1.0 SCOPE:

This Schedule of Technical Requirements (STR) is to assess manufacturing capability of


the Vendor for new Registration /Approval to manufacture and supply of Isolators (25 kV
to 245 kV AC) to the Indian Railways for use in the 25 kV, 50 Hz, AC electric traction.

This STR shall be read in conjunction with RDSO Specification No. ETI/OHE/16 (1/94)
Rev-2& ETI/PSI/122(3/89) with latest amendments.

2.0 GENERAL INFRASTRUCTURE & MANUFACTURING FACILITIES:

The manufacturer should have adequate covered accommodation and free space for the
storage and transportation of the raw material and finished Isolators
awaiting dispatch and also carrying out inspection. Manufacturer should have the system
to ensure that the final product conforms to the RDSO Specification No. ETI/OHE/16
(1/94) Rev-2& ETI/PSI/122(3/89) with latest amendments.

2.1 MANUFACTURING FACILITIES

Following machinery and plant of adequate capacity should be essentially available with
the prospective manufacturer:-

2.1.1 PRODUCTION STAGE:

Machinery &Plant Required for Isolators.

i. Drill Machine
ii. Welding Machine /Welding cum Generator
iii. Power Hack Shaw
iv. Bench vice
v. Alternator generator sets
vi. Lathe machine
vii. Flexible/Fixed/Angle grinder
viii. Motorized Shearing Machine
ix. Single/ Double Arm Ball Press
x. Safety Helmets, Glasses (as per requirement of staff )
xi. Digital Weighing Machine
xii. Bend saw
xiii. Gas Cutter

2.1.2. TESTING FACILITIES:

Following minimum required testing facilities should be available with the manufacturer.

i. DC Rectifier range 0-2000Amp- 01 No.


ii. Suitable High voltage test set with control panel- 01 No.
iii. Digital Alco-meter- 02 Nos.
iv. Measuring instrument such as Steel Scales, Steel Tape, micrometer- 02 Nos
v. Manual/Digital Vernier Calipers- 02 Nos. each
vi. Digital Clamp meter AC/DC upto 200 Amp- 01 No.
vii. Temperature rise test kit with suitable thermometer- 01 set
viii. DC Milivoltmeter- 01 No
ix. Digital Multimeter- -01 No
x. Digital Clamp meter upto 2000 Amp- 01 No
xi. Megger 5KV - 01 No & 2.5 KV- 01 No
xii. Suitable means & apparatus for hammer test, knife test, measuring thickness of
Zinc Coat, Preece test and determination of mass of zinc coating by stripping
method- 01 No.
xiii. Mechanical Endurance / Operational/Functional test for 10,000 cycles operation
with counter.
xiv. Resistance measurement with DC supply facility required as per RDSO
specification- 01 No
xv. Short circuit and wet power frequency test- Can be out source in
Government/Government approved labs only
xvi. Chemical testing facility-Can be out source in Government /Government
approved labs only

3.0 QUALITY CONTROL REQUIREMENT

3.1 The firm should have ISO-9000 certification.


3.2 The quality manual of the firm should clearly indicate the control over manufacturing
and testing of the said product at various stages of production and testing.
3.3 The system of easy traceability of the product from the stage of raw material to
finished product should exist.
3.4 The firm should possess a quality assurance plan (QAP) indicating the checks to be
carried out at raw material stage, in process stage and testing and inspection stage.
3.5 Details about type of test, quantum of checks and record of all the parameters checked
should be kept systematically in respective record books.
3.6 It should be ensured that a system of documentation in respect of rejection at the
customer end, and warranty replacement exists.
3.7 It should be ensured that a system of reporting field failures, visit to the site collection
of failed samples, proper analysis and corrective action taken in order to arrest failures
in future exists.
3.8 It should be ensured that manufacturer's test certificate for the raw material must be
obtained.
3.9 It should be ensured that properly calibrated instruments are used and calibration is
done within time through authorized agencies.
3.10 It should be ensured that identification details should be done as per extant railway
guidelines on the finished product.
3.11 It should be ensured that the employees engaged in the manufacture/testing of the said
product are technically competent enough and are headed by qualified engineer.
3.12 It should be ensured that the manufacturer maintains adequate firefighting equipment
for employee's safety and takes measures for keeping pollution under control.
