Issued a DENR Administrative Order No. 2018-07
entitled “Amendment of Section 7 of the DAO 2014-02
or the Revised Guidelines for Pollution Control Officer
Accreditation”.
Under Section 7.3 “PCO for Commercial Banks, Rice
Millers, Dental Clinics and other Small Stand-Alone
Establishments may apply for clustering for the
designation of their PCO, subject to the approval of the
EMB Central Office upon the recommendation of the
EMB Regional Office.

AFMD Review of EMB Rationalization EMB CO issued a memo dated 09 March 2019
Plan requesting the EMB ROs to submit the proposed
staffing pattern. Deadline of submission is on 05 April
2019. All ROs have submitted their proposed staffing
pattern for review. All EMB ROs submitted their
proposed staffing pattern. Submission to DBM on
January 2020.

STATUS/UPDATES
PAB Resolution 2019-01 Delegation of the Pollution
Adjudication Board to the EMB Regional Offices the
Determination of Permitting Violations and Imposition
of Fines Thereto (includes permitting violations, non-
submission of SMR, and failure to designate PCO) was
already signed by all PAB members and for
endorsement to Secretary.
Proposed Resolution No. 2 Guidelines on the Graduated
Penalty Schedule under the IRR of the Philippine Clean
Water Act of 2004.

EIAMD Clarification on the Reconstitution of MMT
- RD Rey Digamo: Will the DENR amend
the signed memorandum of Sec. Gina
Lopez indicating that EMB will no
longer be part of MMT?
- RD Michael Matias: This should be
subject for discussion since there are
different views in every region; the
memorandum issued by the EMB
Director is just a guide for EMB only.
- RD Diosdado Doctor: The
memorandum issued by the EMB
Director is an initial action of Dir.
Turbella in compliance of EMB to DAO
2018-18.
STATUS/UPDATES
Under DAO 2017-15, the EMB is no longer a member of the MMT but can
act as a Resource Person. However, the PENRO/CENRO is now included as
member of the MMT under DAO 2018-18.
The said MMT shall continue to carry out its function as monitoring arm
of MRFC pursuant to DENR AO 2010-21 (for mining projects) and shall
submit to EMB-CO a monitoring report using the Compliance Monitoring
and Validation Report (CMVR).
With regard to EMB Memorandum dated 08 December 2017 requiring
monthly submission of status report. A reply memo to EMB Region 7
dated July 31, 2019 was sent, copy furnished all regions. Memo
mentioned that only operating projects are the subject of inspection and
that inspections can be reduced on a quarterly basis for those in
compliant of ECC conditions and EMP within the three (3) consecutive
monthly inspections.
