Pakistan’s Strategic Nuclear
Dilemmas
 Maintenance of a balance b/w credibility and minimility.
Minimility erodes the credibility of nuclear deterrent, to
maint credibility Islamabad needs to raise the level of
minimility which necessarily would entail the arms build up
dynamics and would result in Pakistan being pushed into
the trap of an arms race with India.

 Pakistan also confronts the dilemma in pursuit of its policy


of nuclear first use. At the beginning of crisis/conflict or
towards the end of a conflict as a last resort shall it use its
nuclear weapons. Although the policy of first use seems
sound, in practice it could be much harder to
operationalize.
