NNI Definition of Nanotechnology


Research and technology development at the atomic, molecular or macromolecular levels, in the length scale of approximately 1 - 100 nanometer range,

to provide a fundamental understanding of phenomena and materials at the nanoscale


and to create and use structures, devices and systems that have novel properties and functions because of their small and/or intermediate size. Nanotechnology research and development includes manipulation under control of the nanoscale structures and their integration into larger material components, systems and architectures.

Within these larger scale assemblies, the control and construction of their structures and components remains at the nanometer scale.

Small Business Innovation Research
SBIR (Small Business Innovation Research) is a federal government program administered by 10 federal agencies for the purpose of helping to provide earlystage Research and Development funding to small technology companies (or individual entrepreneurs who form a company).
Phase I is the startup phase. Awards of up to $100,000 for approximately 6 months support exploration of the technical merit or feasibility of an idea or technology. Phase II awards of up to $750,000, for as many as 2 years, expand Phase I results. During this time, the R&D work is performed and the developer evaluates commercialization potential. Only Phase I award winners are considered for Phase II. Phase III is the period during which Phase II innovation moves from the laboratory into the marketplace. No SBIR funds support this phase. The small business must find funding in the private sector or other non-SBIR federal agency funding.

STTR's most important role is to foster the innovation necessary to meet the nation's scientific and technological challenges in the 21st century.

A uniform federal patent policy. Universities are encouraged to collaborate with business to promote the utilization of inventions arising from federal funding. Universities can elect to retain title to inventions developed under governmental funding. Universities are required to file patents on inventions they choose to own. The government retains a non-exclusive license to practice the invention throughout the world. The government retains march-in rights
This is the right of the government to require, under certain conditions, that an exclusive license be revoked. In such cases, a variety of provisions are possible, but the idea is, under certain conditions, the government can force an exclusive license to become nonexclusive.

Preference in licensing has to be given to small business. Uniform guidelines for granting licenses are provided.
