b.) PROCEDURE. Once the illegal voter offers to vote,
inform the Chairman that you are challenging the voter. Inform the Chairman of the ground for challenging the voter.
c.) ACTION OF THE BEI. The BEI shall determine the
truthfulness of the ground for the challenge by requiring proof of registration, identity or qualification. The BEI shall identify the voter through his specimen signature in the EDCVL. In the absence of any of the above-mentioned proof of identity, any member of the BEI may identify under
oath a voter personally known to him or her, which act of
identification shall be recorded in the Minutes.
d.) FORMS TO BE USED. Certificate of Challenge or
Protest and Decision of the BEI (A35) Identification of challenged voter (A40)

a.) RULE. No Voter shall be allowed to
vote as an Illiterate or a PWD unless such fact is indicated in the EDCVL.
b.) WHO MAY ASSIST AN ILLITERATE OR PWD
VOTER. He may be assisted by: Relative within the fourth civil degree of consanguinity or affinity. Persons of his confidence who belongs to the same household; or Member of the BEI. c.) No person, except the member of the BEI, may assist an Illiterate or a PWD more than three (03) times.
d.) The person assisting the illiterate or PWD shall bind
himself in writing and under oath to fill out the ballot strictly in accordance with the instructions of the voter and not to reveal its contents, by indicating the appropriate data and affixing his or her signature in the corresponding space in the Minutes.
3. AFTER 5:00 PM VOTERS
a.) VOTING HOURS: 6 AM TO 5PM OF MAY 9, 2016
b.) What to do if there are still voters who have not yet cast their votes but are within 30 meters from Polling place by 5:00pm on election day: The Poll Clerk shall promptly prepare a complete list in duplicate containing the names of voters who have not yet cast their votes numbered consecutively. The voters so listed shall be called to vote by the Poll Clerk by announcing near the door of the Polling place, in a tone loud enough to be heard throughout the polling place, each name three times in the order in which they are listed. Any voter in the list who is not present or does not respond when called shall no longer be allowed to vote.
