NO:TR/CIR/6 (6)/2011 Dated:02-03-2012 Subject: Faculty - Qualifications, Age Limits, Teaching hours, Approvals and other related matters.

In partial modification of all earlier circulars / orders issued by the Directorate on the subject of Faculty Approvals, Teaching hours, Age Limits and related matters as covered in this order, the Director General of Shipping & Ex-Officio Additional Secretary to the Govt. of India is pleased to issue the following DGS order. The practice of obtaining prior express approvals for the faculty / Instructors from Academic Councils is henceforth discontinued. The institutes shall ensure compliance with all the DGS requirements relating to the number, qualifications, experience and age limits of faculty members and instructors now prescribed in this order, and be responsible for deviating from such norms. PART-1 1. Qualification of the Instructors, Faculty and Head of the Institute 1.1 Instructors, faculty and Head of the Institute shall be appropriately qualified in accordance with the provisions of Section A-I/6 of the Standards, Training Certification and Watchkeeping for seafarers (STCW) Code for the type and level of training and/or assessment performed. 1.2 All maritime training institutes shall ensure that the qualifications and experience of the Instructors, Faculty and Head of the Institute are covered in the application of the quality standard provisions of Section A-I/8 of STCW Code. Such qualification, experience and application of quality standards shall incorporate appropriate instructional techniques and training, and assessment methods and practice, and shall comply with all applicable requirements. Such person shall: (i) have an appreciation of the training programme and an understanding of the specific training objectives for the particular type of training being conducted; (ii) be qualified in the task for which training is being conducted; (iii) if conducting training using a simulator: (a) have received appropriate guidance in instructional techniques involving the use of simulator; and (b) have gained practical operational experience of a particular type of simulator being used; (iv) have a appropriate level of knowledge and understanding of the competence to be assessed; (v) be qualified in the task for which the assessment being made; (vi) have received appropriate guidance in assessment methods and practice; (vii) have gained practical assessment experience; and (viii) if conducting assessment involving the use of simulators, have gained practical assessment experience on the particular type of simulator under the supervision and to the satisfaction of an experienced assessor. 1.3 All Instructors are required to have undergone "Training for trainers and Instructors (TOTI)" course within 6 months of their joining the institute. All the regular and visiting faculty members including the Principals are required to have undergone "Training for trainers and assessors (TOTA)" course within 6 months of their joining the institute. 1.4 For Pre- Sea Training for Ratings & STCW Basic Modular courses, the minimum qualification for the faculty is a Certificate of Competency (COC) as Master-Near Coastal Voyage (NCV), or Chief Mate Foreign Going (FG) or Chief Engineer (MEO Class III) or Marine Engineer Officer (MEO) Class II. For other courses, the minimum qualification of faculty shall be as stated in the respective Course Guidelines from DGS, or in the absence of which the IMO Model Course requirements shall be followed as a minimum. 1.5 For preparatory courses of NWKO (NCV), Second Mate(FG), and Revalidation of NWKO(NCV), Second Mate(FG), the minimum qualification for the faculty is a CoC as Chief Mate Foreign Going (FG). 1.6 The Officers from the Indian Navy / Coast Guard may be engaged as Regular / Visiting faculty for the Navigational function subjects only, such as Principles of Navigation, Practicals of Navigation, Chart Work, (Celestial, Terrestrial and Coastal Navigation), Navaids, Electronic Navigational Aids, Bridge Watch- keeping, Meteorology, Radar, ARPA, RANSCO Simulators, etc.; provided they are fully qualified and experienced as navigators and have undergone Long ND course at Management Level of 1 year duration. 1.7 For all non-engineering subjects, the minimum qualification shall be a Master's degree in the subject concerned, for non-marine engineering subjects it will be B.E/B.Tech from UGC recognized Universities. 1.8 Institutes conducting Preparatory / Revalidation courses related to Masters and Chief Engineers are encouraged to engage faculty who possess qualifications such as Ph.D., / Extra Master / Extra First Class /

M.Sc. in Shipping or Maritime Field. Engaging such faculty would indicate the commitment of the Institute towards imparting quality training/knowledge to officers intending to sail in the highest positions on board ships and shall be given special credit during the quality audit/inspection by the competent authority. 1.9 Faculty members should be capable of clear, loud, vocal communication in English, without any speech defect and when interacting with ratings, be capable of expressing themselves in Hindi. Besides possessing minimum qualifications/experience, special emphasis need to be made of the pedagogic abilities of faculty members particularly while being engaged, so that "transfer of knowledge" is effective and worthwhile. 1.10 The Head of the Institute (Principal / Director /Dean/ Capt Superintendent) shall hold a COC as Master FG or Chief Engineer (MEO Class I). PART-II Age Limit for Instructors, Faculty and Head of the Institute 2. 2.1 The age limit for the instructors who are engaged in Practicals / demonstrations / Workshop training / Life-boat or Life raft training / Fire- fighting training / Physical training etc. shall not exceed 65 years; 2.2 The maximum age for the Regular / Permanent / Full-time Faculty members including Principals (Head of the Institute) shall not exceed 70 years; 2.3 The maximum age for Visiting Faculty shall not exceed 70 years; and 2.4 Provided that, the instructors/faculty/Head of the Institute shall be medically fit and the institute shall maintain the record of annual medical fitness of all such persons above 60 years of age. PART-III 3. Teaching Hours for Instructors, Faculty and Head of the Institute 3.1 The Training Hours of Instructors shall not exceed five hours in a day and twenty five hours in a week. 3.2 The Teaching Hours of the Permanent / Regular / full-time faculty shall not exceed four hours in a day and twenty hours in a week. 3.3 The Teaching Hours of the Principal shall not exceed four hours in a day and ten hours in a week. 3.4 Similarly, the teaching hours for the Visiting / Part-time / Temporary faculty, shall not exceed four hours in a day and twenty hours in a week at all the institutes put together, in case such a visiting faculty imparts training in more than one institute. A w r i t t e n declaration by the Visiting Faculty on the teaching hours d e l i v e r e d per day and per week at all the institutes shall be taken on record by the institute. PART-IV 4. Approval for Instructors, Faculty and Head of the Institute

4.1 Instead of obtaining prior approval from the Academic Council and/or DGS for appointment of faculty members, the training institutes are now required to intimate to the jurisdictional Academic Councils and DGS, all new appointments and termination of permanent and visiting faculties with the required details (as in Annex-I) within 7 days of the date of such appointments/termination. 4.2 Further, the institutes are required to submit a half-yearly report by 10th January and 10th July every year to their respective Academic Council and the training branch of the Directorate in the format prescribed at Annex- I electronically as well as in hard copy. The verification of the number, qualifications, experience and age limits shall be done during the inspections carried out by the respective Academic Councils, and the organizations carrying o u t Q S S a u d i t s / Grading for the institutes. 4.3 Approval for the Director/Capt. Supdt. /Principal/ Head-of-Institute etc., shall be given by the Directorate General of Shipping. Any change of the Head of the Institute must be communicated to the Directorate along with the approval request within 7 days of such appointment. PART-V 5. Relaxations and Exemptions 5.1 A minimum of 50% of all Lectures and Practicals shall be delivered by Full-time Faculty of the institute.

5.2 Visiting faculties should have received appropriate guidance in instructional techniques and shall have: (a) received appropriate guidance in assessment methods and practice; and (b) gained practical assessment experience under the supervision and to the satisfaction of an experienced assessor.

5.3 It is encouraged that all Visiting faculty should undergo TOTA course if their qualification and experience does not support exemption. 5.4 In view of the paucity of teachers in specialized subjects and in order to cater to instructional requirements, visiting faculty members may be resorted to, as and when necessary. However, too much dependence on visiting/part-time faculty members should be avoided. The Institute should arrange as many guest-lectures as possible, by distinguished persons from the industry, and having managerial responsibilities related to the course. 5.5 The maximum permissible teaching hours for Instructors, faculties and head of the institute as prescribed, shall include the teaching hours utilized for other value added courses also.

5.6 Exemption from TOTA is given to Faculty members holding the following qualification and experience: a) B. Ed. / M. Ed. Qualification from UGC approved Universities b) M. Tech. / Ph. D / M. E. / M. Sc. in Shipping / Maritime field with 2 years teaching experience c) Extra Master / Extra First Class Engineers with 1 years teaching experience. d) Empanelled as an approved internal examiner for Deck or Engine department having an experience of not less than a period of 1 year as an examiner for the grade and holding such a certificate. 5.7 Revalidation of the Certificate of Competency (CoC) is not mandatory for the Faculties. The institutes shall however ensure that the faculty members keep their knowledge up-to-date in their respective fields. The institutes should encourage sailing officers with required qualifications to impart training. 5.8 Certificate of Competency issued by other countries having bi-lateral recognition with Govt. of India shall be treated as equivalent. The training institutes shall be responsible for verification of the authenticity of such CoCs. 5.9 Age dispensation for Visiting Faculty may be allowed on a case to case basis by the Director General of Shipping for which prior approval has to be obtained. Such visiting faculties will be required to participate in a bi-annual interactive session with the Director General of Shipping at the Directorate. PART-VI 6. Other related matters: 6.1 Where the Institute is running more than one course, each course shall have a separate course in-charge. 6.2 A table showing the benchmark requirements (as per Course Guidelines or IMO Model Course requirements as applicable) along with the various requirements under this order, and their compliance by the institute shall always be available at the institute. 6.3 The Training Institutes shall ensure periodic up-gradation and training for their faculty members and shall maintain such records for verification. 6.4 The Training institutes shall not compromise in providing facilities to its faculty members as prescribed in DGS guidelines. 6.5 Training Institutes shall not commence/conduct courses without the required qualified faculties as per relevant course guidelines. 6.6 All t h e t r a i n i n g institutes are expected to meet the requirements of their affiliating Universities / AICTE, as applicable, over and above the norms prescribed by the Directorate. 6.7 The Head-of-Institute shall be responsible for the purpose of reporting and ensuring complete compliance of this Order. 6.8 Non-conformity and non-compliance of this order and relevant course guidelines related to training, assessment and certification shall result in suspension/withdrawal of approval of the said course(s), cancellation of certificates issued by the Institutes, debarring of the Course-in-Charge & Head of the Institute, and refund of the course fee to the trainees. 6.9 All institutes are required to keep their web site updated with the list of all the faculties (Regular and Visiting) engaged by them, conducting all courses, including their age, qualifications, exemption and dispensation if any.

6.10This order will form part of the reference to QMS at EACQP-07-01. 6.11This issues under the powers conferred in the Chapter IX Rule 47 of Merchant Shipping (Standards of Certification & Watch Keeping for Seafarers) Rules, 1998 This Order comes into force with immediate effect.
