnished by Vendor. 4. All Light fittings hardwares like bolts, nut, washers etc. required for mounting shall be supplied by Vendor. 5. All light fittings shall be quoted along with lamps. 4. Vendor to furnish detail catalogue for each light fitting type.

Note to PTSC Light fittings / Local control station MR for non-BOP areas will be issued separately by following agencies1. Main Process Plant - by Alfa Laval 2. Non Plant building - by PVE 3. Packages (Co-Gen/ Cassava/WWTP etc) - by respective Package Vendors 4. Local control station quantity for following packages by respective package vendor i.e. cooling tower, DM storage, Fresh water & fire water tank area, CO2 recovery area, Chiller unit building , compressor area and DDFS area however Light fitting quantity shall be by APG. 4

GENERAL REQUIREMENT Equipment design shall be as per latest edition of codes & standards as specified in the respective equipment specification. Equipment shall be designed such that it shall be easy to operate & maintain. Equipment qualification criteria shall be as follows; Offered equipment shall similar in all respect (i.e. all operating & design parameters requirement). When compared with at least 2 No of models design, Supplied, installed from same manufacturing plant as that of offered model; which are successfully operating for 2 or more years. In case of non proven manufacturer written approval from contractor/Owner shall be obtained. If improved safety benefits are offered, these may be included only with Contractors prior written approval.

Deviation if any for this specification or for standard mentioned in this specification any where shall be clearly specified along with the offer as Deviations from Specification. Compliance by vendor with provisions of this specification does not relieve him of his responsibility to furnish equipment and accessories of proper design to meet the specified service conditions and or local codes or standards governing health and safety. Any change in design data or unit specification resulting in capacity/performance modifications shall be done only after prior approval of the contractor/Owner. Equipment selected shall operate at specified operating conditions as specified in the respective specification & data sheet. The maximum allowable noise level shall be as per TCVN 5949 from the equipment in any direction. If this not possible necessary acoustic treatment shall be quoted separately. Where acoustic treatment is blocking individual equipment access, vendor should clearly indicate necessary instructions in operating and maintenance manual regarding use safety ear plugs and regarding indication of warning notice at appropriate places. All equipment shall be of good industrial quality such as to have a minimum life expectancy of 20 years assuming normal levels of care and maintenance. 6 months.

4.10 Equipment packing shall be suitable for marine environment outdoor storage for 4.11 Electrical and Instrument items shall be sealed in polythene envelopes. Desiccant
shall be enclosed within the envelope for motors, switchgear and control panels, etc. Warning labels shall indicate that desiccant is contained within.
4.12 As far as possible amount of dismantling shall be minimal for minimizing the
quantity of loose supply. All the ancillary equipments & spares shall be suitably tagged & shall be clearly mentioned in the Vendors shipment list.
4.13 Vendor to note that these specifications depict minimum requirements of the
required package. Hence, it is expected from the Vendor to submit to the Purchaser for agreement all calculations sheets and possible solutions that could give technical and/or economical improvement. Vendors are encouraged to suggest modifications which will improve system design and performance.
4.14 Vendor shall follow project specific documentation & numbering procedure as
attached.
4.15 Vendor list shall be followed as separate document prepared by Contractor.
Document description shall be Approved Project Vendor List (APVL).
PRECEDENCE In case of any conflict following document shall govern with order of precedence as follows; Local statutory laws & requirements. Equipment data sheet & specification. Purchase requisition. Applicable codes & standards.
VENDOR DOCUMENT REQUIREMENT Vendor to follow project specific numbering procedure and frames/templates for all vendor drawings.(The details will be furnished later for successful vendor). All drawings shall be in AUTOCAD2004. Vendor shall submit following documents/drawings as minimums during offer. 1) GA & foundation drawings of all the equipments. 2) Procurement plan for equipments & materials. (Showing the way how the vendor will proceed with this job, describes the country of origin of equipments & material for e.g. raw material). 3) All document as required by drawing data schedule. 4) Documentation as required by requisitioned, together with schedule of documents. 5) Proceed spare part list, including parts recommended by VENDOR for first ,second & third year of operation & maintenance such as frequency, duration, training if required after sales service (Vendor maintenance service). 6) Statement the preparation and supply of spare parts & interchangeablity register (SPIR) shall be part of the purchaser order for first, second & third year operating spares & maintenance such as frequency, duration, training if required after sales service (Vendor maintenance service or Owners trained operators) in accordance with SPIR system. 7) Project inspection requirement and material certificate requirements. 8) Operation and maintenance manual (5sets). 9) Quality assurance plan.
10) Non conformance with the specification shall be clear & listed separately. 11) Monthly progress report. 12) For Vendor data and document schedule, Please refer to Annexure of attached document. 7 PROCUREMENT PLAN Vendor to submit Procurement plan for Equipments mentioned in this MR. It has to satisfy with the requirement of the contract and schedule for procurement. 8 QUALITY REQUIREMENT The material used for making the equipments shall be brand new. No used / scrapped materials are to be used. Each raw materials used for this equipment shall have factory issued certificate. All bought out items shall have test certificates & from manufacturer. Equipment should have the name plate it comprises of Serial number, Tag no.and all technical details with punch year of manufacturing etc.

9.1
SPARE REQUIREMENTS
Installation , Pre-Commissioning, Commissioning and Start up Spares
The vendor shall be responsible for providing spares required to prepare the unit for start-up, and to safeguard the operation of the unit during storage, installation, precommissioning, commissioning and start-up periods in accordance with vendor recommendation and the applicable project specifications. The Vendor shall provide, with his bid, a list of the recommended installation, precommissioning, and start up spares for all materials under this Requisition including sub-order items for Purchasers evaluation. The Vendor shall develop such spare parts list in Purchasers format based on his final design and equipment selection and submit for Purchasers review during detail design.
As failures and replacements are more frequent during this portion of the Project, Vendor shall ensure recommending sufficient spares for progressing site work without delay. If parts other than recommended are damaged or shortages on recommended spares occur under normal site working condition, vendor shall provide such parts immediately on demand by the fastest means (i.e. airway shipment) without impact to the Purchaser. (Normal site working condition is defined as the condition that Purchasers personnel execute site work in accordance with the instructions by Vendor manual and / or the instructions by Vendors personnel for on-site supervision). These spares shall be supplied together with the main equipment items to which they relate as part of the scope of supply of the Vendor, in a separate box.
9.2
Two (2) Year Operation Spares
The vendor shall be responsible for providing two (2) year operation spares in accordance with vendor recommendation and Technical Specifications for Owners consideration as an option along with his bid. The vendor shall provide, with his bid, a priced list of the two (2) year operation spares for all materials under this Requisition including sub-order items for Purchasers evaluation. The vendor shall develop such spare parts list in Purchasers format based on his final design and equipment selection and submit for Purchasers review during detail design. These spares shall be supplied together with the main equipment items to which they relate as part of the scope of supply of the Vendor, in a separate box.
9.3
Capital Spares
The vendor shall be responsible for providing insurance spares in accordance with vendor recommendations and Technical specifications for Owner consideration as an option. Priced list shall be submitted with his bid. The capital spare parts shall include the followings, as a minimum. These spares shall be supplied together with the main equipment items to which they relate as part of the scope of supply of the vendor, in a separate box.
9.4
Special Tools
The vendor shall be responsible for providing special tools required for the maintenance or installation of the equipment. Special tools are defined as any tool, which is manufactured specifically for use on Vendors equipment or material and is required for installation, operation and maintenance of any items furnished by the vendor. These spares shall be supplied together with the main equipment items to which they relate as part of the scope of supply of the Vendor, in a separate box.
9.5
Consumables
The vendor shall be responsible for providing commissioning and start-up consumables (i.e. chemicals, papers, etc.) other than grease and lube/flushing oil, if any. Grease and lube / flushing oil are Purchaser supply. The vendor shall develop consumables list for Purchasers review during detail design. These consumables shall be supplied together with the main equipment items to which they relate as part of the scope of supply of the vendor, in a separate box. 10 PERFORMANCE & WARRANTEE / GUARANTEE. Package & its accessories shall be guaranteed for performance of the all equipments within package operating at specified conditions & rating for a period of 24 months from date of acceptance certificate. The equipment and its accessories shall be guaranteed against faulty design defective or wrong selection materials or poor workmanship or failure from normal use during the guarantee period. Vendor shall make necessary and desirable alternation repairs and replacement free of charge to the purchaser in the event of failure of the equipment.
11 SPECIAL REQUIREMENT
11.1 No prototype or unproven equipment or equipment built to unknown
manufacturing standards shall be incorporated. In this respect, proven shall mean a minimum of two (2) separate systems or installations successfully operating for two (2) or more years. In cases of doubt, the approval of CONTRACTOR shall be obtained in writing and contractors decision shall be final. If improved safety benefits are offered, these may be included only with Contractors prior written approval.
11.2 The design shall lead to simplicity of operation and maintenance. 11.3 The design of equipment and the selection of construction materials shall be such
as to accommodate all pressures, temperatures, stresses, corrosive conditions etc, which may occur during construction, PRECOMMISSIONING, COMMISSIONING, and normal operations and as a result of extreme operating conditions.

DEFECTS LIABILITY
The defect liability period for replaced and / or repaired parts of the plant shall expire thirty five (35) months from the date of the initial acceptance certificate.
