Lesson 7: The
Government
Structure
Planning in my community
Officials of Brgy. Mapayapa called for a
general assembly to discuss the
sanitation and health issues in their
community. All the community members
of legal age attended. In the assembly,
the barangay officials inquired about the
community members’ opinions on the
issues.
By doing this, the members were given
responsibilities and participation to help
solve the problems in their community.
Barangay Chairman Artemio Roque headed
the meeting. They closely inspected the
sanitation and health condition of the
barangay. It was confirmed that the
barangay is indeed experiencing serious
sanitation and health problems.
They identified the actions to be taken in
order to solve the issue. They took into
consideration the welfare of the
barangay residents. As a response,
barangay officials decided to set some
guidelines and launch programs.
Alongside this, they also intensified the
implementation of on-going guidelines
and programs in the barangay.
Implementation of the following Guidelines or Rules
•Do not throw trash in parks, vacant lots and
streets.
•Do not spit on the streets.
•Do not throw cigarette butts, candy wrappers,
plastic straws, and other waste on the streets.
•Wandering dogs are prohibited.
•Barangay clean-up drive should be participated
in by all members of the community every
second Saturday of the month.
Initiate Programs such as:
•Rabies Control Program: encouraging
all dog owners to vaccinate their pets
with anti-rabies
•Dengue Prevention Program: cleaning
of suspected breeding grounds for
mosquitoes
The Government
An institution that creates rules for the community and
works to meet the needs of the residents. It is composed
of leaders who are duly elected by the residents.

These are the regulations that should be implemented and
projects that must be launched by the community leaders
to ensure the safety and progress of its residents

•Deployment of barangay tanods or security
officers
•Construction of health center
•Launching of cultural and sports activities
•Conducting of livelihood activities and
programs
Barangay Chairman
• Highest elected official in the community
• Monitors the entire community
• First to execute the guidelines
• Ensures that the residents are given sufficient services
• As head of the peace keeping committee, he reconciles
disagreements and misunderstandings
• Meets the members to report on the barangay programs and
the condition of the community
• Creates and acts as the leader of the community which
addresses responds to emergencies
Barangay Council
•Create ordinances and guidelines for the
community
•Responsible for drafting projects that promote the
health and welfare of the residents, peace and
order in the community, environmental protection,
suppression of use of illegal drugs, and other
services for community development
Sangguniang Kabataan (SK)
Youth Council
• Composed of SK chairman, 7 SK councilors, secretary and
treasurer
• Implements guidelines for youth development
• Also youth representative in the barangay council
• Launches youth programs for the development of
education, sports, culture, spirituality, and other
• Holds meetings and ties up with different organizations
to promote the welfare of the youth in the community

Leader is a person who manages a
group or a community in order to
meet their needs.

Leadership is the leader’s ability to


lead, guide, and make his or her
constituents follow him or her.
Qualities of a Good Leader
•Has a sense of responsibility. He performs his
obligations well. He knows what to do in
order to achieve the community’s needs.
•Humble and has self-discipline. He does not
boast about or abuse his position in the
government. He will never do anything that
will cause dishonor to himself
Qualities of a Good Leader
•Stands up for the truth. He is not
easily swayed by the hearsays or
assumptions. He finds out what
truly happened before giving out
his opinions or before taking
action.
Qualities of a Good Leader
•Honest and a model resident. He
always tells the truth and spends the
barangay funds wisely. He also fulfils
the responsibilities of a good
resident. He wants to be a good role
model in the community.
Qualities of a Good Leader
•Gives importance to ordinary
residents. It does not matter to him
or her whether the person is wealthy
and famous or poor and ordinary. He
considers the welfare and opinion of
ordinary residents in all his decisions.
Qualities of a Good Leader
•Equal and impartial to all. He treats all
members of the barangay equally. Even
his relative and friends have to abide by
all the community guidelines.
•Prioritizes the well-being of the people.
He shows concern to all members of the
community. He puts the welfare of the
people above his own.
