Chapter One
INTRODUCTION
• The researchers were struck by the heating issue
about banning homework within the country,
Philippines, recently last year, 2019 and this
happened to be one of the reasons of the
researchers to find out on why a great number of
people, specifically parents, dwelled so much on
their reactions about it.
• The researchers decided to pursue on this research
due to other several reasons namely as: to know the
perceptions of the pupils’ parents in consideration to
their suggestions, comments, their problems faced
because of homework, and to find out their say if
homework develops the learning of their child or if it
only diminishes it and so through their answers on a
survey the researchers made, they would be able to
know on why they react greatly upon it.

Introduction
• The researchers conducted this research to find
different ways on how to solve the problem of
homework within the Philippines through the
perceptions of the parents.

• Lastly but most significantly, to be able to determine if


the pupils’ parents in La Salle University Integrated
School agree or disagree of the congress’ proposed bill.

Stated in Pascual’s article in the year 2019:


Homework has been a problem in other countries
because it gives negative effects on children.
It takes away the time supposed to be spent for
their families.

Homework escalates family quarrel.

Supported by Pressman and team, year 2015:


Homework increases parents’ stress and tension. They often
felt impotent to help with the homework of their child
and it often resulted to quarrel between them.

According to Druker in the year 2017:
Children need to spend more time with their family, talk
with their friends and do more extracurricular
activities to freshen up their minds and well-being.
However, children would not be able to keep up with
these due to their heavy loads of homework.

Kralovec and Buell stated in the year 2001:


It resulted that homework decreases family involvement
and social participation.

Positive Side:
According to Waldman in the year 2018:
A data acquired from a nationwide sample of grade school learners
shows that there is a progress of performance in class
especially to the economically poor African-American and
Hispanic learners if there is a parental involvement in
homework.

According to the book of Acock and Demo in the year 1994:


Homework is absolutely relevant because it can help strengthen
the bond between them and it brings them closer together to
enjoy and communicate which helps improve relationship between
the parent and the learner.

A survey conducted at Science Leadership Academy in
Philadelphia shows that 16 out of 19 of the learners
acknowledged that homework take away the time allotted
for them to do the things they are encouraged to do such
as sports, extracurricular activities, etc.

In the year 2014, Coulson claimed:


Homework diminishes the children’s time for other
activities because doing variant activities give
diversity and equality to a child’s life. Therefore,
children should engage themselves in sports, art, music,
or to take a rest and relax or just simply live a life
being a child.

Druker in the year 2017 stated that:


Free-time take part an important role in stimulating the
emotional growth and creativity of a child – components
to a lifelong success which are as important as
education itself.

According to Rosário et al., in the year 2015:
There are three different types of educational homework
purposes, namely as extension, preparation, and practice.

As claimed in the article of Weir, year 2016:


The quality of homework or assignments should be considered.

Supported by Spencer in the year 2017:


A purposeful homework is naturally linked or connected to quality
homework, and every time educators are giving homework they
should highlight the objective focusing on this rather than
quantity.

According to Levy in the year 2019:


Research shows that several pupils are unchangingly receiving
heavy amounts of homework than what experts recommend.

A research of Dews in the year 2014 highlighted that:


In the last 20 years, there was only an increased of homework in
the lower grade levels which resulted to nonpartisan and
sometimes negative effects on student accomplishment.

However, according to Shepard in the year 1999:


Grade school learners gain increased grades and positive
results on the learners’ report cards when they were
taught about strategies to classify and accomplish
homework like gathering study matters, following
directions, jotting down notes and prioritizing
activities with regard to homework.

Pressman et al. discovered from their research
in the year 2015:

First and second grades acquire 28 to 29 minutes of


homework every night while kindergarteners acquire 25
minutes doing homework every night as well, on average.
However, it contradicts to the standards of National
Education Association (NEA) and National PTA (NPTA) which
stated that they should not have homework at all.

According to Onzain in the year 2005:
Homework discourages pupils to enjoy being kids.
Onzain also claimed that:
Young elementary learners, specifically the youngest ones,
should spend all their holiday time and nightfall to
perform a lot of physical activities, playing outside the
house and interact with friends through playing sports.
Onzain also stated that:
Young learners receive elementary school homework which
foreshortens their hours for sleeping.

On the contrary, Lester claimed on an article:


Homework trains children to manage their time wisely and
learn to formulate schedules which are very applicable and
advantageous skills to attain when they enter senior high
school years, tertiary education and eventually at a
workplace.

STATEMENT OF THE
PROBLEM
The purpose of the research is to find out the perceptions
of parents from Nursery to Grade 6 towards No Homework
Policy Bill. More importantly, the study seeks to answer
the following questions:

1. What is your stand towards No Homework Policy Bill


in terms of:
a. Closeness of relationships with others;
b. Leisure time of the pupil to enjoy;
c. Type of homework the pupil receives; and
d. Preponderance of the pupil’s time management?

2. Based on the findings, what action will be embarked to


address the problem of the research?

The result of the research will help the parents
to voice out their opinions about the No
Homework Policy Bill and this enables them to
provide suggestions and comments about the
certain issue.

recognize the changes of the methods that should be
done in their way of teaching through the parents’
perspectives and suggestions. They will also be able to
acknowledge what the parents feel whenever
homework is given to their children.

to be notified of what kind of educational system
change they would be encountering once the
final decision would be made.

researchers to be able to narrow down the suggested
ways and methods from the respondents that they can
consider in formally wrapping up this issue and this
could also help them in their future studies in relation
to homework.

administrators to find ways on how to make the
school’s quality education more progressive.
They will be able to identify as well the views of
their parents’ pupils towards the kind of
homework their school is giving.

The result of this research will help the National
Government to acknowledge the comments and the
perceptions of the parents towards the proposed “No
Homework Policy” Bill. This can also contribute to the
percentage they are gathering from the parents who agree
and disagree with regard to the policy and they will be able
to analyze deeply about the implementation of No
Homework Policy.

SCOPE AND LIMITATIONS

This research is all about the No Homework Policy Bill in


the Philippines and also contains the reactions of the
people specifically the parents towards it. This is used
to determine whether parents agree or disagree about
the bill proposed. This study will be conducted in the
school’s premises. The respondents of this research will
only be limited to the parents of the grade school
learners in La Salle University Integrated School.
Chapter Two
This chapter discusses the research design, the
participants and the research instruments which
were used in analyzing the obtained data.
RESEARCH DESIGN

The researchers will use the descriptive-


developmental type of research. The descriptive
method is specifically employed to determine
the issue. Development research is employed in
order.
RESEARCH LOCALE

This research will be conducted at La Salle University


Integrated School located at Barangay Aguada, Ozamiz
City, Misamis Occidental, Philippines. The enactment of
this research will be conducted to the parents of the
pupils from Nursery to Grade 6.

La Salle University Integrated School is a Catholic


private institution committed to the development of
the learning and skills of the learners.
SAMPLING TECHNIQUE

The respondents of this study were the 413 parents of


the pupils from nursery to Grade 6 of LSUIS. It is either
the mother or the father of the pupils.

The researchers chose to use the Purposive Sampling


method in the gathering of the survey.

Slovin’s Formula was used to find the


explicit sample size.

INSTRUMENT

The researchers will make use of a survey questionnaire


formulated by the researchers in order to determine
the perceptions of parents from
Nursery to Grade 6 pupils.

The instrument is divided into four categories


(Closeness of relationships, leisure for enjoyment, type
of homework given, and preponderance of time
management) with 5 statements each.

the following scales will be used:

STATISTICAL TREATMENT

Weighted mean will be computed to present parents’


perceptions from Nursery to Grade 6 towards
No Homework Policy Bill.
