THE SUSTAINABLE DEVELOPMENT GOALS

(SDGS)
WHAT ARE THE SDG INDEX & DASHBOARDS?
• The INDEX aggregates available data on all SDGs based on where
countries stand at the outset of trying to achieve the goals over the
next 15 years, allowing countries to have a clear benchmark.
• The DASHBOARDS highlight each country’s most acute challenges,
emphasising the need for early action by all countries.
MOTIVATION FOR THE SDG INDEX &
DASHBOARDS
• Establish SDGs as a useful, operational tool for policy action.
• Support national debates on prioritisation and formulation of SDG
implementation strategies.
• Complement effort to develop a robust SDG monitoring framework by
the UN Statistical Commission
• Help identify data gaps that must be closed urgently and need of
investments in statistical capacity, greater research, new forms of
data.
INDICATOR SELECTION
Problem with global rankings:
• Many worldwide ranking indices produces a “traditional ranking” of
countries with rich developed countries on top
• With equal weighting for each SDG richer countries have higher rankings:
they tend to perform better on most economic and social variables.
• Richer countries also perform better on some environmental dimensions
(e.g. deforestation, wastewater treatment, species loss); only in
greenhouse gas emissions and SDG 12 (sustainable consumption and
production) where rich countries uniformly perform worse
• To correct this imbalance, SDG Index in 2017 includes indicators related to
“global responsibilities” and “international spillovers”
INDEX METHODOLOGY
• Data for each indicator is scaled from 0 to 100, where: The “worst”
score (0) = 2.5th percentile.
• The “best” score (100) = “technical optimum” or average of top 5
performers.
• Each goal is given equal weight.
• Arithmetic average – a score of 50 signifies that a country is half way
to achieving the SDGs.
DASHBOARD METHODOLOGY
• Absolute thresholds used to generate a « traffic light » rating from
green to red, denoting increasing distance from SDG achievement
• Hard grading to highlight major priorities for action
• Green = all indicators are green
• Red = 2 indicators are red
• Yellow/Orange = average of 2 lowest performing indicator decides the
rating.

population > 1 million
• No imputation of missing data, except for a few metrics of extreme
deprivation
• Total of 99 indicators 83 « global » indicators.
• 16 additional OECD-only metrics (14 additions, 2 replacements)
• A country is included if it has 80% or more data availability across the
indicators: 157 countries in 2017 edition.
