 Raja Rammohun Roy was born in Radhanagar,

Hooghly District, Bengal presidency on 22


May 1772 and died on 27 September 1833.
 He was one of the founders of the Brahmo
Sabha.
 The title ‘Raja’ was given to him by the
Mughal Ruler.
 His influence was visible in the fields
of politics, public administration, education
and religion.
 He was known for his efforts to put an end to
the practices of SATI and CHILD MARRIAGE.
 Raja Rammohun Roy is considered by many
historians as the "Father of the Indian
Renaissance.”
 The year 1972 is a significant year in the history of
library movement in India.
 The country was celebrating the silver Jubilee of its
independence. It was the bicentenary year of the birth
of Raja Rammohun Roy, a found social reformer who
had stressed the need for modern education for the
progress of the nation.
 The year was also being celebrated as an International
Book Year with the slogan BOOKS FOR ALL.
 It was in this positive year that Raja Rammohun Roy
Library Foundation (RRRLF) was established in May,
1972 by the Department of Culture, Govt. of India to
spread library services all over the country in
cooperation with State Governments, Union Territory
Administrations and Organisations working in the field.
 RRRLF is a central independent organization established and
fully financed by the Ministry of Culture,Government of
India.
 RRRLF is registered under the West Bengal Societies
Registration Act, 1961.
 It is the nodal agency of the Government of India to support
public library services in the country matching with the
objectives as made flesh in its Memorandum of Association.
 It consists of 22 members nominated by the Government of
India from amongst famous educationists, librarians,
administrators and senior officials. The Minister of the
Department of Culture, Government of India or his nominee
is the Chairman of RRRLF.
 Since 2005-06 the Foundation has also taken up the
initiative to develop the District Youth Resource
Centre (DYRC) in collaboration with Nehru Yuvak
Kendra Sangathana, an independent organisation
under the Ministry of Sports & Youth Affairs.

Organization Structure
RRRLF has various committees to perform the tasks.
These are:-
 FOUNDATION: It is a supreme policy-making body. It consists
of 22 members. The members are nominated by the
Government of India from the well-known educationists,
administrators, librarians etc.
 STATE LIBRARY COMMITTEE (SLC): Foundation functions in
each state and union territories through State Library
Committee.
 ADMINISTRATIVE COMMITTEE: This committee looks after
the administrative and financial affairs of RRRLF. It has 11
members.
RRRLF has various committees to perform the tasks.
These are:-
 BOOK SELECTION COMMITTEE: This committee is responsible
to select books from specimen copies. It consists of 16
members.
 GRANTS COMMITTEE: This committee is responsible to
approve the grants. Presently it consists of 8 members.
 RESEARCH COMMITTEE: This committee advises the
Foundation on issues of research activities. Presently it has
seven members.
Objectives:-
 To promote library movement in the country.
 To express a national library policy and to help build up a
national library system.
 To provide financial and technical assistance to libraries.
 To provide financial assistance to organisations, regional or
national engaged in the promotion of library development.
 To publish appropriate literature and to act as a clearing
house of ideas and information on library development in
India and abroad.
 To promote research in problems of library development.
 To advise the government on all matters pertaining to the
library development in the country.
 RRRLF has five storied building located at Saltlake in
Kolkata on a 12 cottah plot allotted by the West Bengal
Government

Activities of RRRLF:-
 Assistance Programme:
RRRLF promotes public library services rendering book
and financial assistance to the public libraries under
different schemes of assistance in collaboration with
Library Department or Department in charge of Public
Library Services.
Matching :
 Assistance towards building up of adequate stock of
books and reading materials.
 Assistance towards development of Rural Book Deposit
Centres and Mobile Library Services.
 Assistance towards Organisation of Seminars,
Workshops, Training Courses (Orientation/ Refresher),
Book Exhibitions and Library Awareness Programmes.
 Assistance towards purchase of Storage Materials,
Reading Room Furniture and Library Equipment like Card
Cabinet, Fire Extinguisher, Generator, Water Cooler etc,
including Photo Copier.
 Assistance to Public Libraries towards increasing
Accommodation.
 Assistance to Public Libraries to Acquire Computer with
accessories for library application and TV, CD Player,
DVD Player for Educational Purposes.
Non-Matching :
 Assistance towards building up of adequate stock of books
through central selection.
 Assistance to voluntary organisation (NGOs) providing public
library services.
 Assistance to develop different sections of General Public
Libraries.
 Assistance to Public Libraries towards Celebration of
50/60/75/100/125/150 years and the like.
 Assistance towards Organisation of Seminar/Conference by
Professional Organisation, Local Bodies, NGOs engaged in
Public Library Development/ Library Movement and
University Department of Library Science.
 Assistance towards collection and compilation of library
statistics through official and non-official agencies.
 Assistance to centrally sponsored libraries.
 Assistance towards Establishment to RRRLF Children’s
Corner.
 Assistance towards providing facilities for Differently
Abled Users in the libraries and Establishment of RRRLF
Differently Abled Corner.

These schemes are available in the Foundation's Information


Manual "Books for the Millions at Their Doorsteps" which is
available in the office of the Convener, State Library Planning
Committee (i.e., Director/Officer-in-charge of the library) of
the respective State / U.T. or in the state (Central) libraries of
all states / union territories and RRRLF zonal offices.
 Tagore National Fellowship

 The Scheme has been introduced in order to refresh the


various institutions under the Ministry of Culture (MOC)
and other identified cultural institutions in the country,
by encouraging scholars to affiliate themselves with
these institutions to work on projects of mutual interest.

 The Scheme will be open to both Indian nationals and


foreign citizens.
 The scope of the Scheme is to allow the identified
cultural institutions participate scholars of outstanding
merit, to work on research projects that unknot their
unexplored resources.
 The scheme expects these scholars to select specific
resources of the institutions to take up projects and
research work that are related to the main objectives of
these institutions and to improve them with a new
creative control and academic quality.
 The institutions as well as scholars may identify areas to
be explored, but the subject of research need not be
limited to one institution.
 Research Project & Fellowship
A research cell along with a special library on Library &
Information Science and a statistic unit supported by a
computer unit are providing necessary input to its various
activities.
About 5000 important books and journals on Library &
Information Science and allied fields have been acquired in
the library.
Besides carrying on Research Projects on public library or
allied subjects, the Research Cell renders advisory and
consultancy services whenever required.
It has prepared and published a report on loss of books in
libraries for the Government of India.
Other Activities of RRRLF:-
 Promotional Activities
RRRLF has undertaken several promotional activities for
qualitative improvement of library services.
It has also issued guidelines on public library systems and
services.
Raja Rammohun Roy Memorial Lecture by a scholar of
importance is an annual feature of anniversary celebrations for
the Foundation.
RRRLF also interacts with many national and international
professional associations like IFLA, ILA, IASLIC and different state
level library associations.
 RRRLF Digital Library Initiative
Digitizing of rare books, including pre-Independence
newspapers, journals and other documents housed in public
libraries will be taken up and a Digital Repository will be
created for providing access to all stakeholders to digitized
documents.
Selected copyright-free materials, including paintings,
photographs, manuscripts etc., available in public libraries
will also be digitized and will be made available to the public.
This National Digital Repository will be progressively
developed to contain metadata of all rare materials available
in public libraries in India as well as the Digital version of the
copyright-free Works as part of National Digital Preservation
Programme.
This Digital Repository will also host contents on Libraries,
Library System & Services and Library Development in India.

 Skill Development Programme (SDP) for Public
Librarians
 To improve the skill of the working Public Librarians Training
Modules are planned to be developed. These are to be
organized at three levels:

Level 1: Public library of the future, calculated


planning workshop, aimed at the senior officers
dealing with state level public library policy and
administrative matters. It is expected that 2 or 3
officials from each state will participate in this
programme.
 Skill Development Programme (SDP) for Public
Librarians

Level 2: Hands-on practical training focusing on ICT skills,


administrative and management skills, aimed at the middle
level staff in the state central libraries, district libraries and
large city libraries. This hands-on training will be delivered
in modules and will be held in each State.

Level 3: Training on day-to-day routines of the library,


aimed at staff who interact with library users and visitors
and who are responsible for the maintenance of the
libraries. This will be held in different parts of each State
and will be conducted by local resource persons in local
language.
