‫‪• Between them is a veil. And on the Heights are men who‬‬
‫‪know them all by their marks. And they call unto the‬‬
‫‪dwellers of the Garden: Peace be unto you! They enter it‬‬
‫‪not although they hope (to enter).‬‬

‫• ان دونوں ( یعنی بہشت اور دوزخ) کے درمیان (اعراف نام) ایک دیوار ہو گی اور‬
‫اعراف پر کچھ آدمی ہوں گے جو سب کو ان کی صورتوں سے پہچان لیں گے۔ تو‬
‫وہ اہل بہشت کو پکار کر کہیں گے کہ تم پر سالمتی ہو۔ یہ لوگ بھی بہشت میں‬
‫‪Al-Araf-46‬‬‫داخل تو نہیں ہوں گے مگر امید رکھتے ہوں گے‬

• And had chosen seclusion from them. Then We sent
unto her Our Spirit and it assumed for her the likeness of
a perfect man.
‫تو انہوں نے ان کی طرف سے پردہ کرلیا۔ (اس وقت) ہم نے ان کی طرف اپنا‬
‫فرشتہ بھیجا۔ تو ان کے سامنے ٹھیک آدمی (کی شکل) بن گیا‬

 "Tell the believing men that they shall restrain their
eyes (and not stare at the women), and to maintain
their chastity. This is purer for them. God is fully

‫مومن مردوں سے کہہ دو کہ اپنی نظریں نیچی رکھا کریں اور‬ 


‫اپنی شرم گاہوں کی حفاظت کیا کریں۔ یہ ان کے لئے بڑی‬
‫پاکیزا ان س ے گ ی ک ی بات ہ ے اور ج و کام ی ہ کرت ے ہیں‬
‫خدخبردار ہے‬

‫‪And tell the believing women to lower their gaze and be modest, and‬‬
‫‪to display of their adornment only that which is apparent, and to‬‬
‫‪draw their veils over their bosom, and not to reveal their adornment‬‬
‫‪save to their own husbands or fathers or husbands' fathers, or their‬‬
‫‪sons or their husbands' sons, or their brothers or their brothers' sons‬‬
‫‪or sisters' sons, or their women, or their slaves, or male attendants‬‬
‫‪who lack vigour, or children who know naught. And let them not‬‬
‫‪stamp their feet so as to reveal what they hide of their adornment.‬‬
‫‪And turn unto Allah together, O believers, in order that ye may‬‬
‫‪succeed.‬‬
‫ور مومن عورتوں سے بھی کہہ دو کہ وہ بھی اپنی نگاہیں نیچی رکھا کریں اور اپنی شرم گاہوں کی‬
‫حفاظت کیا کریں اور اپنی آرائش (یعنی زیور کے مقامات) کو ظاہر نہ ہونے دیا کریں مگر جو ان‬
‫میں سے کھال رہتا ہو۔ اور اپنے سینوں پر اوڑھنیاں اوڑھے رہا کریں اور اپنے خاوند اور باپ‬
‫اور خسر اور بیٹیوں اور خاوند کے بیٹوں اور بھائیوں اور بھتیجیوں اور بھانجوں اور اپنی (ہی‬
‫قسم کی) عورتوں اور لونڈی غالموں کے سوا نیز ان خدام کے جو عورتوں کی خواہش نہ رکھیں‬
‫یا ایسے لڑکوں کے جو عورتوں کے پردے کی چیزوں سے واقف نہ ہوں (غرض ان لوگوں کے‬
‫سوا) کسی پر اپنی زینت (اور سنگار کے مقامات) کو ظاہر نہ ہونے دیں۔ اور اپنے پاؤں (ایسے‬
‫طور سے زمین پر) نہ ماریں ( کہ جھنکار کانوں میں پہنچے اور) ان کا پوشیدہ زیور معلوم‬
‫ہوجائے۔ اور مومنو! سب خدا کے آگے توبہ کرو تاکہ فالح پاؤ‬

‫پوچھا جو ان سے آپ کے پردہ کا کیا ہوا‬

‫کہنے لگیں کہ عقل پہ مردوں کی پڑ گیا‬

O Prophet! Tell thy wives and thy daughters and the
women of the believers to draw their cloaks close round
them (when they go abroad). That will be better, so that
they may be recognised and not annoyed. Allah is ever
Forgiving, Merciful.
‫• اے پیغمبر اپنی بیویوں اور بیٹیوں اور مسلمانوں کی عورتوں سے کہہ دو کہ‬
‫( باہر نکال کریں تو) اپنے (مونہوں) پر چادر لٹکا ( کر گھونگھٹ نکال) لیا‬
‫کریں۔ یہ امر ان کے لئے موجب شناخت (وامتیاز) ہوگا تو کوئی ان کو ایذا نہ‬
‫دے گا۔ اور خدا بخشنے واال مہربان ہے‬

• And thou wilt see them exposed to (the Fire), made humble by
disgrace, and looking with veiled eyes. And those who believe
will say: Lo! the (eternal) losers are they who lose themselves
and their house folk on the Day of Resurrection. Lo! are not the
wrong-doers in perpetual torment?
‫• اور تم ان کو دیکھو گے کہ دوزخ کے سامنے الئے جائیں گے ذلت سے عاجزی کرتے‬
‫ہوئے چھپی (اور نیچی) نگاہ سے دیکھ رہے ہوں گے۔ اور مومن لوگ کہیں کے کہ‬
‫خسارہ اٹھانے والے تو وہ ہیں جنہوں نے قیامت کے دن اپنے آپ کو اور اپنے گھر والوں‬
‫کو خسارے میں ڈاال۔ دیکھو کہ بےانصاف لوگ ہمیشہ کے دکھ میں (پڑے) رہیں گے‬

Opinion
•  Maulana Moududi in his book “Pardah”
considers the covering of face obligatory
for a Muslim woman
• Murtaza Motaheri Shaheed of Iran in his
Persian book “Hijab” does not consider the
covering of face obligatory
• But both scholars of eminence believe that
a Muslim lady must wear “scarf” and cover
her head for identity and sobriety

Veil In Christianity
• In the New Testament we read:
– “But every woman that prayeth or prophesieth with
her head uncovered dishonoureth her head: for
that is even all one as if she were shaven. For if the
woman be not covered, let her also be shorn: but if it
be a shame for a woman to be shorn or shaven, let
her be covered.”(1 Corinthians: 11: 5-6)
– According to St. Paul the veil is a sign of man's
authority over her. It is possible that St. Paul’s
pronouncements may have led many in the West to
see the veil as a symbol of inferiority, subservience
and degradation
– In contrast, the veil in Islam signifies modesty as well
as serving as a means of protection. 21

Perhaps the view that the veil inhibits freedom
and equality is a reaction to the original Biblical
edict where St. Paul teaches 
 ‘For a man indeed ought not to cover his head,
forasmuch as he is the image and glory of God: but
the woman is the Glory of the man. For man is not of
the woman, but the woman of the man. Neither was
the man created for the woman; but the woman for the
man. For this cause ought the woman to have power
on her head because of the angels.’ (1 Corinthians,
11:7-10)

Ban in France and Europe
• "Act prohibiting concealment of the face in public
space") is an act of parliament passed by the Senate
of France on 14 September 2010, resulting in the ban
on the wearing of face-covering headgear, including
masks, helmets, balaclava, niqābs and other veils
covering the face in public places, except under
specified circumstances
• The ban also applies to the burqa, a full-body
covering, if it covers the face
• Passed by National Assembly of France on 13 July
2010

Current Status
• It is illegal to wear a face-covering veil or other mask
in public places such as the street, shops, museums
• Veils such as the chador, scarves and other
headwear that do not cover the face, are not
affected by this law
• The law applies to all citizens, including men and
non-Muslims
• Laws don’t apply where specifically provided by law
(such as motor-bike riders and safety workers) and
during established occasional events (such as some
carnivals)
• Fine of up to €150 those who violate the law

private car or worshiping in a religious place
• There are five million Muslims in France, fewer than
2,000 are thought to fully cover their faces with a veil
•  The wearing of all conspicuous religious symbols in
public schools was previously banned in 2004 by a
different law, the French law on secularity and
conspicuous religious symbols in schools.
• This affected the wearing of Islamic veils and
headscarves in schools, as well as turbans and other
distinctive items of dress
Response as of 2010
1. Abdel Muti al-Bayyumi, a member of the council of clerics
at Al-Azhar Mosque in Cairo, Egypt, applauded the ban and
stated that the niqāb has no basis in Sharia
2.  Mohammed Moussaoui, the president of the French Council
of the Muslim Faith, opposed using a law but favored
discouraging Muslim women from wearing the full veil
3.  Yusuf al Qaradawi, Egyptian ,the niqab is not obligatory"
while criticizing France for violating the freedom of other
women to freely dress in a revealing and provocative manner
4. Amnesty International condemned the passage of the bill in
the Assembly as a violation of the freedom of expression of
those women who wear the burqa or hijab
