The World Tourism Organization (UNWTO) is the United Nations agency responsible for the promotion of responsible, sustainable and universally accessible tourism.. As the leading international organization in the field of tourism, UNWTO promotes tourism as a driver of economic growth, inclusive development and environmental sustainability and offers leadership and support to the sector in advancing knowledge and tourism policies worldwide. UNWTO encourages the implementation of the Global Code of Ethics for Tourism, to maximize tourisms socio-economic contribution while minimizing its possible negative impacts, and is committed to promoting tourism as an instrument in achieving the United Nations Millennium Development Goals (MDGs), geared towards reducing poverty and fostering sustainable development.

UNWTOs membership includes 156 countries, 6 Associate Members and over 400 Affiliate Members representing the private sector, educational institutions, tourism associations and local tourism authorities. Mxico was admitted in 1975

Legal Framework
El 8 de septiembre de 2009,Felipe Caldern Hinojosa anunci su desaparicin como una medida de austeridad en el marco de la crisis que afecta a Mxico de 2008 a 2009.1Las actividades entonces de la desaparecida SECTUR pasaran a manos de la Secretara de Economa. Dicha desaparicin fue rechazada por el Senado de Mxico.

Dentro del Plan Nacional de Desarrollo, se establecen diversos objetivos y, en coordinacin con las respectivas secretarias, se plantean estrategias para cumplirlos. Respecto al turismo, y la Secretaria del mismo nombre, se tiene: OBJETIVO 12: Hacer de Mxico un pas lder en la actividad turstica a travs de la diversificacin de sus mercados, productos y destinos, as como del fomento a la competitividad de las empresas del sector de forma que brinden un servicio de calidad internacional.

Tourism, environment y social responsibility


In 1987, the UN World Commission on Environment and Development adopted proposals set out in the document called Our Common Future or the Brundtland Report, which coined the first definition of Sustainable Development: "Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs."

In Mexico
The document entitled Policy and National Strategy for the Development of Sustainable Tourism was presented at the end of 2000 as the framework reference for the Agenda 21 Program for Mexican Tourism. The 2007-2012 National Development Plan clearly indicates that: The Plans underlying premise is the search for Sustainable Human Development, involving the permanent process of broadening abilities and freedoms so that all Mexicans can enjoy a dignified life without compromising the heritage of future generations.

The National Development Plan (PND) is comprised of 5 guiding principles: 1. State of Law and Security 2. Competitive Economy and Creation of Jobs 3. Equal Opportunities 4. Environmental Sustainability 5. Effective democracy and responsible foreign policy
