DEVELOPING COUNTRIES
The Asian Region
The following is a summary of ITS situations in six
Asian transitional and developing countries ( china, India, Indonesia,
Malaysia, Philippines and Thailand)

Asian Region Characteristics Relevant to ITS


Applications
The six
major characteristics of Asian region that has impacts on ITS development
are as fallows:
1. To reduce the problems of traffic safety and
congestion in the large cities.

2. Urgent need to cope with the large number of motorcycles &


bicycles by considering such measures as installing appropriate
vehicle detectors for these vehicles as well as automobiles.
3. Avoiding private companies (concessionaries ) while installing different tools of ITS like
ETC.

4. Multiple languages have created a problem for driver population in some Asian countries
due to their low literacy rate, where creative solutions will need to be Graphic rather than
text messages.
5. Public transport facilities such as buses and trains play a very
important transportation role in transitional and developing Asian
countries.

6. ITS that have been introduced may not have been used effectively.
For example, traffic signals are often turned off so that police
officers can manually direct traffic to assure compliance with
regulations. Traffic education and training for public is critical to
solving transport problems.
Common ITS Applications & Organisational
Characteristics:

# ATC ( Area traffic control ) has been introduced in many large cities
like Bangkok, Beijing, Djakarta, Kuala Lumpur and Manila. Some of the
cities have also deployed such High Tech devices as smart cards ,
GPS, and fibre optics in full scale ITS deployment.

# The second important ITS Application in the Asian region is ETC


(electronic toll collection)
Urgent Requirements for future :

 The most urgent requirements are to use ITS to maximise utilization


of current roads and to incorporate ITS into future road
infrastructure, so that the road capacity can be used safely and
efficiently.
 For example ETC system for avoiding traffic congestion and to
raise revenue.

Other high priority goals include :


 The introduction of video law enforcement systems and advanced traffic safety
measures;

 Effective means to handle bicycles and motorcycles;

 how to respond to multiple languages and character display systems;


 Improvement of public transit such as dedicated bus
land signal prioritization

 Integration of individual ITS and systems to optimize cost


effectiveness

Need for Cooperation


Many Asian countries, including
Malaysia, Thailand, and Vietnam, have roads to cross their national
boundaries, so that traffic systems must be compatible on
mutual agreement on certain .
Standard Cooperation with ITS – experienced countries in a mutual
learning mode is an important.
