• Importance of community participation


- effectively target resources and efficiently . This
is because through community participation,
community is willing to share ideas and opinions;
- it can allow two-way communication for getting
new ideas
- offers a new thinking and innovative ideas from
community;
- creates responsibility and sense of ownership
among the community members

• Act as mediators between residents and


community structures
• Encourage the young people, the mainstays of the
projects
• Support the start-up stage of projects. They can
help organizations to identify needs of community

• Formulated in 1992
• Integrates the three elements of SD:
• economic
• social and cultural development
• environmental conservation
• serves as an important guide to all stakeholders to
ensure that the environment is clean, safe, healthy
and productive.

Briefing of framework of drafting of
Environmental regulation in Malaysia
•- Mestecc is ministry of Energy, Science,
Technology, Environment and Climate Change
• Engaging external consultant
• Engaging of government technical panels
• Discussion/forum between inter-government
department and non-government organizations
• District council
• Ministry of housing and local government
• NGO such as Institute of Engineer, Malaysia
• Any other stakeholders etc.

Regulatory Framework And Legal
Compliance (2)
• Submission to Parliament for approval (Bill1, Bill2 and Bill
3).
• Publishing of Malaysia guidelines for practices. Typical
practice period, at least 2-3 years.
• After practicing, finalizing the guidelines with additional
changes.
• Convert the guidelines to regulations. Start enforcement
and legal compliance.
