Start Menu->Settings->App & features

Or Uninstall flash from app

Check Windows version: Start Menu  Settings  System  About  Version

Install Windows patch

Download all file and click one by one until installation success

Restart PC after installation complete

Recheck flash player already uninstall

Cehck form url : https://helpx.adobe.com/flash-player.html
Delete all the files in these folders if exists
• C:\Windows\System32\Macromed\Flash\
• C:\Windows\SysWOW64\Macromed\Flash\
• %appdata%\Adobe\Flash Player
%appdata%\Macromedia\Flash Player
• Generally,%appdata% is C:\Users\Administrator\AppData, so that means:
• C:\Users\Administrator\AppData\Adobe\Flash Player\
• C:\Users\Administrator\AppData\Macromedia\Flash Player\

If any of the folders above does not exist, ignore it and continue.

Close , and reboot your PC.

Enable Add-On Flash player on IE

Setting  Manage Add-Ons

Make sure Shockwave Flash Object Status is Enabled

If Shockwave Flash Object Status is Disabled

Go to regedit : Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Internet Explorer

Change value DisableFlashInIE from 1 to 0
