Defining Values
Values
- broad beliefs about what is or is not
appropriate behavior.
- values can be defined as broad
preferences concerning appropriate courses
of actions or outcomes. As such, values
reflect a person's sense of right and wrong
or what "ought" to be.
- When ethics is defined as the
capacity to determine right conduct
and the knowledge of what is right
from wrong. Values on the other
hand, are the applications of
ethics.
- An expert in ethics might not be
necessarily a values-oriented person, and
vice-versa.
- Its one thing to know what’s good or
bad, and another thing to apply what you
know.
ORGANIZATIONAL VALUES
Every organization has values that
are important to the group. It will
help the organization to survive.
Organizations develop values as
much the same as each individual
has developed values.
Importance of Values
- Without values, man as a rational being is a
failure.
- Values are the only true measure of what man
ought to be.
- Values are the foundation of every human society.
- Our values strongly influence our
decision making and help determine
where we place our emphasis on our
personal and professional lives.
- Russell (1995) observes that
"without civic morality, communities
perish; without personal morality their
survival has no value“.
- Every culture admits the importance of
morality as a standard of behavior. When
the moral foundations of a nation are
threatened then society itself is
threatened.
-Without an ethical perspective, a police
officer becomes a tyrant.
The tendency to abuse his power over
citizens increases exponentially the
weaker his moral foundations become.
- It has well-documented throughout the
history of the world that power corrupts, and
that absolute power corrupts absolutely. It is
the absence of this ethical perspective which
has been deemed as the primary reason why
cases of police misconduct are still occurring in
the PNP.
- Only a strong moral base will provide an
officer protection from the inherent corruption
his discretionary powers brings. Without this
moral guidance, law enforcers become the
oppressors of the people they are supposed to
serve and protect.
Defining Core Values
Core values are those values we hold
which form the foundation on which we
perform our work and conduct ourselves.
In an ever-changing world, core values are
constant. Core values are not descriptions
of the work we do or the strategies we
employ to accomplish our mission.
The values underlie our work, how we
interact with each other, and which
strategies we employ to fulfill our mission.
The core values are the basic elements of
how we go about our work. They are the
practices we use (or should be using) every
day in everything we do. It is the very
essence of human character.
THE PNP CORE VALUES
The PNP core Values states that the
police service is a noble profession and
demands from its members specialized
knowledge and skills and high standard
of ethics and morality. In this regard, the
members of the PNP must adhere to and
internalize the enduring core values of:
1. Love of God
Give God what is due Him and develop the moral
virtue of religion through adoration, prayer and
obedience.
I believe in God, The Supreme Being, The Great
Provider, and The Creator of all men and everything
dear to me. In return, I can do no less than love
Him above all obeying His word, seek His guidance
in the performance of my sworn duties and honor
Him at all times. (Police Officer’s Creed)
2. Respect of Authority
Treat freedom with a sense of self- determination
and personal responsibility, and as a social being,
exercise intelligently obedience.
I believe that respect for authority is a duty. I
respect and uphold the Constitution, the laws of the
land and the applicable rules and regulations. I
recognize the legitimacy and authority of the
leadership, and obey legal orders of my superior
officers. (Police Officer’s Creed)
3.Selfless Love of People
Respect human life, respect the human body,
learn to give, to give oneself, and to love.
I believe in selfless love and service to people. Towards
this end, I commit myself to the service of my fellowmen
over and above my personal interest. (Police Officer’s
Creed)
4. Respect for Women and the Sanctity of Marriage
If you love someone, you will never do her wrong,
love does not consist in gazing at each other but in
looking together in the same direction. Self-control in
marriage is imperative for without it, havoc ensures.
I believe in the sanctity of marriage and family
life. I shall set the example of decency and
morality, shall have high regard for family life
and value of marital fidelity. (Police Officer’s
Creed)
5. Responsible Dominion and Stewardship Over Material Things
Should not be dominated by it (detachment) and
should share it with his fellowmen bearing in mind
that the material world is limited (scarce).
I believe in the responsible dominion and stewardship
over material things. I shall inhibit myself from
extravagance and ostentatious display of material
things. I shall help protect the environment and
conserve nature to maintain ecological balance.

6. Truthfulness
Never telling what is not true (untruth)
because it destroys the foundation of social
life which is based on mutual trust.
Adherence to truth includes absolute honesty
and fidelity in all personal relationships and
interactions, in business dealings and
transactions, and in the administration of
justice.
I believe in the wisdom of truthfulness. I
must be trustworthy and I shall
uphold the truth at all times. (Police
Officer’s Creed)
These core values are summarized in the
following:
1. Maka-Diyos
2. Makabayan
3. Makatao
4. Makabansa
a. God-fearing (Maka Diyos)
More exactly, God-Fearing refers to the
constant awareness that one is always before
God and that He knows everything concerning
him, even his most secret thoughts.
This attitude produces within one such an
intense love for God that he wants to do
only what is pleasing to Him; such great
fear of God that he tries to avoid doing
anything which He dislikes; and such a
keen consciousness of God that he never
for a single moment imagines His being
unaware of what he does or that he will
not be held accountable for all his
intentions and actions.
b. Nationalistic (Makabayan)-
This refers to the loyalty and
devotion to one's nation or country,
especially as above loyalty to other
groups or to individual interests.
It also includes the devotion to the
interests or culture of one's nation, the
belief that nations will benefit from acting
independently rather than collectively,
emphasizing national rather than
international goals and aspirations for
national independence in a country under
foreign domination.
c. Humane (Makatao)-
This value refers to the attitude of caring
about people and treating them with
dignity at the same time valuing
ourselves and others by speaking and
acting with courtesy, treat others as we
want to be treated and includes honoring
the rules of our family or office, which
make life more orderly and peaceful.
d.Environment - friendly (Makakalikasan)-
Caring for You and the Environment
God made human beings the
guardians of the earth and made all
creatures subservient to men. He
entrusted us with the full control
and management over it.
We need to build and cultivate
the land, plant trees and oversee
the protection of the trees and the
plants, the mountains, the seas
and the rivers, the animals and
the birds.
Each individual must act as a
protector and developer of the
environment. We are all
responsible and must acknowledge
the value of conserving our
environment.
