HOUSE BUILDING ADVANCE
ELIGIBILITY

 Employee must complete minimum 3 years of service in regular


scale of pay.
 In case of employees joining after service from PSU / Govt., should
have completed continuous 3 years of service in continuation of
the service in IOC.
 Those served in other PSU / Govt, even if service not in
continuation with IOC, the service in other PSU / Govt. will be
counted if the employee has put in minimum of 3 years continuous
service in IOC and is 35 years and more.
 An employee or his dependent spouse and children who has
inherited/acquired property with his own resources may be
granted HBA limited to the employee’s current maximum HBA
entitlement provided the new property proposed to be acquired
with HBA is at city/town other than the city/ town of the existing
property (Noida, Faridabad, Gurgaon and Ghaziabad are different
cities for the purpose of grant of HBA.
 In case both husband and wife are employees of the corporation,
advance is available to only one of them.

HBA Eligibility

HBA Given for:-

 Outright purchase of ready built house /flat.

 Installment purchase of house/flat under construction from


Governmental/semi governmental board/authority, cooperative
society/registered builder.

 Purchase of land (lease hold or free hold) and construction of house


thereon. (in case of lease hold, period of lease should be valid for
another 30 years or 5 years beyond superannuation of the employee)

 Construction of house on land owned by the employee / Jointly holding


with spouse

 Purchase of partly finished house and completion of construction,


provided complete plan is approved by the competent authority as a
single unit.
HBA Eligibility

Grant of Additional HBA


 Refunding to PF / Banks & Financial institutions.

 Repair & Renovation for flats purchased through HBA.

 For fittings and fixtures, 25% of the cost of flat or Rs. 1.5 lacs,
(whichever is lower) in case of ready built house/flat. The
same is payable provided request from the employee is
received within one year from the date of possession.

 On one time basis, expenses incurred/to be incurred on


Stamp Duty/ Registration, Service Tax, Registration of
Mortgage, VAT etc. is paid over and above entitlement,
limited to 10% of HBA entitlement or actual whichever is less
based on receipt .
HBA Eligibility
Grant of 2nd HBA
• 2nd HBA is granted after sale of 1st property.
• Extension/Enlargement of existing house
owned by employee purchased through
Corporation's HBA .
• For purchase of a Bigger & Better flat/house
after sale of 1st property.
Entitlement
The ceiling limit of HBA entitlement is 100 months basic pay plus dearness allowance subject to
following limits :
 Officer Grade A0 - Rs.36 lacs
Officer in grade ‘A’ to ‘C’ - Rs.40 lacs (Revised for officers w.e.f. 08.05.2017 )
Officer in grade ‘D’ to ‘F’ - Rs.48 lacs
Officer in grade ‘G’ & above -Rs.56 lacs
Non-Officers - Rs.32 lacs (Revised for non-officers w.e.f. 08.05.2017)

Booking cost / Earnest money/ token advance – allowed only up to 10 % of entitlement within the
total ceiling or actual cost, whichever is less.
Benefit of revision to be given in following cases even though pre-revised HBA has been
fully disbursed :-
 where sanctioned amount has not been fully disbursed ;
 HBA repayment to PF/ BANKS/FI, Fixture & Fittings - in respect of the property for which HBA has
been availed.
 For transfer outstanding HBA drawn from Bank by availing HBA from IOCL
• But not in case of change in entitlement on account of promotion, if the sanctioned
loan is disbursed fully.

Other conditions :-
-The revised limit shall be applicable to cases where sanctioned HBA is not fully disbursed subject to
100 months salary as on earlier date of sanction or revised HBA entitlement , whichever is less.
-The total of all loans and advances should not result in recovery exceeding 75% of the total earnings.
All deductions made through salary including the housing loan recovery during the preceding 12
months but excluding VPF. 6
Additional HBA
Major Repairs & Renovation:
 Additional HBA is also granted once during the service to undertake
renovation/repair & maintenance of the flat purchased through HBA. The
entitlements are –
Officer in grade ‘A’ to ‘C’ - Rs.4 lacs
Officer in grade ‘D’ to ‘F’ - Rs.5 lacs
Officer in grade ‘G’ & above - Rs.6 lacs
Non-Officers - Rs.3 lacs
 The above limit operates within the overall ceiling of HBA admissible to
employee and shall be admissible only after 5 years has elapsed from the
disbursement of previous HBA.
 The employee is required to submit an estimate of expenditure for the jobs to
be carried out duly certified by an Registered Architect.
Enlargement of house
In case of enlargement of existing property, the quantum of Additional HBA will
be limited to the difference between the employee's current maximum HBA
entitlement and the amount of HBA drawn earlier, or the cost of enlargement,
whichever is lower. In case of enlargement the existing house should have been
purchased earlier with HBA assistance. HBA should be given only for increasing
the original carpet area and not for enclosing balconies or other alterations and
modifications.

HBA Recovery

The recovery of principle amount of HBA and interest shall be effected


within maximum 25 years i.e. 300 monthly installments or the period
left for the employee’s superannuation, whichever is earlier.
In case of employees who seek additional/2nd HBA for enlargement
of existing house, repayment to bank, PF, Stamp Duty Registration or
undertaking major repair & renovation works etc. recovery shall be
made within maximum 25 years or in the ratio of Princ. & Interest
installments @ 3/4th and 1/4th of the the period left for the employee’s
superannuation, whichever is earlier.
Interest on gratuity gets merged with accrued interest once the
Principle amount is recovered. Thereafter interest on Gratuity will be
recovered simultaneously with accrued interest. In case any employee
wish to repay adjusted Gratuity through monthly installments, the same
can be done till the left over Princ. Installments. The total HBA shall be
fully recovered from the employees 1 month before retirement.

•Officers will be eligible for grant of CA for purchase of motor car, motor cycle /
scooter / moped

 Submit duly filled application form with original proforma invoice, latest salary slip
and agreement on Rs. 100 stamp paper. Payment through off-cycle payment.

 The loan should be settled within 1 month. In case of delay in settling the
Advance, extension can be obtained for additional 2 months by putting a request
before expiry of 1 month from the date of disbursement.

 After purchase of vehicle all original documents along with Hypothecation deed.

 In case of any difficulty in purchase, the
advance should be refunded within 1 month
with applicable interest and can avail at a later
stage.
 The interest on conveyance advance shall be
charged in the current year at the rate at par
with the company’s borrowing rate of
previous financial year and thus vary from
year to year.
Conveyance advance (Officers)

 The sum of all loans drawn by the employee should not result
in recovery exceeding 75% of total earnings.
 The actual expenses incurred on comprehensive insurance for
the first year and on registration and road tax charges shall be
covered in the entitlement of the employee.
 Conveyance advance is extended to newly recruited officers
during probation period after being posted on completion of
induction training. This shall apply even to promote officers.
 Recovery of the conveyance advance shall be as follows :-
Car Advance - Principle 120 months plus interest 30 months =
total 150 months.
 Scooter/Motorcycle - Principle 80 months plus interest 15
months =total 95 months.

 In case of time lag between booking and delivery of
vehicle payment of advance is limited to 10% cost of
vehicle / entitlement, whichever is less, may be
reimbursed and adjusted against advance disbursed at a
later stage, to the maximum of Rs.10,000/-.
 Where employee prefer to acquire the vehicle before
they become eligible for the loan conveyance loan can be
sanctioned for repayment of loan drawn from bank / FI
when the employee becomes eligible.
 The hypothecation in favor of IOC must be endorsed on
the insurance policy.
 An employee becomes eligible for new advance on
completion of 5 years from the last loan.

Conveyance advance (Officers)
 Subsequent advance to officers after a laps of 3 years from
the date of drawal of previous advance, in the following
events:-
- In case of change in entitlement on account of promotion, or
in case of enhancement in entitlement on account of
revision.
 Officers on transfer may be permitted to avail fresh advance
at the new place of posting without any reference to the date
of previous conveyance advance provided the concerned
officer had sold the car at the old place of posting and does
not claim transportation charges for transporting the vehicle.
 The period of five years for drawal of second/subsequent
advance would continue to be operative in all other cases
Conveyance advance (Officers)

 Officers on transfer may be permitted to avail second advance at


the new place of posting without any reference to the date of
previous conveyance advance provided, the officer has sold the
car at the old place of posting and does not claim transportation
charges for transporting the vehicle.
 Similarly promotee officers may be permitted to purchase a new
vehicle irrespective of the date of drawal of previous advance.
 The officer is allowed to retain the old car purchased with
previous loan and the outstanding amount shall be adjusted in the
subsequent advance.
 Reimbursement of actual expenses incurred by employee on re-
registration is permissible on transfer subject to submission of
receipts. Expenses incurred on lumpsum road tax, state entry tax
are reimbursed.

CA - General terms (Officers / Workmen)

 In case where left over service is less than maximum number of


installment, the principle and interest will be recovered in leftover service
period in the ratio of 9:1.

 In case of premature retirement without the consent of management the


rate of interest shall be enhanced to the current bank rate of interest on
the outstanding amount from the date of cessation till its deposit without
prejudice to the right of Corporation to reclaim the entire outstanding
loan on the date of cessation.

 Adjustment of gratuity on the basis of maximum stage of salary is allowed


(limited to calculation of gratuity as on date) to be adjusted in case of
officers left with less than 100 months service period at the option of the
employee and on furnishing an undertaking the gratuity amount shall bear
interest as fixed by the Corporation.
Conveyance Advance (Officers / Workmen)
 All employees are covered under conveyance loan redemption scheme. In
case of death or total permanent disablement for which an amount equal
to 0.3 % of the outstanding loan on 1st April every year will be recovered
from the employee. The claims arising out of death and disablement will
be settled out of this amount.

 In case any employee does not draw salary for any reason he shall make
alternate arrangement for payment of monthly instalment.

Furniture on hire at the residence of

 Executives are entitled for furniture/ house hold items
prescribed grade wise on hire charges as follows :

 The furniture (including electrical/electronic) item procured
should be basically a furniture item or household item i.e.
normally to be retained and used within the household (like AC,
Sofa etc.).
 The place of purchase of Furniture items should normally be the
place where the officer is posted or the place where family
retention has been permitted.
 The Furniture/household items purchased should neither be
purely a personalized/cosmetics/ornamental nature of items.
The ceiling/amount towards procuring furniture/household
items under the scheme should be utilized to purchase a full
unit whose value is minimum of Rs.1000/-. The amount should
not be used to procure spare parts/accessory items. Certain
electronic items like cellular phone tablet PC, Camera etc. are
permissible under the scheme and the purchase of these items
can be from a place other than the place of posting/family
retention.
 Second hand items shall not be permissible under the scheme.

 The Items which may otherwise normally be covered as a cost inbuilt as


part of a house for which HBA is allowed, or the items which may be
covered as cost of major repairs and renovation in a flat for which
additional HBA can be granted should not be permissible under the
scheme.
 Newly recruited officer who has joined their final place of posting (on
completion of induction training) shall be eligible.
 Staff promoted to officer will have to pay back the outstanding loan and
interest before they can procure furniture under officers scheme.
 Deputationist are also entitled but will have to buy back the furniture on
completion of deputation.
 GST – Registered / Unregistered - CO,HR clarified that, CO HR's IOM dated
18.08.2017 in its point no.3.0(a) provides an advisory to the employees of
what they should be made aware of. Claims have to be processed as per
points No.3.0(b) & (c) of the said IOM.
Furniture on hire at the residence of officers

 Officer may procure the furniture by making payment through account payee cheque or
debit card / credit card / online payment and seek reimbursement of the same.
 Alternatively, cheque in favour of employee may be issued on production of proforma
invoice for item exceeding Rs.35,000/-, which has to be settled within two months.
 No cash purchase will be allowed
 No EMI purchase will be allowed
 Claim for R & M :- 25 % of total furniture cost is claimable in the same year in which it
becomes due. Claims are to be submitted under ESS and will be admissible on the value of
item as per record on the 30th June of the same financial year.
 If both husband & wife are posted at same city / location, loan will be given to only one at
their option. However, if posted at different locations and maintaining separate
establishments, loan will be given to both as per their entitlement.
 If one spouse is officer and other a non-officer the facility may be extended to the former
(Maximum of two).

 FAQ – What if purchased during posting at different city & later transferred to the same
place
 When staying under the same roof on transfer, only one person can claim. However M&R
can be claimed by both.

Furniture on hire at the residence of officers
 Buy back :- The executive can buy back on completion of 6 years for
Wooden and durable items and 4 years for Electric/Electronic/soft
furnishing items. The buy back of the items at the time of
superannuation or during service at the time of its replenishment
after the prescribed years during which the item has already been
fully depreciated by 100%, will be without any recovery of
depreciated value.
 At the time of superannuation if the item has been utilized for at
least 3 FY and if the item has not fully depreciated by 100% under the
respective scheme, the buyback would be allowed to be transacted
without recovery of depreciated value.
 Depreciation on soft furnishing is 100% p.a. at the time of
superannuation.
 Depreciation on retirement / resignation will be given for the full
financial year irrespective of the month / quarter in which the
separation takes place.
 Furniture M&R is paid @ 25% of asset held as on 30th June of
respective fin year.

furniture items within the prescribed ceiling.

Maintenance expenses are paid @10% of the value
annually for repair and maintenance. e of tapestry of
Sofa-set shall be allowed once in 3 yrs o overall limit of
Buy back zat depreciated value after 7 years, calculated
at 15% p.a. on durables/wooden/ electric items and
100% p.a. on soft furnishing or minimum value of 1%,
whichever is more.

Desktop/Notebook PC replenishment is allowed every 3


years on depreciation @ 33.3% p.a.

On retirement, all furniture items should be bought back


at its depreciated value.

In addition, in case of inverter, actual expenses on


replacing batteries when such replacement is required is
allowed.

Furniture Advance (Workmen)
 Workmen are eligible for furniture advance as under
effective from 16.02.2017:
Grade I & II Rs.30,000/-
Grade III to V Rs.40,000/-
Grade VI Rs.55,000/-
Grade VII Rs.65,000/-

• No maintenance is paid.
• Furniture loan is not subject to any interest and the
Principal amount is recoverable in 6 years i.e.72 monthly
installments
 Workmen who have availed advance as per the pre-
revised ceiling and the amount is yet to be recovered fully
will be entitled to draw the differential amount. The
differential amount is recoverable in 72 monthly
installments.

 If the workmen wishes to repay the entire outstanding in
one go may do so and shall become entitle for fresh
advance as per revised ceiling.
 Workmen against whom disciplinary action is pending
may be allowed to draw furniture advance.
 The loan is extendable to a non officer on deputation
who has rendered 3 years of service with IOC service
taken together and the loan is recoverable within 3 years
or left over period of repatriation.
 If both husband & wife are posted at same location, loan
will be given to only one at their option. However, if
posted at different locations and maintaining separate
establishments, loan will be given to both as per their
entitlement.
 If one spouse is officer and other a non-officer the
facility may be extended to the former.

Desktop Notebook PC at Home for Officers
 Scheme introduced with the objective of
facilitating work at home as and when required
due to corporation’s business.
 Officers having satisfactory and above’ rating
for past 2 years would qualify for provision of
PC. This shall not apply to the moderated rating
done by reviewing or countersigning officer.
 Any newly recruited officer who has joined his
final place of posting shall be entitled during
probation to purchase PC as well as Furniture
item within the ceiling.
 Staff on promotion as officers will have to
payback the outstanding loan before permitted
to purchase PC under the officer scheme.

 The existing ceiling for procurement of PC with printer
and peripherals including software is as under :-

• An officer can also utilize his entitlement towards up


gradation and add-ons which is payable @ Rs.5000/- p.a.
while purchasing PC. Officers are allowed to draw their
past (unutilized add on amount) as well as future annual
entitlement at the time of purchase of PC not exceeding
a sum of Rs.15,000/- (i.e. entitlement of 3 FYs). In case
of less than 3 years of service before superannuation,
the advance against future entitlement may be given
proportionately.
Desktop Notebook PC at Home for Officers
 The purchase of PC may be done by payment through account payee cheque
to the dealer or debit / credit card/ online payment and claim reimbursement
based on the receipt from the dealer showing the mode of payment. The
cheque may also be issued in favor of the dealer on the basis of the proforma
invoice obtained. Receipt of purchase must be submitted to office within 1
month.
 Only approved brands of PC (HP, Compac , HCL, IBM, Wipro, Dell, Acer,
Toshiba, Lenovo, LG, Samsung, Sony, Apple, Zenith, Fujitsu, ASUS and
Microstar International-MSI) from authorized dealer or through company are
allowed. Assembled PC is not allowed.
 Maintenance and internet connectivity expenses are payableyearly to the
officers submitting claim by 15th of July every year at the flat rate of
Rs.9,000/-. No carry forward of unclaimed M&R Expenses shall be admissible.
 On retirement the employee will have to compulsorily buy back on
depreciated value at the rate of 33 1/3% per year.
 In case of officers retiring prior to July Reimbursement of maintenance
expenses will be done as in the case of furniture.

• BUY BACK
• The buyback of the item at the time of superannuation or during service at
the time of its replenishment after prescribed years, during which the item
has already been fully depreciated by 100% under the respective scheme
would be allowed to be transacted without recovery of minimum value of
1% / 5% of the initial purchased cost. Relevant taxes as applicable shall be
levied and recovered on these buy back transactions.
• At the time of superannuation, if the item has been utilized for at least 3 Fin
yrs and if the item has not fully depreciated by 100% under the respective
scheme, the buyback should be allowed to be transacted without recovery
of depreciated value.
• For the cases not covered under above two points, the buyback will
continued to be transacted at depreciated value subject to a minimum of
1% /5% of the initial purchased cost as per the extant provisions.
• Further the relevant taxes as applicable shall be levied and recovered on
these buy back transactions.

Computer advance (Workmen)
A workmen in a regular scale of pay is eligible to draw
computer advance after his confirmation and provided he has
been rated minimum satisfactory in his last confidential
report.
He/she should not be undergoing any punishment or any
disciplinary action.

Policy w.e.f. 20.02.2017

 Workmen shall be entitled to draw an interest free advance


up to a maximum of Rs.35,000/- to purchase Desk
Top/Laptop once in entire service, recoverable in 96 monthly
installments.
As a one time measure, workmen who have availed the
Computer Advance as per provisions of the current
scheme(i.e. Rs.35,000/- recoverable in 72 installments) shall
also be entitled for a fresh advance of Rs.35,000/- provided
they had drawn earlier advance at least 72 months back. This
will be subject to the condition that the employee either pays
back the outstanding amount of the previous advance or get
it adjusted against the fresh advance.

SCHEME FOR CHILDREN EDUCATION SUPPORT (CES)
TO EMPLOYEE
• Eligibility :
 All regular employees having not less than 5 years of service and 2 years
of balance service for superannuation.
 Child (children) should be wholly dependent on employee.
 Maximum of 2 dependent children per employee shall be covered under
the scheme.
 The child (ren) of employee should have secured admission to eligible
courses from a recognized/eligible institute in India or abroad, and the
payment towards the necessary fees/expenses of the educational
institution (as per list of eligible expenses) has been initially settled/borne
by the employee.
 Regular courses being pursued on full time basis in India / Abroad.
 It is a reimbursement against production of original receipts/documents
and not an advance.
 Child should have secured admission to eligible courses from a recognized

General Terms and Modalities
• Employee seeking CES should submit the request through ESS on each
occasion with following original supporting documents :
a. proof of admission to the eligible course from eligible institute
b. Fee structure of the specified course and the payment schedule
• The institute’s original receipt can be either in the name of employee or
the eligible child but the reimbursement will only be made to the
employee.
• Reimbursement to Bank on submission of Bank Statement indicating
outstanding Education loan along with certified copy of original bank
document of sanction of loan
• After sanction/release of loan for repayment to Bank, Receipt issued by
Bank towards repayment /settlement to be submitted within 30 days to
Corporation

SCHEME FOR CHILDREN EDUCATION SUPPORT
(CES) TO EMPLOYEE
• Minimum amount on each claim should be Rs.50,000/-
• Only two claims permitted in each Fin. Year.
• Maximum Five loans permissible.
• Net take home salary should be minimum 25% of after deduction of loan
under CES and other loan deductions like Car, HBA etc.
• Max Total no. of instalments are 180 – Princ. 153 and Int. 27 (85% Prin.
And 15% Int) or balance period of service.
• Maximum age limit of the child is 30 years
• Expenses should be initially settled / borne by the employee
• Relaxation in grant of CES beyond prescribed duration of study in case
failure to complete course due to sickness of child or delay is on part the

MOBILE HANDSET

Effective 2018-19, replenishment during service would be


allowed on buy back at the depreciated value after 2 years
from the date of purchase. Depreciation would be @50% per
Financial year.

 100% of cost of handset/ceiling if separation is within 1 year
of purchase;

 50 % of cost of handset cost/ceiling if separation is within 2


years of purchase ;

 If separation is after 2 years of purchase, the buy back would


be at the depreciated value subject to minimum value Rs.

• Eligibility as per Grade (Workmen) w.e.f. 22.02.2017:


• I & II - Rs. 5,000/-
• III to V – Rs. 6,500/-
• VI – Rs. 8,000/-
• VII – Rs. 10,000/-
• Replenishment after 4 years on buy back at the depreciated
value
• Buy back at separation (other than resignation/ dismissal)
would be at the depreciated value or Rs. 500/- , whichever is
lower.
• Cash purchase not permitted.
MOBILE HANDSET (WORKMEN)

On Resignation/Dismissal buy back would be as follows:


 100% of the cost of handset or the prescribed maximum limit whichever is
lower, if separation is within one years of purchase.
 75 % of the cost of handset or the prescribed maximum limit whichever is
lower, if separation is within two years of purchase.
 50 % of the cost of handset or the prescribed maximum limit whichever is
lower, if separation is within three years of purchase.
 25 % of the cost of handset or the prescribed maximum limit whichever is
lower, if separation is within four years of purchase.
 If separation is after four years of purchase the buy back would be at the
depreciated value subject to minimum value Rs. 500/-
MOBILE HAND SET (WORKMEN)

BUY BACK IN CASE OF PROMOTION TO OFFICER GRADE :


1. As there is change in entitlement upon moving from non-officer to
officer’s category, the Hand set may be considered for replacement as
per new entitlement subject to its premature buy back after minimum of
2 years of purchase at the depreciated value i.e. 25% per financial year.
2. In case of reversion from officer to non-officer category, if mobile is
availed as per officers’ category shall be required to be bought back at
the depreciated value as per the prescribed rate applicable to officers at
the time of reversion.
3. If any non officer upon selection to officer’s category has already been
allowed mobile phone facility without buying back the handset
purchased as non-officer, then the same needs to be settled by way of
buy back at the prescribed rate of 25% per fin year or the said amount
will stand recovered as deduction from salary after one month of
issuance of CO circular dated 01.08.2018.
COMMUNICATION EXPENSES

• For Grade H & above the expenses on residential telephone and/or Mobile
call charges is allowed on actual.
• Officers from Grade D to G will be allowed as an entitlement for expenses
towards Residential Landline/Mobile/Internet/Data card within the overall
prescribed limit of Rs. 36,000/- p.a.
• Officers from Grade A0 to C will be entitled for expenses towards
Residential Landline/Mobile/Internet/Data card within the overall
prescribed limit of Rs. 15,000/- p.a.
• Officers from Grade A0 to C who have provided telephone facility on
functional need basis will be entitled for expenses towards
Landline/Mobile/Internet/Data card within the overall prescribed limit of
Rs. 36,000/- p.a.
COMMUNICATION – OTHER

• The payment of charges towards usage of


Residential telephone/Mobile/Internet/Data
card is to be regulated only against the bill
raised by the service provider.
• Reimbursement of telephone expenses are
claimed through ESS.

Internet cum Mobile call charges (Workmen)


• Expenses incurred towards usage of Mobile
phone/GPRS facilities for official purpose shall
be paid as under w.e.f. 01.03.2017:
• Grade I & II : Rs. 200/- p.m.
• Grade III to V : Rs. 300/- p.m.
• Grade VI : Rs. 400/- p.m.
• Grade VII : Rs. 500/- p.m.
