Capitalisme : un systme libral


- Libralisme : proprit prive du capital et totale libert dusage de cette proprit.
- Libralisme politique : libert dexpression des opinions, organisation dmocratique
des socits
- Libralisme conomique : libert du jeu du march et de la cration dentreprises.
Libralisme conomique :
- Lconomie de march librale (USA et UK) : les relations de march sont caractriss
par lchange contractuel de produits ou de services dans un contexte de concurrence et
de contrat formel.
- Lconomie de march coordonne (Allemagne, Sude, Core) : elles sappuient sur la
rputation, la contractualisation partielle, les rseaux dchange dinformations, les
formes de coopration et de concentration hors march.
Le capitalisme selon la pense Marxiste
Le capitalisme (monopole des grandes entreprises imposant leur volont sur le march) est
appel disparatre car le progrs technique entranera la baisse des salaires do :
- Appauvrissement de la population, do augmentation du chmage, do baisse de
profit donc crise : effet de cascade
- Summum de la crise : autodestruction du capitalisme substitu par le socialisme.
Le capitalisme selon la pense keynsienne
- Le capitalisme pur volue progressivement et laisse davantage de place au rle de
lEtat et des organismes sociaux.
- 3 rvolution industrielle : amlioration de la production, de la communication,
tertiarisation (prestation de services) offrant un rle plus important et plus souple
lEtat.
Pense no-librale :
- Les systmes capitalistes se sont carts du modle pur entranant de nombreuses
difficults.
- Prconisations : diminution du rle de lEtat, retour un jeu plus libral du march.
Donc, opposition entre la pense no-librale et la pense keynsienne.
Capitalisme japonais :
- 1560-1872 : Epoque dEdo ou Capitalisme prindustriel caractris par la suppression
des pages, le grand commerce, rforme de la monnaie, rparation des routes,
- De nos jours : LEtat jour en rle important dans lconomie, notamment via
lintervention du ministre du commerce extrieur et de lindustrie et du ministre des
finances. Au plan social, les grandes firmes entretiennent avec leurs salaris des
rapports privilgis reposant sur la scurit de lemploi et en retour du dvouement
lentreprise de la part des employs.

Capitalisme rhnan (Allemagne) :


- Un rle important des grandes banques et une relativisation du rle de la bourse dans le
financement des entreprises.
- Une vision long terme appuye sur ce mode de financement et sur un systme de
partenariat avec les clients, les fournisseurs et les employs.
- Un partenariat entre de puissants syndicats patronaux et salariaux qui limitent aussi bien
les conflits du travail que les interventions directes de lEtat dans la vie des entreprises.
- Un systme de protection sociale trs dveloppe.

Capitalisme USA :
- Le capitalisme amricain a t jusqu la fin de la 2e Guerre Mondiale marqu par un
protectionnisme important.
- la fin du 19e sicle, le capitalisme amricain a connu une concentration importante
dans la plupart des branches de lconomie. Ainsi fusionnaient les banques dun ct,
les compagnies ptrolires de lautre, et ainsi de suite.
- Modle ultralibral, lEtat joue quand mme un rle important dans le soutien de ses
entreprises, comme le montre les interventions protectionnistes rcentes. Les principales
caractristiques sur lesquelles se fondent ce modle cest la russite individuelle, le
profit financier court terme et la mdiatisation.
What is Capitalism ?
- The word capitalism is now quite commonly used to describe the social system in which
we now live. It is also often assumed that is has existed, if not forever, then for most of
human history. In fact, capitalism is a relatively new social system.
- But what exactly does capitalism mean?
Class division :
- Capitalism is the social system which now exists in all countries of the world. Under
this system, the means for producing and distributing goods (the land, factories,
technology, transport system etc) are owned by a small minority of people. We refer to
this group of people as the capitalist class. The majority of people must sell their ability
to work in return for wage or salary (who we refer to as the working class).
- There are two classes in society. It is a claim based upon simple facts about the society
we live in today. This class division is the essential feature of capitalism. It may be
popular to walk (usually vaguely) about various other classes existing such as the
middle class, but it is the understanding capitalism.
- It may not be exactly clear which class some relatively wealthy people are in. but there
ambiguity about the status of the vast majority of the worlds population. Members of
the capitalist class certainly know who they are. And most members of the working
class know that they need to work for a wage or salary in order to earn a living (or are
dependent upon somebody who does, or depend on state benefits).
The profit motive
In capitalism, the motive for producing goods and services is to sell them for a profit, not to
satisfy peoples needs. The products of capitalist production have to find a buyer, of course, but
this is only incidental to the main aim of making a profit, of ending up with more money than
was originally invested. This is not a theory that we have thought up but a fact you can easily
confirm for yourself by reading the financial press. Production is started not by reading the
financial press. Production is started not by what consumers are prepared to pay for to satisfy
their needs but by what the capitalists calculate can be sold at a profit. Those goods may satisfy
human needs but those needs will not be met if people do not have sufficient money.

Peut-on considrer que, dans le contexte de la mondialisation, toutes les conomies nationales
tendent ncessairement converger vers un modle unique de capitalisme ?
A- Introduction :
Aprs la chute du mur de Berlin en 1989 qui a manqu leffondrement des conomies
planifies et de la domination des conomies de march , certains observateurs ont conclu
la fin de lhistoire . Sil est vrai que la mondialisation contemporaine soumet les conomies
nationales des forces communes (1), lobservation montre que les capitalismes nationaux
continuent de se caractriser par une grande diversit (2).
B- Certains facteurs jouent dans les sens dune convergences des capitalisme national
- Louverture extrieure et interdpendance croissante des espaces nationaux qui tendent
renforcer lhomognit des conomies, notamment sous effet de la concurrence.
- Linternationalisation des marchs financiers qui soumet les conomies nationales
(Entreprises, Etat) aux mmes contraintes lefficacit et de gestion financire.
- La vague des nouvelles technologies de linformation et de la communication qui rduit
les cots de transport et renforce lintgration des marchs et des acteurs nationaux.
- Lmergence progressive dune nouvelle rgulation internationale labore par les
organisations internationales intergouvernementales (OMC, FMI, BRI), ou par des
autorits indpendantes prives, notamment dans le domaine comptable (IASC).
C- Toutefois, on continue dobserver une varit des modles de capitalismes nationaux et
rgionaux
- Certains secteurs (services la personne, BTP, non marchand) sont moins exposs la
concurrence internationale que dautres (industrie, finance) et sont moins exposs la
concurrence internationale que dautres (industrie, finance) et sont assez peu affects
par la mondialisation.
- Les institutions, qui assurent la cohrence des conomies nationales, gardent souvent
leur spcialit dans les secteurs cls : rle de lEtat et du march ;organisation de la
concurrence, du rapport salarial, de systme financier, du systme ducatif, de la
protection sociale,
- Cette rsilience des formes institutionnelles nationales ou rgionales est le rsultat des

- Le statut de la firme, ses objectifs et son organisation (thorie managriale de Berle et
Means : thorie de la rationalit limite dHerbert Simons ; thorie comportementale de

Remarque :
Herbert Simons : la thorie conomique se fonde sur homo oecuminius : cd la
vocation conomique qui est axe sur la maximisation du profit. Pour lui, les E ne
peuvent pas toujours maximiser leurs profits. Mais, ralisent des processus afin dy
parvenir.
Cest pourquoi on arrive homo administratius : lE vu quelle na quune capacit
limite se contente de faire ce quelle peut par rapport son homo oecuminius.

II- Thorie des cots de transaction
A- COASE
Le march est imparfait suite lexistence des cots de transaction supports par lentreprise :
passage et suivi des contrats, contrle de la qualit, des dlais, etc. pour rduire ces cots,
lentreprise a intrt internationaliser les diffrentes fonctions (approvisionnement,
production, commercialisation, etc.), voire ses fournisseurs (filire amont) ou ses clients (filire
aval). Cependant, linternalisation gnre des cots dorganisation gestion de la structure,
communication, contrle, etc.), do la ncessit dun arbitrage entre cot de transaction et cot
dorganisation.

B- Williamson :
Il reprend les arguments de Coase et dveloppe lalternative march/hirarchie. Sa rflexion

Le march, la hirarchie et la forme hybride.
Il met en vidence lexistence dactifs spcifiques qui ont une valeur nulle en cas de cessation

post) des choix organisationnels, le fruit de la coopration entre lentreprise, ses fournisseurs,
ses sous-traitants, etc. Richardson voque la notion de la coopration inter firmes.
Ex-ant (le produit est tout de suite fabriqu en amont)= contraire de ex post (= il y a des
besoins exprims qui fait que lentreprise choisi de fabriquer tel ou tel produit).
B- Le modle japonais dAOKI
Aoki montre limportance des relations horizontales (sans intervention de la hirarchie) au sein
des organisations. Il insiste aussi sur ladquation entre les mcanismes incitatifs et la structure
organisationnelle. Il donne comme exemple le modle japonais combinant coordination
dcentralise et incitations centralises. Ce modle cre un climat de confiance et encourage
mme une participation active dans le processus dinnovation. Ce modle procure des quasirentes relationnelles, dans le sens quelles naissent de lefficacit spciale, au plan de
linformation des relations contractuelles dans le groupe de sous-traitants. La coordination
horizontale a des consquences sur la gestion de ressources humaines, la gouvernance des
entreprises et ses relations avec ses partenaires financiers.
IV- Rseaux et organisations complexes
A- La thorie de lagence propose une vision contractuelle de la firme. Elle suppose des
individus parfaitement rationnels. La relation principal-agent, qui le caractrise est un jeu non
coopratif puisque chacune des deux parties cherche dformer la relation son avantage.
Lobjectif pour le principal est de trouver les bonnes incitations qui lui permettront doptimiser
le comportement de lagent : cd la conduite rvler ses informations et/ou ne pas adopter de
comportements opportunistes.
Exemple concret :
Principal = Actionnaires
Agent = Manager ou Dirigeant
Nud du problme : actionnaire sattend que agent uvre en sa faveur et lobjectif pour le
principal est de trouver les motivations pour que cela soit le cas.
B- Lentreprise virtuelle : concept ou ralit
Lentreprise virtuelle est dfinie aujourdhui comme un nud de contrats ; son but est de
saffranchir des contraintes spatiotemporelles pour mieux sadapter au cycle de production et
un environnement turbulent.
Les dirigeants ont systmatiquement recours la sous-traitance, aux diffrentes formes de
partenariat et lutilisation intensive des TIC. Les dirigeants coordonnent par les contrats un
maillage dacteurs indpendants auxquels ils confient la totalit des fonctions : conception,
production, logistique, commercialisation, comptabilit, informatique,
Lobjectif est dobtenir une flexibilit maximale et minimiser les cots fixes en dduisant
lintensit capitalistique (locaux, matriels, stocks, ).
Maillage dacteurs : lagent ne ralise pas elle-mme lactivit proprement dite.

du secteur proposent des biens et services gratuits ou fixent les tarifs partir de critres
politiques ou sociaux.
- Daprs la comptabilit franaise, la production non-marchande fait suite une
production pour emploi final propre (PEFP) qui nest pas change sur un march ou
une autre production non marchande (APNM) fournie dautres units, soit
gratuitement, soit un prix conomiquement non significatifs, i.e. <1/2 de son CR=cot
de revient.
b- Lapproche par les finalits
1re finalit : Profitabilit ne doit pas tre confondue avec lexcdent des recettes sur des
dpenses conscutives au cot de revient, qui est un critre comptable permettant
dapprcier lefficacit conomique.
2e finalit : Non lucrative dans un change non montaire.

Maximisation du profit : On parle dactivit lucrative. Dans la sphre marchande, le


profit rmunre le capital et revient son propritaire.
Le secteur non-marchand p-t dfini par le ngative : est non marchande une
organisation qui ne recherche pas le profit. Il est impropre de parler de profit pour
qualifier lexcdent comptable dune organisation fournissant un service dintrt
gnral ou poursuivant un but.

2e finalit : Le service public et lintrt gnral


Les services publics ou encore services dintrt gnral ont t crs dans chaque pays et ont
pour objectif :
- Lexercice des fonctions rgaliennes (police, justice, dfense) ;
- La protection sociale
- La prise en charge des activits de production de transport, dnergie

La rgularit de lactivit conomique (emploi, investissement,


commerce extrieur, )
Lintrt gnral implique la recherche du bien tre de la
collectivit. Le simple jeu des prfrences individuelles ne permet
pas datteindre loptimum social.
Ds lors, la puissance publique intervient pour imposer des choix
