Appointment of PNP and Members

Appointed by the PNP regional director personnel or by


the chief of the pnp for the national headquarters
personnel.

Appointed by the chief of the PNP as recommended by their immediate superior

POLICE SENIOR SUPERINTENDENT TO POLICE DEPUTY DIRECTOR


GENERAL
Appointed by the president upon recommendation of the chief of the pnp with
proper endorsement by the chairman of the civil service commission and subject
to confirmation by the commission on appointments
POLICE DIRECTOR GENERAL
Appointed by the president from among the senior officers down to the rank of
chief superintendent in the service subject to confirmation by the commission on
appoinments .that the chief pnp shall serve a tour of duty not to exceed 4 years
.but in times of or other national emergency declared by congress the president
may extend such tour of duty by 1 year only and no further extension.
Qualifications of Chief of City and Municipal
Police stations
 No person shall be appointed chief of a city police station unless
he/she is graduate of bachelor of laws or has finished all the
required courses of a master’s degree program in public
administration like criminology,criminal justice,law
enforcement,national security administration,defense studies, and
other related disciplines from a recognized institution of learning.
Lateral Entry of Officers into the PNP

 Include all those highly with highly technical


qualifications applying for the PNP technical services
such as dentist,optemetrists,nurses,engineers,and
graduates of forensic sciences.And the graduate of the
PNPA shall be automatically appointed to the initial
rank of police inspector.
Qualification Upgrading Program

 The commission shall design and establish qualifications upgrading program


for the PNP officers and members in coordination with the civil service
commission ,and the commission on higher education through a distance
education program and/or an in service education program or other similar
programs within ninety days from the effectivity of RA 8551.

PERFORMANCE EVALUATING SYSTEM

 There shall be stablished a performance evaluation system which shall be


administered in accordance with the rules , regulation and standards,and a
code of conduct promulgated by the commission for members of the pnp.To
foster the improvement of the individual efficiency and behavioral discipline
as well as the promotion of organizational effectiveness.
Mandatory Requirements in Regular Promotion

 Time-in-Grade (TIG)

 Tenure of Office
 Performance- sum total of candidate’s past
activities and achievements in a certain
work.
 Potential- the overall gross worth and
capability of a candidate to assume a higher
position and greater responsibility based on
tangible past performance.
Special Promotion System:

1. Two consecutive special promotions cannot be


granted and cannot be often at least two years.
2. Those retireable within six months cannot be
granted special promotion
3. It shall take effect only on the date of approval
but cannot be retroactive.
Special Promotion may be given for the
following cases:
1. PNP Medal of Valor
2. Acts of conspicuous courage and gallantry at the risk of
life over and beyond the call of duty.
3. Acts of outstanding leadership ability and efficiency in
staff and supposed services over and above the normal
requirements/ criteria for regular promotion.
4. Acts of highest sense of moral value and honesty in the
performance of duty or functions.
Police Recruitment

 In order to ensure the quality of personnel


entering the police service and strengthen the
foundation of the police professionalization, a
standard procedure for recruitment and selection
of PNP uniformed personnel is hereby
established
Phases of recruitment
 The purpose of the process or phases of recruitment is to insure that candidates for
appointment with the highest potential are secured and developed to become good
police officer:
 Selection- the choosing of available applicants who are fitted and qualified as
police officers.
 Screening Process- the selection process which is basically undertaken by means
of screeening. The process involves two basic functions, first is the measuring of
each candidates qualification and second is ranking the candidates relatively on
the basis of their qualifications.
 Investiigation- determining the degree of qualifications, background and
intellectual capacity of the prospect

Testing- giving a series of actual and theoretical


assignment to re-enforce what has been in the
investigation phase.
Medical Standards for Police Candidates
1. General Appearance- the body must be well
proportioned.
2. Eyes. The applicant should not be suffering from color
blindness.
3. Nose, mouth, teeth- obstruction from free breathing and
every offensive breath should be rejected.
4. Genitals- any form of hernia would be disqualify
applicant.
5. Arms, hand, legs, feet- must be free from any infections,
conditions such as flat foot, hammer toes.
