Revision of Village

Records
 Section 43: Notification of record and survey operations.-(1)
Whenever the State Government is of opinion that in any district
or other local area, a revision of records or a re-survey, or both is
necessary, it shall publish a notification to that effect, and
thereupon such district or area shall be deemed to be under record
operation or survey operation or both, as the case may be.
 The State Government may, by notification in the gazette,
Sec 43 -53 order that a survey operation or a record operation of abadi or
village abadi or both shall be made in the manner prescribed.
 The State Government may, by a subsequent notification,
amend or cancel the notification issued under sub-section (1) or
sub-section (2), or declare the operation to be closed.
 Revision of village records is a very significant process. Maps and record
constitute the village records. Village records are prepared by the record
officer. Revision of village records may be done by record operation or
survey operation or both.
 Sec 43 of the code makes provision of revision of the village records. The
state government when is of the opinion that in any district or other local
area a revision of records or re survey or both are necessary it shall publish a
notification to that effect and thereupon such district or area shall be
deemed to be under record operation or survey operation or both as the
case may be under sec 43(1).
 Further under sub section 43(2) the state govt by notification in the official
gazette also order for survey operation or a record operation of abadi or
village abadi or both .
 Under sub sec 3 such notification may be amended or cancelled by a
subsequent notification by the state government. The state government
may also declare the operation to be closed . Rule 40 of the U.P Revenue
code rules 2016 says that record operation or survey operation or both as
above may be directed by the state government either as an administrative
measure or as a measure of land reforms.
 It means notification of record operation or survey operation
under sec 43 includes : revision of records or a re survey or both,
abadi or village abadi or both, amending or cancellation or
declaring the closure of such operation.

 Record Officer and Assistant Record Officer.-(1) The State
Government may appoint a Record Officer who shall be in-charge
of the record operation or the survey operation or both and may
also appoint as many Assistant Record Officers as it may deem fit.
 (2) The Assistant Record Officer shall, for so long as the
Sec 44 notification under sub- section (1) or sub-section (2)of section 43
is in force, exercise the powers conferred on him by this Code and
shall discharge such other duties as may be entrusted to him by
the Record Officer.
 When a district or any area of the district is under record operation or
survey operation the govt may appoint a Record officer who shall be in
charge of the record operation or the survey operation or both and may
also appoint as many assistant Record officers as the case may deem fit.
 When a district is declared to be under record operation or survey
operation the collector of such district will become the Record officer .
The RO shall be assisted by one or more assistant record officer who will
be in immediate charge of the work of record operations.
 According to sec 44 (2) the ASSISTANT RECORD OFFICER SALL so far
as the notification under sec 43is in force exercise the power conferred
on him by the code and shall discharge such other duties as may be
entrusted to him by the ro.
 Generally under the record operation or survey operation the following
operations are undertaken:
1. Errection of boundary marks
2. Deciding the boundary disputes
3. Preparing a map and field book for each village
4. Preparing new record of rights for each village
5. Deciding disputed entries
 The record officer shall exercise the power conferred under sec 23
to 26.
 Power of errection and repair of boundary marks

 Sec 45 of the code provides that when any district or other local
record officers area is under record or survey operation then all the powers under
sec 23 -26 shall be exercised by Record officer and powers of SDO
under sec 23 and 24 and tahsildar under sec 25 and 26 respectively
shall vest in Record officer.
 Revision of records during record operation. - When any district
or other local area is under record operation, the Record Officer
shall cause to be revised, for each village comprised therein, the
Sec 46 field book (khasra) and the record of rights (khatauni) or the
record of abadi or village abadi.
 Revision of records during survey operation.- When any district
or other local area is under survey operation, the Record Officer
shall cause to be prepared for each village comprised therein, a
Sec 47 map, and thereafter, proceed to revise the field book (Khasra)
and the record of rights (Khatauni) or the record of abadi or
village abadi, as the case may be.
 Powers of Record Officer as to erection of boundary marks. -
When any local area is under survey operation the Record Officer
may issue a proclamation directing all Gram Panchayat and
Bhumidhars to erect, within fifteen days such boundary marks, as
Sec 48 he may think necessary to define the limits of the villages and
fields and in default, he may cause such boundary marks to be
erected, and the Collector shall recover the cost of their erection
from the Gram Panchayats or Bhumidhars concerned.
 Rule 41: Issue of proclamation: where any local area is under a
survey operation or record operation or both then the
proclamation referred to in sec 48 shall be pasted on the notice
