Solubility is limited.
In pure water, solubility is only a function of
temperature.
As temperature increases
solubility decreases.
As the atmospheric pressure increases
solubility increases.

The challenges:
1. Oxygen can be lost to or gained from
the air after collection. (usually gained)
2. Titration of the oxygen will force
additional oxygen to dissolve.
