This situation is also evident in the Philippines knowing


that with all the efforts and sacrifices teachers provide to
help produce future graduates that will soon contribute to the
development of our country, teachers are underpaid.
This argument aims to prove that there should be an
increase in public school teachers’ salary because they have
extended working hours, they pay for instructional materials
with personal funds, and there’s a need for more teachers in
our country.
A salary hike is needed since public school teachers
have unpaid extended working hours. Full-time teachers
provide extra time to stay more than 8 hours in school which
is not reflected in their salary.
According to James Bowen of the NAHT head teachers’
union, teaching has always been a demanding job with
evening and weekend working commonplace for the vast
majority. Unpaid overtime has become a fact of life for most
teachers.
Teachers pay for instructional materials using their
own funds which technically isn’t reflected in their salary.
Umil shares about two teachers, one whose half of
her salary is spent on teaching materials and decorating
the classroom, and the other who also spent half of his
salary for research work and internet access. The latter
stated how the Department of Education "does not
provide teaching modules and trainings are not
appropriate or attuned to what we need."
Public school teachers’ salary should be increased
because if we consider the population of this kind of
profession in our country, it needs more of teachers in order
to have sufficient number of public school teachers.
Department of Education Secretary said that the Philippines
is in need of a huge army of teachers. More than 30,000
teaching positions.
In this way, they will acknowledge that there is a strong
need to work and settle their profession in our own country
rather than looking for greener pasture abroad.
Section 13 of Republic Act No. 4670, any teacher may
be required to render more than six hours but not exceeding
eight hours of actual classroom teaching a day upon payment
of additional compensation at the same rate as his regular
remuneration plus at least twenty-five percent of his basic
pay.
It might prove inevitable that public school teachers will
take from their own money to add in the budget needed for
instructional materials.
Department of Education may just reduce the
requirements to make classrooms more conducive for
learning, which was already demonstrated by the DepEd
Division of Zamboanga Sibugay in their Memorandum No.
131, series of 2018 (DepEd Sibugay Division, 2018). Also, the
DepEd has vowed to the improvement of information and
communications technology in public schools starting in 2018
(Arayata, 2017).
More than 4000 Filipino educators demoted themselves
to teaching jobs in the different countries like U.S., Middle
East, and other Asian countries offer bigger salaries for
teachers because of the massive shortage crisis.
The Philippine government could stop teachers from
doing so through targeting the major education problems in
the country. The salary hike demanded by teachers should be
heard and addressed immediately.
It seems that Filipino teachers encounter diverse
difficulties in their career path yet they still don’t get the raise
in salary. Teachers are considered to be noble professionals
that shapes the future through education and an increase of
salary is what they deserve.
