Sub. : Regarding maintaining a Panel of Valuers for Valuation of Land & Building
Ref: Request to accommodate more Valuers from across geographical areas of Rajasthan /
outside Rajasthan.
Madam / Dear Sir,
Ours is a Valuer Association namely "ALL INDIA VALUERS ASSOCIATION" registered in
Society Act 21/1860 and having its registered office at E -704,705, Krishna Vihar, Awas Vikas,
Kalyanpur, Kanpur - 208017 and has members from most parts of India and serving in the
interest of our beloved Country. We conduct National Seminar every year and also organise
Webinar to discuss about various Technical aspects on every 1st Saturday of the month in which
various Bank Authority, as well as Authority from the Income Tax Department, and other
Departments joins as a Chief Guest.
We have noticed that RERA Rajasthan had floated an advertisement on 26.06.2025 for creation of
a Panel of Land & Building Valuers. The due date was 11.07.2025 as per your advertisement. We
appreciate & welcome your effort to create a Panel of Valuers to avail our expert Services from
time to time. However we want to draw your kind attention that the duration for submission of
Empanelment document was very less (around 02 weeks only or so).
Many of the eligible Valuers specially from Rajasthan itself / also from outside had missed the
advertisement- thus could not participate. We received requests from Valuers to approach your
good Office to extend the Panel you created Vide Circular Dated 30.07.2025. Rajasthan is a vast
state & looking into the Panel there are no adequate representation from all districts / major
towns / district towns. Looking into the fast Real Estate development witnessed by Rajasthan
currently & in near future – you may need a larger panel of Valuers from all parts of Rajasthan /
Expert Valuers from outside Rajasthan also.
We thus request you to consider for an extension of the Existing Panel of Valuers by inviting a
fresh advertisement with minimum time of 30 days with wide publication through all available
medium – so that your office can get the best people for your assignments .
Also we want to draw your kind Attention about some facts like :
Section 34AC in The W.T act, 1957
34AC Restrictions on practice as registered valuer. —
(1) No person, either alone or in partnership with any other person, shall practise, describe
himself or hold himself out as a registered valuer for the purposes of this Act
or permit himself to be so described or held out, unless he is registered as a valuer or, as the case
may be, unless he and all his partners are so registered under this Chapter.
(2) No company or other body corporate shall practise, describe itself or hold itself out
as registered valuers for the purposes of this Act or permit itself to be so described or
held out.
Means only Individuals/ Proprietorship concerns having Registrations with Section 34AB of I.T
Act 1957 or all the partners having registrations with Section 34AB of IT Act 1957 ( in case of
Partnership Firm) can carry out Valuation under SARFAESI action. In any case Body Corporate
/ Company /LLP can not undertake SARFAESI work under its banner.
Likewise for IBBI - Registered Valuers ( RV) or Registered Valuers Entity ( RVE) duly registered
with IBBI can undertake IBBI Valuation . No Body Corporate/ Company/ LLP can do IBBI
Valuation unless specifically registered with IBBI as RVE. We are enclosing a list of RVE from
IBBI website as on 01.09.2025 for your ready reference.
We trust that RERA –Raj being a Govt. Entity will take care of above criteria while preparing
Final List of Valuers ( both 34AB & IBBI Registered). Valuation Report availed from uneligible
persons / entity may lead to legal problem while dealing with the actual RERA cases during
litigation or SARFAESI Auction process or during Liquidation. This will result in face loss &
ultimately primary objective will be lost.
