Why Migrate?

P is the application before migration running in captive data center
P’C is the application part after migration either into a (hybrid) cloud,
P’l is the part of application being run in the captive local data center,
P’OFC is the application part optimized for cloud
However, when the entire application is migrated onto the cloud,
then P’l is null.
If an enterprise application cannot be migrated fully, it could result in some
parts being run on the captive local data centre, while the rest are being
migrated into the cloud i.e. suitable for a hybrid cloud implementation

compelling factors be clearly understood.
Or consulting a group of experts be constituted like in software cost
estimation, one can apply Wide Band Delphi Technique to make decisions like
following:
Designing a questionnaire with several classes of key questions that impact the
IT due to the migration
Pose the questionnaire to selected people (technical and business experts)
Modeling the decision making:
Suppose: There are M classes of questions, M i, where i = 1…M
Class Mi has Ni questions
Each class is assigned a certain relative weight B i, where i = 1…M
Each M class has N questions, we can then model weightage based decision
