initiating, nurturing and sustaining a
desirable relationship with the purpose of
securing and sustaining the community’s
interest in all aspects of a program/project.

AREA SELECTION
◎The site must be a depressed area with majority of
the population belonging to the sector your program
wishes to organize.

◎It must not have a serious peace and order problem.

◎Inquire from friends and contacts regarding the

characteristics of possible project areas

◎Talk to municipal agencies who can assist you in the

selection of your project site.
IT IS VERY
IMPORTANT TO
AVOID
OVERLAPPING
OF EFFORTS

Begin with a visit to the local community
officials.

Select a home to stay in where you can
facilitate your work.

You should not be regarded as superior or
different from the people.

Dress as simply as possible and act as
naturally as you can so you can enter the
community almost unnoticed.

Do not appear as a savior or someone who
has the solutions to all their problems.
THE DEVELOPMENT
MUST BE
FOR THE PEOPLE,
AND FROM THE
PEOPLE.
2. INTEGRATION
WITH PEOPLE
INTEGRATION
It is accomplished by living with the people
and sharing the same experience with them.

Slowly learn their way of life.

Gradually join their small groups to
continue to expand your knowledge about
the conditions in that place.

Keep a diary of your daily activities.

Participate in community work.
AVOID EXCESSIVE
DRINKING,
GAMBLING,
FLIRTING WITH
WOMEN
3. COMMUNITY
STUDY
OR
SITUATION
ANALYSIS
COMMUNITY STUDY

◎ Gather and review secondary data sources such as

records and documents

◎ Major areas of investigation can be the following:

physical environment, economic, socio-political,
and cultural aspect of the community
ACQUIRE INFORMATION
THRU INFORMAL SOURCES
SUCH AS
MARKET PLACES, DRINKING
BARS, FUNERALS, FESTIVE
OCCASIONS ETC.

It is the people who must play a central role.

Facilitate the people’s participation in
analyzing their situation by letting them
examine their situation themselves.

Adjust the level of study or analysis to one
that can be understood by the people.

Raise the awareness and consciousness of
the people so they can better understand
how their own problems in the community
relate to the over-all national situation.
4. IDENTIFYING
AND DEVELOPING
POTENTIAL
COMMUNITY
LEADERS

Observe who among the people seem to
have a deep understanding and concern for
the people of the community.
IDENTIFY CONTACTS
WHO CAN VALIDATE
INFORMATION ABOUT
THE COMMUNITY AND
ITS PEOPLE
CRITERIA
◎ They must belong to the low or middle-income
sectors of the community
◎ They must be credible and have a wide sphere of
influence
◎ They must be critical of their environment
◎ They must have good communication skills
◎ They must be responsive to change
◎ They must be attentive to their follow community
members
◎ They must be partisan to the poor of their
community

Equip the potential leaders with useful
knowledge and experience for their future
roles as community leaders

Initiate regular discussions.

Slowly educate and convince the
community that their leader must come
from their ranks and not from outside.
CHANGE THE PEOPLE’S
COMMON BELIEF THAT
A LEADER MUST BE AN
OUTSIDER AND THAT “NO
MAN IS A PROPHET TO HIS
OWN LAND.”
5. CORE GROUP
FORMATION

The group must continue to meet until each
of them accepts the challenge to organize
the rest of the community.

Each member of the core group must
represent a particular sector of the
community.

Each member must organize his own sector
by setting up his own core group for those
he represents.
GRADUALLY, THIS CORE
GROUP WILL EXPAND INTO
ONE ORGANIZATION IN THE
COMMUNITY
6. SETTING UP THE
ORGANIZATION
DEVELOP ORGANIZATIONAL STRUCTURES

The people must elect their leader.

This must be done through a democratic
process with the participation of all
members.
EDUCATE THE MEMBERS TO
TRUST THEIR
ORGANIZATION
7.
STRENGTHENING
THE
ORGANIZATION

Do everything in your capacity to
strengthen the organization until the people
are truly convinced about their collective
strength.

Give them the chance to move and work
together, on their own.

Avoid adopting the notion that the people
cannot work without you.

At the start, people will initially see
financial matters as their problem.
AS THEY RECOGNIZE
BROADER ISSUES AND
PROBLEMS,
THE MORE CHALLENGED THEY
ARE TO WORK TOGETHER
