2009-2014
BACKGROUND
• Announced on 27 Aug 2009; with an
annual supplement on 23 Aug 2010.
• At a time when the world was coming out
of a severe contraction of international
trade due to the worst economic
recession seen in 70 years.
• Immediate necessity to stop the decline
in foreign trade and to reverse it.
STRATEGY INCLUDES
• Arrest decline in exports; provide stable
policy;
• Support to employment-intensive sectors;
• Market diversion to non-traditional
destinations in Africa, S. America, ASEAN,
Korea, Japan & EU
• Encourage technological up-gradation of
exports;
• Simplification of procedures;
• Reduction of transaction costs;
SPECIFIC PROPOSALS
• Additional benefit to 391 products e.g., Handicraft
items, Silk Carpets, Toys & Sports Goods, Leather
Products, Handloom Products, Engineering Products
like Bicycle Parts, Bearings;
• Inclusion in this scheme of Electronic items, Rubber
& Rubber Products, Oil varieties, Finished Leather,
Packaged Coconut Water & Coconut-Shell items
• Technological Up-gradation: ‘0’ duty on Electronic
Process items, Paper & Paper-board articles, Glass &
glassware, Ceramic goods, Plywood, Marine items
POLICY STABILITY
• Duty Entitlement Pass Book (DPEB) Scheme contd.
• Interest Subvention extended on Handloom, Carpet,
Handicraft items & SMEs for all export goods; Jute,
Leather, Textiles and some Engineering items also.
PROCEDURES SIMPLIFICATION & COST REDUCTION
• Need to file applications annually removed
• Advance Authorization simplified.
• Permission not required for some exports of goods
• Export of personal luggage & Gifts simplified.
• Export of Spares along with Main Equipment
• Export of Imported goods simplified
• Export of Replacement Goods and Repaired Goods
• Free movement of goods meant for export – no bar
by any State or Central Govt agency.
• No seizure of stock meant for manufacturing; If any
seizure done as exception, to be lifted within 7 days
• Exemption of Service Tax to specified items
• Units in SEZ exempted from Service Tax
• For all goods & services exported from India,
services received / rendered abroad, where ever
possible, exempted from service tax.
• Denomination of export contract permitted in
dollars as well as rupees.
GRIEVANCE REDRESSAL
• Commitment to function as a facilitator of exports
and imports. Focus is on good governance, which
depends on clean, transparent and accountable
delivery systems.
• New grievance redressal mechanism installed
• Single-window system – especially for perishables
PROMOTION
• Funding for promotion
• Creation of new Export Promotion Parks/Zones
• Development of minor ports & jetties.
Market Access Initiatives
• Market studies/surveys, Setting up of showroom /
warehouse, Participation in international trade fairs,
• Displays in International departmental stores,
• Publicity campaigns, Brand promotion,
• Reimbursement of registration charges for
pharmaceuticals and expenses for carrying out
clinical trials etc., in fulfillment of statutory
requirements in the buyer country,
• Testing charges for engineering products abroad.
• Assistance for contesting Anti Dumping litigations
etc.
• Market Development through exhibitions, Trade
Fairs, Seminars, Buyer-Seller Meets abroad
• Travel Assistance to Market Focus Areas abroad
TOWNS OF EXPORT EXCELLENCE
• Creation of a number of such towns contributing
handsomely to exports; facilities for businessmen
• Recognition to industrial clusters to maximize their
potential and to enable them to move higher in the
value chain and tap new markets.
• Lower threshold for TEE in Handloom, Handicraft,
Agriculture and Fisheries sector.
Brand Promotion and Quality
•IBEF to promote India as a business opportunity by
creating +ve economic perceptions of India globally…
• and effectively present India in world market-place.
• Funds for capacity building for up-gradation of
quality to national level Institutions
• EPCs to organize skill improvement programmes for
exporters for quality up-gradation, reduction in
rejection, product improvement etc.
SERVICES EXPORTS
• ‘Services’ include all 161 tradable services covered
under General Agreement on Trade in Services
(GATS)
• Common Facility Centres for use by home-based
service providers,
• Rewards / incentives for ‘Served From India’ brand,
• VKGUY to promote exports of Agricultural products;
Forest Produce; Gram Udyog Products; Forest Based
Products; and Other Products at reduced duty rates
• Focused Market Scheme and Focused Product
Scheme to enable concentrated effort.
