Basically what is step-voltage
regulator ? It is an auto transformer with tap changing mechanism. Has 32 steps with approx 5-8% change in each step. At no load HV and LV will be in phase with each other . Step down auto transformer is made by changing low voltage terminals of step up auto transformer Position of taps found by control circuit(LDC)

TYPE B step voltage
regulator The primary circuit of the system is connected, via taps, to the series winding of the regulator in the Type B connection. The series winding is connected to the shunt winding, which is connected directly to the regulated circuit. In a Type B regulator the core excitation is constant because the shunt winding is connected across the regulated circuit.
