Annual Confidential Report (ACR)

ACR has a prescribed form and is in eight parts.


 
Part 1:
• Part 1 of the ACR relates to the annual medical
report by a designated medical officer. The
objective is to see the physical fitness of the officer.
 
Part 2:
• Part 2 of the ACR relates to the bio data of the
officer to be reported upon.
Part 3 and 4:
• Part 3 and 4 form the core part of the ACR. These two
parts contain specific areas or items of evaluation. The
evaluation is based on a scoring system ranging from 1
to 4 against each of the items of evaluation. Part 3
contains 13 items, which are more or less general in
nature, while part 4 contains 12 items, which
specifically relate to the competence of the officer in
terms of disposal of official business. This part also
contains a summary of evaluation in the form of scores
achieved on which officers are rated Outstanding,
Excellent, Good, Average and Below Average.
• Outstanding --- 95-100
• Excellent --- 85-94
• Good --- 61-84
• Average --- 41-60
• Below Average --- 40 and below
Part 5:
• Part 5 of the ACR relates to the pen picture of the
officer reported upon. There are no scores on this part.
Generally, the personality of the officer is assessed.
 
Part 6:
• Part 6 relates to recommendations that include brief
remarks needed for further training, suitability for
specific duties, honesty and reputation. It also includes
the fitness for promotion and other recommendations
if any.
Part 7:
• Part 7 relates to the comments of the countersigning
officer who is normally but not always the Head of the
Department or the official Head of the Ministry. It
contains an assessment of the evaluation made by the
reporting officer. The countersigning officer gives his
general remarks and also the total score to be awarded
based on the overall assessment.
 
Part 8:
• Part 8 of the ACR is for use by the relevant ministries or
departments.
