Aims and Objectives
Role :- The National Committee of Archivists will have purely advisory role. It will take decisions and make
recommendations by consensus and not by voting.

To provide a professional forum :


• to discuss archival problems and to disseminate knowledge of their approved solutions;
• to achieve uniformity in professional practices;
• to draw attention to the advantages and disadvantages of new techniques and developments;
• to co-ordinate activities of common interest among archives offices in the country;
• to consider and recommend measures to accelerate archival development in the country;
• to develop contacts and liaison with archival institutions in the Region as a whole;
• to solve problems by co-operative efforts at a professional level.

OVERVIEW OF PUBLIC RECORDS ACT, 1993
• Government of India, enacted Public Records Act in 1993 to regulate the management, administration and preservation of
Public Records

• Section 2(a) – Defines “Board” as Archival Advisory Board constituted under section 13(1)

• Section 3 - Empowerment of the Director General of Archives on behalf of Central Government for archives administration
and, management of Public Records in all the Records Creating Agencies.

• Section 5 - Nomination of Records Officers and setting up of Records Rooms

• Section 6 - Appraisal of all public records more than 25 years old in consultation with the National Archives of India and
the transfer of records of permanent value to National Archives of India.

• Section 12 - Accessibility of all unclassified public records more than 30 years old and transferred to the National Archives
of India to bona fide research scholars

• Section 13 - Appointment of Archival Advisory Board

ARCHIVAL ADVISORY BOARD – COMPOSITION – Section 13

• Secretary to the Government of India in the Ministry of Central Government dealing with
culture [Chairman ex-officio;]

• One officer not below the rank of Joint Secretary to the Government of India, each from the Cabinet
Secretariat, Ministry of Home Affairs, Ministry of Defence, Ministry of External Affairs, Ministry of Finance
and Ministry of Personnel, Public Grievances and Pension [Members ex-officio;]

• Two representatives not below the rank of Joint Secretary in the Union territory Administrations to be
nominated by the Central Government[Members]

• Three persons to be nominated by the Central Government for a period not exceeding three years, one
being an Archivist and two being Professors in the Post-graduate Department of History in any
recognized University. [Members]

• Director General  [Member-Secretary ex-officio]

• The members nominated under clause (d) of sub-section (2) shall be paid such allowances as may be
prescribed.
ARCHIVAL ADVISORY BOARD – POWERS AND FUNCTIONS – Section 14

• The Board shall perform the following functions, namely:-

• advise the Central Government and Union territory Administrations on matters concerning the
administration, management, conservation and use of public records;

• lay down guidelines for training of Archivists; Central Govt by Notification

• deal with such other matters as may be prescribed

• Powers of Director General - Under Section 15, The DG shall have the power to lay down norms and
standards for courses, curricula, assessment and examinations relating to the training in archival science
and other ancillary subjects.

• Section 12 of The Public Records Rules, 1997 provisions for the allowances of the Board Members under
clause (d) of sub-section 2 of Section 13 – Travelling Allowance and Daily Allowance for attending
meetings of the Archival Advisory Board at the rates admissible to Group ‘A’ Officers of the Central Govt
CONCLUSION

• Archival Advisory Board is the guiding Beacon for Archives Management in India

• Members other than in clause (a), (b), (c) and (e) of sub-section (2) of Section 13 are paid
Travelling Allowance and Daily Allowances for attending meetings of the AAB at rates
admissible to Group ‘A’ of the Central Government

• Central Govt is empowered to amend rules relating to functions of the Board as well as
allowance for nominated members under section 13(2)(d)
