Social Construct of National Security – PRDD Governance
Framework
Dr. Gloria Jumamil-Mercado, PhD MNSA
SIGNIFICANCE
OF THE INPUTS
1. It allowed us to see
the Macro-Realities
of the country and
the Macro-Vision
of our National
Government with
regard to the
country
SIGNIFICANCE OF THE INPUTS

2. And our Micro-Realities by

doing the Problem Tree and
the Solution Tree. We saw the
Strengths and Weaknesses,
the Opportunities and Threats
in the ground relative to our
dream of a prosperous and
peaceful country.
SIGNIFICANCE OF THE INPUTS

3. Thus we can
interface our Micro-
Realities and Micro-
Vision of our individual
communities with that
of the National
Government so that
alignment of vision and
line of actions can
occur.
SIGNIFICANCE OF THE INPUTS

4. We also look into

ourselves as leaders,
coming to terms with our
self, our strengths and
weakness which makes
us understand ourselves
better. For the person of
the leader is important.
SIGNIFICANCE
OF THE INPUTS

5. It enabled us to listen
to each other’s stories,
learning from each
other’s experiences
which allows for a
greater understanding
of such experiences.
The three main actors in the local front for Peace, Security and
Development can listen to each other’s concerns and allow for
convergence of their activities to achieve a peaceful, secure and
developed communities.
The Johari’s Window Principle
SIGNIFICANCE
OF THE INPUTS
6. It allowed us to
discuss the areas where
the Macro practices did
not seem to interface
with that below. Possible
adjustments could thus
be suggested both in
the Macro and Micro
practices.
SIGNIFICANCE OF THE
INPUTS

7. It gives participants
a common horizon, a
common way of
seeing the same
reality, creating a
community with
common meanings.
Why are the
Inputs also Tools?

Because the Inputs can be

used so that from the
Current Realities where
everyone is right now, a
journey could be done to
bring oneself and one’s
community to the
Preferred State that you
dream of.
Thus the
Leadership
journey is an apt
metaphor for this
transformation.
A PEACEFUL,
PROSPEROUS AND
SECURE PHILIPPINES
STARTS IN THE LOCAL
FRONT.
