OFFICE MEMORANDUM

Subject: Forwarding of Applications and Relieving of Section Officers by Ministries/Departments


applying for deputation posts-reg.

The undersigned is directed to say that representations have been received from some
Section Officers of the Central Secretariat Service (CSS) stating that the Cadre Units are not
forwarding their applications against various deputation posts, inter alia, against the advertisement
issued by the M/o External Affairs [circular No. CDR-II/575/02/2025 dated 11.07.2025 (and an earlier
such advertisement of MEA)] for appointment of 102 officers of the rank/designation of Section
Officers or equivalent (in level 08 or level 10) on deputation basis in 34 Regional Passport Offices
(RPOs).

2.??In this regard, it is stated that DoPT has prepared panels for promotion of CSS Officers in all
grades and effecting promotions on a regular basis including at the grade of Section Officers. As
such there are Officers eligible to be promoted at present, to fill the vacancies arising out of
retirement/ deputation/ long term leave, etc. in the cadre.

3.??As deputations provide an opportunity to the CSS Officers to broaden their understanding of
functioning of various Government Organisations and enable them to acquire multifarious
competencies which benefit the functioning of the Central Secretariat in the long run, all Cadre Units
are encouraged to forward the applications of CSS Officers of Section Officers grade for deputations
and also relieve them on being selected to join the deputation posts. Given the availability of officers
eligible for promotion in lower grades, substitutes shall be posted by CS Division in due course.
