FACTS AND FIGURES
• Total Budget - $230 million (Official Estimate)
Actual Cost - $1.6 billion (excluding construction of non-sports infrastructure)
Business Today magazine estimated that the Games cost ₹700 billion.
• Main implementing agency – Indian Olympic Association
• Second most expensive international multi-sport event ever held in Asia, after the
2008 Summer Olympics in Beijing, China.
• 71 Participant nations.
• 6089 athletes participated.
• 272 events in 21 disciplines.
• India shifted the balance in its favour in the second round of voting with a
promise that it would provide US$100,000 to each participating country,
along with air tickets, boarding, lodging and transport

SCAMS AND SCANDAL
• Total scam of ₹70,000 crores.
• Vigilance-related irregularities and Over-Invoicing
• Main accused IOA Chairman and organising committee Mr. Suresh Kalmadi.
All the accused, including Kalmadi, were charged of criminal conspiracy, cheating, forgery
for purpose of cheating and forgery for purpose of cheating and were also charged under
sections of the Prevention of Corruption Act.
CBI Charge sheet quoted “Kalmadi is the main accused as he was the person with all
supreme powers. He had the supreme over riding powers in the Organising Committee of
the CWG, 2010,”
At the start it was not clear whether the Organising Committee would be covered under the
national Right to Information (RTI) Act, as it did not come under the purview of the
definition of ‘state’. Such grey areas can create a sense of immunity from rules, procedures
and accountability.
