 Introduction
History of Trade Control
• Controls on imports & exports was first introduced in the
Indo-Pakistan sub-continent in May, 1940 as a war-time
measure under Defence of India Rules.
• Objects :- To conserve shipping space.
• Import Trade Control was limited only to a few commodities.
• With the increase of exchange difficulties and in the interest of
economic development it became necessary to extend its
scope.
 Introduction (Continued)
• The lapse of Defence of India Rules in September, 1946,
Import Trade Control was continued by Emergency
Provision (Continuance) Ordinance, 1946.
• Later replaced by the Imports and Exports (Control) Act,
1947 and then by the Imports and Exports (Control)
Ordinance,1950.
 Introduction (Continued)
• Orders :-
Under provision of section 3(1) of the Imports and Exports
(Control) Act, 1950, by issuing Orders, Govt. has the powers to
prohibit, restrict or regulate practices of imports and exports.
• Ministry of Commerce have issued Orders on
a) registration of importers and exporters;
b) review, appeal and revision; and
c) payment of fees on licenses and permits;
d) Import policy Order;
e) Export Policy.

১২ (ক ) সকল প্রকার প্রক্রিয়াকৃ ত ৬১/৭০ কাউন্ট/পাউন্ড এর চেয়ে ছোট আকারের
গলদা চিংড়ি
(খ) ৭১/৯০ কাউন্ট/পাউন্ড এর চেয়ে ছোট আকারের বাগদা চিংড়ি
(গ) ১০০/২০০ কাউন্ট/পাউন্ড এর চেয়ে ছোট আকারের হরিণা বা খড়খড়ে বা ব্রাউন
সাগা বা ইয়োলো চাকা বা হোয়াইট বাগতারা বা ক্যাট টাইগার বা রেইনবো।
১৩ বেত, কাঠ ও কাঠের গুড়ি/স্থূল কাষ্ঠ খন্ড (এই সব দ্বারা প্রস্ত্ততকৃ ত হস্তশিল্প সামগ্রী
ব্যতীত)। তবে বনশিল্প কর্পোরেশন এর রাবার কাঠ রপ্তানি প্রক্রিয়াকরণ এলাকায় অবস্থিত
ফার্নিচার শিল্পের উপাদান হিসেবে রপ্তানি করা যাবে যা প্রচ্ছন্ন রপ্তানি হিসেবে বিবেচিত হবে।
১৪ সকল প্রজাতির ব্যাঙ (জীবিত অথবা মৃত) ও ব্যাঙের পা।
১৫ কাঁচা, ওয়েট-ব্লু চামড়া। তবে, ওয়েট-ব্লু চামড়া হতে প্রাপ্ত উপজাত যথা: ওয়েট-ব্লু স্প্লীট
লেদার রপ্তানিযোগ্য হইবে।
 শর্ত সাপেক্ষে রপ্তানি পণ্য তালিকা
১ সয়াবিন তেল, পাম অয়েল।
২ ইউরিয়া ফার্টি লাইজার-কাফকো ব্যতীত অন্যান্য ফ্যাক্টরীগুলিতে প্রস্তুতকৃ ত ইউরিয়া ফার্টি লাইজার
শিল্প মন্ত্রণালয়ের অনুমতির ভিত্তিতে রপ্তানি করা যাবে।
৩ বিনোদনমূলক অনুষ্ঠান, গান, নাটক, ছায়াছবি, প্রামাণ্য চিত্র ইত্যাদি অডিও ক্যাসেট, ভিডিও
ক্যাসেট, সিডি, ডি ইত্যাদি ফর্মে তথ্য মন্ত্রণালয়ের অনাপত্তি সাপেক্ষে রপ্তানি করা যাবে।
৪ প্রাকৃ তিক গ্যাস উদ্ভূ ত পেট্রোলিয়াম ও পেট্রোলিয়ামজাত পণ্য (যথাঃ- ন্যাপথা, ফারনেস অয়েল,
বিটু মিন, কনডেনসেট, এমটিটি ও এমএস) জ্বালানী ও খনিজ সম্পদ বিভাগের অনাপত্তি সাপেক্ষে
রপ্তানি করা যাবে। তবে কোন প্রকার শর্ত ব্যতিরেকে লুব্রিকেটিং ওয়েল রপ্তানি করা যাবে এবং এ ক্ষেত্রে
জ্বালানি ও খনিজ সম্পদ বিভাগকে রপ্তানির পরিমাণ বিষয়ক তথ্য অবগত করতে হবে।
৫ রাসায়নিক অস্ত্র (নিষিদ্ধকরণ) আইন, ২০০৬ এর তফসিল ১, ২ ও ৩ এ বর্ণিত রাসায়নিক দ্রব্যাদি
উক্ত আইনের ৯ ধারার বিধান মোতাবেক রপ্তানি নিষিদ্ধ বা রপ্তানিযোগ্য হবে।
6 চিনি।
৭ ইলিশ মাছ।
৮ সুগন্ধি চাল।
 শর্ত সাপেক্ষে রপ্তানি পণ্য তালিকা

৯ বাংলাদেশে চাহিদা নাই এমন মোটা দানার মুগ ডাল।

১০ গবেষণার উদ্দেশ্যে রক্তের প্লাজমা।
১১ বাণিজ্যিক ভিত্তিতে ব্যক্তিগত বা যৌথ উদ্যোগে প্রতিষ্ঠিত খামারে উৎপাদিত
কু মিরের কাঁচা চামড়া ও মাংস পরিবেশ ও বন মন্ত্রণালয়ের সম্মতি/ অনাপত্তির ভিত্তিতে
বাণিজ্য মন্ত্রণালয় রপ্তানির অনুমতি প্রদান করবে।
১২ ভ্যাট রেজিস্ট্রেশনের আওতায় পরিবেশ অধিদপ্তর কর্তৃ ক স্বীকৃ ত ব্যাটারি রি-সাইক্লিং
প্লান্ট হতে উৎপাদিত Re-melted Lead রপ্তানিযোগ্য হবে।
১৩ ওজোনস্তর ক্ষয়কারী দ্রব্য (নিয়ন্ত্রন) বিধিমালা, ২০০৪ ও পরবর্তী সংশোধনসমূহ
অনুসরণ ও পরিবেশ অধিদপ্তরের অনুমতি সাপেক্ষে রিকভারী, রিক্লেইমিং বা
রিসাইক্লিংকৃ ত ওজোনস্তর ক্ষয়কারী দ্রব্য রপ্তানিযোগ্য হবে।
১৪ বন্ডেড ওয়্যারহাউস সুবিধার আওতায় আমদানিকৃ ত চামড়া ইটিপির মাধ্যমে তরল
ও কঠিন বর্জ্য ব্যবস্থাপনার আওতায় পরিবেশবান্ধব উপায়ে প্রক্রিয়াকরণকরত:

FEES REGARDING IMPORTS

• Registration Certificate:----
• Registered importers of all categories, (for renewal of their
registration certificate) shall submit application, main copy
of IRC and copy of treasury chalan of renewal fees paid to
Bangladesh Bank or Sonali Bank, under the Head of
Account “1/1731/0001/1801” to the Import Control
Authority indicating the category which they intend to be
classified.

• Importers shall pay renewal fees for the concerned financial
year within 30th September of that year without any surcharge.

Surcharge for delay for a period exceeding two Tk. 2,000

• Indentors and exporters shall pay registration and renewal fees at

the following rates:-

• Indentors & Exporters shall pay renewal fees in cash to the

Bangladesh Bank or Sonali Bank, under the Head of Accounts
“1/1731/0001/1801” and send the original copies of the Treasury
Chalan along with original copy of IRC with renewal book to the
concerned Regional Import Control Office for record and
verification.

Indentors and Exporter shall pay renewal fees for the concerned
financial year within 30th September of that year without any
surcharge.

Surcharge for delay for a Tk. 1,000 Tk. 500

period of one year or less

Surcharge for delay for a Tk. 2,000 Tk. 1,000

period exceeding one year but
not exceeding two years.

Surcharge for delay for a Tk. 3,000 Tk. 1,000
