 Rationale
The new normal is challenging for the
implementation of a reading program. It entails
series of obstacles to deliver the reading activities.
With the given learning modalities of DepEd, all
programs will be possible with the application of
necessary and effective strategies. This challenging
situation enables reading teachers to be innovative
and creative in proposing reading projects. Online
learning resources will be used since face-to-face
teaching is not possible.

Rationale
In support to the goals of Tarlac City Schools
Division to intensify literacy in reading, project
online reading festival was conceptualized to
nurture a culture of reading among learners amidst
pandemic. This project promotes engaging
activities, competitions, and interesting
collaboration of learners and educators. It will
intensify the offline reading festival before into a
pandemic-responsive contest even though
challenging times occur.
