National Water Resources Board (NWRB)


Coordinate and integrate water resource
development activities of the country
Formulate general criteria, methods and standards
for data collection, project investigation, formulation,
planning design and feasibility evaluation, and rules
and regulations for the exploitation and optimum
utilization of water resources
Review and approve water resource development
plans and programs of other agencies
Undertake river basin surveys, inventories and
appraisals, and develop comprehensive basin-wide
plans of storage and control to maximize the
conservation and multi-purpose use of water

Undertake hydrologic surveys and establish,


operate and maintain observation station
networks and centralized water resources data
center
Conduct and/or promote special studies and
researches with other government or agencies
on related aspects of water resources
development

National Economic and Development Authority


(NEDA)
Prepare guidelines for, and consolidate the
physical plans and programs of government
agencies involved in the water resources sector.
The water resources sector includes water supply
and sanitation, sewerage and septage
management, flood management and irrigation
Evaluate water resources plans and programs of
concerned government agencies, and propose
necessary revisions thereto

Department of Public Works and Highways


(DPWH)
responsible for the planning, design, construction
and maintenance of infrastructure, especially the
national highways, flood control and water resources
development system, and other public works
inaccordance with national development objectives.
Bureau of Research and Standards (BRS)
undertakes researches to identify appropriate
standards in the implementation of DPWH projects,
in coordination with the private sector. In terms of
technological development, BRS undertakes a wellfocused research program to improve the quality of
projects in DPWH

Philippine Atmospheric, Geophysical, and


Astronomical Services Administration
(PAGASA)
Maintains a nationwide network pertaining to
observation and forecasting of weather and flood
and other conditions affecting national safety,
welfare and economy
Undertake activities relative to observation,
collection, assessment and processing of
atmospheric and allied data for the benefit of
agriculture, commerce and industry

hydropower development
National Irrigation Administration (NIA) and
Bureau of Soils and Water Management
(BSWM) for irrigation development

Metropolitan Waterworks and Sewerage


System (MWSS) for water supply, sewerage, and
sanitation in Metro Manila and, partially, in its
neighboring provinces
Local Water Utilities Administration (LWUA) for
the Water Districts which manage water supply and
sewerage systems
