WHY REGISTRATION ?
SECTION -39 OF MVA 1988
Person or owner of motor vehicle can
drive his vehicle on the public place or
any other place only when
1. The vehicle is registered
2. The registration of the vehicle has not
been suspended or cancelled
3. Vehicle should have the registration
mark
OFFENCES AND PUNISHMENT
SECTION 192-USING VEHICLE
WITHOUT REGISTRATION
1. Violation of section 192
2. Punishable with 2000 to 5000 Rs
3. Offence is done subsequently punishable
with 5000 to 10000 Rs or 1 year
imprisonment
4. Court may impose a lesser punishment.
EXEMPTION
1. Emergency for the conveyance of the
persons suffering from sickness or
injuries
2. Transportation of food or materials
3. Medical supplies
But the person using the vehicle should
report to the regional transport authority
within 7 days from the date of use .
SECTION 192 B- OFFENCES RELATION TO
REGISTRATION
Failure to make the application for registration
under subsection 1 of section 41
Owner – punishable with fine
5 times annual road tax or
1/3 of life time tax (whichever is higher)
Dealer – punishable with fine
15 times annual road tax or
15 times life time tax (whichever is higher)
If certificate of registration for vehicle is given on
the basis of the valid documents during registration
but identified with the false material particulars,
engine number, chassis number different from RC,
Owner – punishable with

10 times annual road tax or


2/3 times of life time tax (whichever is higher) and
Imprisonment for 6 months and can be extend to 12
months
Dealer –same as above
SECTION 199A – OFFENCES BY
JUVENILES (YONGSTER BETWEEN
16 TO 18 YEARS AGE)
If offence is committed by the juvenile the
registration of the motor vehicle shall be
cancelled for period of 12 months
Section 200 – composition of certain
offences .
Offence has been compounded under this
section shall be discharge and no further
proceedings shall be taken against him .
SECTION 207 – POWER TO DETAIN
VEHICLES USED WITHOUT RC AND
PERMIT ETC.
1. Any police officer or the person authorized in
behave of state government
2. If he has reason to believe
Contravention of sec3 or sec4 or sec39 or sec66
seize the vehicle
Contravention of sec3 or sec4 or sec66 instead
of seizing the vehicle , seize RC of the vehicle.
SUSPENSION OF RC
SECTION 53 OF MVA 1988
Any registering authority or prescribed authority
has reason to believe that:
1. Danger to the public : can suspend the RC up to
defects are rectified .
2. Invalid permit : can suspend the RC up to 4
months
The authority other than registering authority
making suspension of RC should intimate in
writing the fact of suspension to the registering
authority .
CANCELLATION OF RC
SECTION 54 – CANCELLATION OF RC
UNDER SECTION 53
Suspension of RC more than 6 months
SECTION 55 – CANCELLATION OF RC

1. By owner intimation – within 14 days


2. By registration authority – after inspection
3. Vehicle moved permenently out of India
4. Produce false information for registration.
