General objective 1: Development of integrated municipal waste


management by harmonizing the legal, institutional and regulatory
framework with EU standards, based on regional approach;
Specific Objective 1: Harmonization of national policy and legislation
in the field of waste management in accordance with European
policies and legislative provisions:
• Finalizing and approval of law on wastes;
• Developing Strategy for Integrated Management of Solid Waste in the
North and Central Development Regions

Specific Objective 2: Establishing national regulatory framework on


waste management:
• Drafting and approval of regulatory acts (on waste storage,
authorization, record, classification, on design, construction and
exploitation of landfills) for the implementation of Law on waste;
• Develop special rules for the design, construction and operation of
landfills;
• Develop recommendations on the creation of Municipal Waste
Management Association;
• Elaboration of Regulation on setting fees for waste collection and
disposal, approved by Government Decision

Specific Objective 3: Strengthening institutional capacity at national
and regional level to attract investments in implementation of Waste
Management Strategy:
• Creating inter-municipal associations (inter-rayon) to implement an
integrated waste management at inter-communal / inter-regions level;
• Conduct professional training programs at all levels, both in the public
and in the private sector in waste management;
Specific Objective 4: Promoting a system of information, awareness
and motivation for all parties, including companies engaged in waste
management, the impact of waste on human health and the
environment
• Develop communication strategy between all parties involved in the
management of all waste;
• Organizing awareness campaigns on the consequences of improper
waste management practices;

General Objective 2: Development of Regional Infrastructure of Waste
Landfills:
• Extension of services for collection, transportation and storage of
wastes from cities to rural areas;
• Creating waste collection systems in urban / rural areas by purchasing
containers and construct transfer stations, introduction and expansion of
selective collection at source;
• Reducing the number of existing landfills by arranging 4-6 municipal
solid waste landfill at regional level;
• Drafting of a Plan of closing existing waste landfills, that are not in
compliance with the EU requirements.
• Developing Feasibility Studies for 8 Waste Managements Zones.
