• Testing approved plans

When setting level 3, shall issue necessary


information to ships and port facilities

Contracting Governments (CGs) can designate or
establish, Designated Authorities (DAs) within
government to undertake their security duties
under the code
CGs or DAs may also delegate the undertaking of
certain duties to Recognised Security
Organisations (RSOs) outside government

• Provide contact details of Govt officers to
whom SSO / CSO or PFSO can report security
concern.

OVERRIDING AUTHORITY OF MASTER

• Company to ensure that SSP contains a clear


statement emphasizing the Master’s authority.

• Master shall not be constrained by the


Company, the Charterer, or any other person
from taking a decision necessary to maintain
the safety and security of the ship. This
includes denial of access to persons (except
those identified as duly authorized by a
contracting govt) or their effects or refusal to
load cargo, including containers or the other
closed cargo transport units.
OVERRIDING AUTHORITY OF MASTER

• If, in the professional judgment of the master,


a conflict between any safety and security
requirements arises, the Master shall give
effect to those necessary to maintain safety of
the ship. In such cases, master may
implement temporary security measures and
shall forthwith inform the concerned
authorities

• At all times the master has the ultimate


responsibility for the safety of the ship. Even
at level 3, master may seek clarification or
amendment of instructions, if there are
reasons to believe that the compliance may
imperil the safety of the ship

• Shall comply with the relevant requirements
of SOLAS XI-2 and Part A of the Code, taking
into account the guidance given in Part B of
the Code and such compliance shall be
verified and certified as provided in Part A of
the Code

• Prior to entering a port or whilst in a port
within the territory of a Contracting Govt, a
ship shall comply with the requirements for
the security level set by the Contracting Govt,
if such security level is higher than the security
level set by the Administration of the ship

• Shall respond without delay to any changes to
a higher security level

• Where a ship is not in compliance with the
requirements of the SOLAS Ch XI-2 or Part A of
the Code, or can not comply with the
requirements of set security level, then the
ship shall notify the appropriate competent

interface or prior to entry into port

part A of ISPS Code

– PFSA carried out in accordance with Part A of Code
– PFSP are developed, reviewed, approved and

– Shall designate and communicate the measures
required to be addressed in a PFSP for various
security levels, including when the submission of a
Declaration of Security will be required

• A PFSO shall be designated for each port facility. A person may be
designated as PFSO for one or more port facilities
• PFSO shall be given necessary support to fulfill duties as per Ch XI-2 and
the Code. Duties (but not limited to)are as follows:
– Conducting initial and comprehensive survey of the port, taking into account
relevant PFSA
– Ensuring development and maintenance of PFSP
– Implementing and exercising PFSP
– Undertaking regular inspections of port facility to ensure the continuation of
appropriate security measures
– Recommending and incorporating as appropriate modifications to PFSP in
order to correct deficiencies and to update the plan to take into account the
relevant changes to the port facility
– Enhancing security awareness and vigilance of the port facility personnel

– Ensuring adequate training has been provided to personnel responsible
for the security of the port facility
– Reporting to the relevant authorities and maintaining records of
occurrence which threaten the security of the port facility
– Coordinate implementation of PFSP with CSOs and SSOs
– Coordinate with security agencies as appropriate
– Ensuring that the standards for personnel responsible for security of
port facility are met
– Ensuring that the security equipment is properly operated, tested,
calibrated and maintained
– Assist SSOs in confirming the identities of those seeking to board the
ship when requested

• Responsible to SSO / OOW and must notify
them if in doubt on any matter by fastest
means

• Must not leave station unless until properly
relieved

• All persons boarding the ship must be asked to
produce relevant identification

gangway register is duly filled in with visitor’s

• The gangway must be checked to see that it is
properly lashed and secured, well lit and at all
times safe for use

• An alert watch must be kept at all times at the
head of each gangway. This watch must
ensure that the gangway in use is operating
within its permitted angles of elevation and
that it can range freely with tide or harbor
swell

removal of the ship’s equipment and stores

spaces under their charge and preventing the
use of such spaces for unlawful activities
