2. Laundry services;
3. Food preparation and provision service;
4. furniture maintenance;
5. printing services;
6. security services and
7. Transportation service
NB: Outsourcing of non-clinical service is
permitted only for Hospitals
8.4. Preconditions for
outsourcing
Outsourcing is possible if it ensures
1. Reduction in cost of providing the services
2. Quality improvement (of service provision)
with the same level of cost
3. Reduces workload of hospital
management body so that they focus on
provision of clinical services

• Hospital’s Management Committee makes
assessment and prepares proposal on
outsourcing of the services. The proposal should
assess:
Lists of non-clinical services to outsource
Activity specification
Estimated and source of budget for outsourcing
Risk management mechanism for unemployed staff
and
Staffing pattern of contract management section and
establishment of technical committee for monitoring
and follow up of outsourcing
8.5. Administrative process to outsource non-

• The proposal will then be submitted to
Hospital Board for Decision
• If Board approves the request, the
management committee facilitates bid
preparation for outsourcing. Bid will be
prepared by bid committee
8.6. Potential Bidders to undertake
contract of outsourced resource
The follwing organizations can bid for
outsourced non-clinical services :
 Hospital’s staff safety-net Assocaiations
 Micro-Enterprise Associations
 Private companies
 Government inistitutions who have the required
capacity
8.7. Criteria Required for Bidders
Organizations bidding for outsourced services
should fulfill the following requirements:
• Necessary technical, financial and manpower
capacity required for service provision.
• Certificate of legal personality
• Renewed business license
• Tax payment certificate (if applicable)
• Other desirable requirements agreed by Hospital
management
8.8. Risk Management Alternatives for would be
unemployed staff working on non-clinical
services
1. To assign staff on relevant vacant posts (if
available) in the hospital or

2. To assign staff elsewhere in the health sector


or
3. To assign staff in another sector or
4. To retrench staff based on Civil Servant
Administration Law and
5. Facilitate organization of retrenched staff in to
safety net association
