India
Introduction
• Waste management in India falls under the
purview of the Union Ministry of Environment,
Forests and Climate Change (MoEF&CC). In
2016 this ministry released the Solid Waste
Management (SWM) Rules, 2016, these rules
replaced the Municipal Solid Wastes
(Management and Handling) Rules, 2000 which
had been in place for 16 years.
Reasons of Improper Management Of
Waste
• Improper planning for waste management while
planning the townships
• Lack of technical and trained manpower
• Incomplete community involvement
• Outdated Management Information Systems
Main issues
• Absence of segregation of waste at source
• Lack of technical expertise and appropriate
institutional arrangement
• Indifferent attitude of citizens towards waste
management due to lack of awareness
• Lack of community participation towards waste
management and hygienic conditions
Recommendations
• Waste processing like composting, bio- methanation should be
done through public-private partnerships / private sector
• Bio-medical waste to be managed by Central Bio- Medical Waste
Management Facilities.
• Final disposal viz. sanitary landfilling to be done under public
private partnerships / private sector
Conclusion
• Although infrastructure development and deployment of technology
are going to take several more years yet the grassroots strengthening
of major stakeholders including waste generator, waste collection
agent and the final contractor will pave the path for a better future.
• However, this will be a burning question for India that - Is it really
succeeding in controlling the waste?
