Concept Paper: National Level STEM Carnival 2025
This document is the English translation of the original Malay concept paper for the
National Level STEM Carnival 2025, co-organized by the Learning Sector of PPD Miri and
SMK Pujut.
1.0 Introduction
The education system in Malaysia is rapidly evolving in tandem with the progressing era of
globalization. As widely recognized, the birth of an ethical, innovative, competitive, and
educated generation lies in the hands of educators. To produce a generation that is
competitive in the fields of science and technology, teachers play a crucial role in
implementing integrated STEM PBL (Problem-Based Learning) education in schools to help
enhance students’ skills and development.
2.0 Objectives
The objectives of this Integrated STEM PBL Competition are to:
2.1 Assist teachers in diversifying teaching methods to create a fun learning environment.
2.2 Enhance students’ creativity and inventiveness by producing new creations while
applying STEM education in schools.
2.3 Strengthen problem-solving skills using the integrated STEM PBL approach among
primary and secondary school students throughout Malaysia.
2.4 Empower the implementation of integrated STEM PBL in the teaching and learning
(T&L) of primary and secondary schools across Malaysia.
3.0 Target Participants
A total of 100 teams from primary and secondary schools across Malaysia. Each team must
consist of 2 students and 1 teacher mentor.
4.0 Rules and Regulations
4.1 The competition is open to two categories:
4.1.1 Primary School (Year 3 to Year 6 or a combination within this range)
4.1.2 Secondary School (Form 1 to Form 5 or a combination within this range)
4.2 All participating students must be Malaysian citizens.
4.3 Each entry must consist of two (2) students and one (1) teacher mentor.
4.4 Team members must come from the same school.
4.5 No team member changes are allowed after registration.
4.6 Each District Education Office (PPD) may submit one entry per category for state-level
competition. Organizers may submit five entries.
4.7 Participation is FREE of charge.
4.8 Projects must be original and not commercialized. Projects that have previously won
awards are not eligible.
4.9 Projects must adhere to the IDEAL concept and be student-driven and creative.
4.10 Entries must include a completed Google Form. Incomplete submissions will not be
accepted.
4.11 All costs are to be borne by the participants. Organizers are not responsible for any
claims related to the work or production.
4.12 Submitted materials will not be returned. Organizers reserve the right to use
submitted videos or materials for educational or promotional purposes.
4.13 Plagiarized projects will be disqualified immediately.
4.14 Organizers reserve the right to disqualify late entries or entries that violate the rules.
4.15 Judges' decisions are final.
4.16 Certificates of participation will be provided by JPNS and distributed to all participants
who meet the competition requirements. Names on certificates will follow the details
submitted in the online form.
5.0 Competition Information
Participants must produce a project report and an infographic based on the IDEAL concept
in the implementation of integrated STEM PBL.
6.0 Competition Format
6.1 The competition will be conducted in a hybrid format.
6.2 It is divided into two rounds:
6.2.1 Preliminary Round (Online Only)
Participants must upload their project report and infographic via the Google Form provided.
Submission deadline is 31 July 2025 (Thursday), 11:59 PM.
6.2.2 Final Round (Hybrid – Online and Face-to-Face)
a) Secondary School Category:
- 25 teams will compete: 15 from PPD Miri and 10 from other PPDs.
b) Primary School Category:
- 20 teams will compete: 10 from PPD Miri and 10 from other PPDs.
Participants may choose to present either online or in person for the final round.

6.3 Project improvements or changes are not allowed after the submission deadline.
6.3 Presentation Video Format
6.3.1 Maximum duration: 5 minutes
6.3.2 Must explain the IDEAL concept applied in the project
6.3.3 All team members must participate
6.3.4 Slide presentations with voiceover are NOT allowed
6.3.5 Language: Bahasa Melayu or English
6.3.6 Accepted formats: WMV / MP4 / MOV; Full HD (1080p) recommended
6.3.7 Videos must be recorded in landscape mode
6.3.8 File naming format: video_ppdname_schoolname (e.g., video_miri_smkabc)
6.4 Project Report Format
6.4.1 The report must include: abstract, problem statement, main idea, curriculum scope,
integration & interdisciplinarity, trigger questions, creativity & timeline, assessment
(type/tools), cost, project significance, references & appendices
6.4.2 Language: Bahasa Melayu or English
6.4.3 Specifications:
- Font: Arial, Size: 11
- Spacing: Single
- Margin: Moderate
- Max 10 pages (excluding appendices), in .pdf format
- File name format: LP_ppdname_schoolname (e.g., LP_miri_smkabc)
6.5 Infographic Format
6.5.1 Specifications:
- Size: A1 (84.1 cm x 59.4 cm)
- Font type & size: As appropriate
- Format: .pdf, min 2MB
- File name format: grafik_ppdname_schoolname (e.g., grafik_miri_smkabc)
6.5.2 Content is flexible and should creatively showcase the IDEAL concept.
