1. With reference to your above mentioned application for Grid connected Rooftop Solar,
approval is herewith accorded for installing Solar PV plant of 6 KWp in your premises as per
following terms and conditions:
I) Payment of meter charges of Rs.2771 ( for Single phase- 1,382/-, Three Phase - 2,771/- ,
LT TVR 10302/-, HT TVR 9937/-)
II) a) Plant cost for Residential sector = Rs.297000.0/-
(@ Rs.50000/- per KW for 1 KW system )
(@ Rs.47000/- per KW for above 1 KW to 2 KW system )
(@ Rs.45000/- per KW for above 2 KW to 3 KW system )
(@ Rs.44000/- per KW for above 3 KW to 10 KW system )
(@ Rs.38000/- per KW for above 10 KW to 100 KW system )
(@ Rs.36000/- per KW for above 100 KW to 500 KW system )
i) CFA applicable for residential sector = Rs.0/- 40% of MNRE Benchmark for loads upto
(To be reimbursed to Vendor) 3 KW p + 20% of MNRE Benchmark cost for loads
from 3 KWp to 10 KWp
ii) Net amount to be paid to vendor by consumer = [Link]/- 40% of MNRE Benchmark
for loads upto 3 KWp + 20% of MNRE Benchmark cost for loads above 3 KWp to 10 KWp
for residential sector

b) Net amount to be paid to vendor by consumer = Rs.297000.0/- (a)
for non - residential sector
2. For availing Central Financial Assistance (CFA) the list of empanelled installers of grid-
connect PV systems by APEPDCL is available in APEPDCL website.
3. All components of RTSPV system must comply with applicable MNRE/BIS/IEC standards.
Please find attached a list of standards to be complied with attached with this approval letter.
4. Applicant/Empanelled Installer must submit the copy of Manufacturers Test Certificates for
all components for having complied with relevant BIS/IEC standards of the selected model
along with work completion report.
5. As per the MNRE Guidelines, claim for CFA ( Central Financial Assistance) for residential
sector shall be permissible only if domestic manufactured Solar Panels (using domestic
manufactured Solar cells) are used by the beneficiary/installer.
a) A solar PV cell shall be considered to be domestically manufactured only if the same has
been manufactured in India, using undiffused silicon wafer (generally called 'Black Wafer'),
classifiable under Customs Tariff Head 3818 and all steps / processes required for
manufacturing solar PV cell from the undiffused silicon wafer have been carried out in India.
b) b) If diffused silicon wafer (generally called 'Blue Wafer') is imported and the same is used
as raw material for the manufacture of solar PV cells in India, such solar PV cells shall not
qualify as domestically manufactured solar PV cells, for the purpose of MNRE's Schemes /
Programmes mandating use of domestically manufactured solar PV cells.
c) An Undertaking/Self- Declaration for domestic content requirement fulfilment (On a
plain Paper) shall be furnished by the Empanelled Installer
6. In case of any changes required at the premises of proposed site due to this proposed
installation, these shall be performed by the applicant at his /her own cost.
7. The grid connectivity of the system shall be in accordance with Solar Rooftop
Policy/Guidelines and any amendments thereof as directed by APEPDCL/APERC/GOAP
from time to time.
8. In case applicant desires to procure meter from DISCOM, he/she needs to intimate the
same to DISCOM along with payment of meter fee (fee details can be found on website of
APEPDCL)
9. In case the applicant desires to purchase the meter on his/her own (with prior permission
from DISCOM), the same shall be purchased from DISCOM approved vendors (as per
DISCOMs approved technical specifications). These meters shall be successfully tested from
DISCOM or their authorized laboratory.
10. The applicant must furnish the signed Solar Rooftop Net/Gross Metering Connection
Agreement (On Non-Judicial stamp paper worth Rs. 10/-) Copy enclosed.
11. The DISCOM shall install meter and synchronize the RTSPV system with the grid only
on receiving NOC from Chief Electrical Inspector/Electrical Inspector for loads above 10
KW*.
12. Installed system must comply with safety requirements as stated in MNRE/CEA/APERC
Regulations and all standards referred to in those regulations.
13. Please submit the following documents after installation of RTSPV system:
a) Inspection Report by Chief Electrical Inspector/ Electrical Inspector, Government of A.P.,
safety certificate issued by Chartered Engineer, as applicable;
b) Work Completion report in provided format;
c) Test Certificate of Net meter from DISCOM approved laboratory, if applicable;
d) Copy of signed Metering Interconnection Agreement. Copy Enclosed
e) Joint Commissioning Report(JCR) signed by vendor, consumer & Dy EE/Opn concerned
(Copy enclosed).
f) Undertaking/Self- Declaration for domestic content requirement fulfillment (Copy
Enclosed) This approval is valid for 90 days from the date of this letter and the RTSPV
system is to be commissioned within this period, failing which the approval will be treated as
