FOREWORD

Basically the internalization and actualization of the PNPs old motto of "We
Serve and Protect the Community" would be the program to move the PNP forward.
Through this motto, we shall reinforce the servant leadership concept wherein we
accept that we are servants first because we want to truly serve and protect our
community. Of course, this will necessarily incorporate the continued
implementation of the 10 year PNP's Integrated Transformation Program which
was started in the year 2003 and would provide for the desired holistic approach,
continuity and sustainability of the program since the terms of PDG HERMOGENES
EBDANE JR, PDG EDGAR AGLIPAY, PDG ARTURO LOMIBAO and PDG OSCAR
CALDERON. Together with the identified 10 key result areas and the 34 reform
projects, I will follow through with the prioritization of the 17 "quick win
" projects, specific action programs to include the four-point program thrust on
anti-criminality, anti-insurgency, anti-terrorism and internal reforms to jumpstart
the reform process for immediate results and positive impact on the PNP
organization and the community.

What remains now is for each and every member of the PNP to do his PART,

PNP INTEGRATED TRANSFORMATION PROGRAM

EXECUTIVE SUMMARY

The PNP Integrated Transformation Program, or IT? is our roadmap for long-term and
lasting reforms in the Philippine National Police. The Transformation Program is now being
implemented in order to resolve organizational dysfunctions and improve the quality of police
services; strengthen law enforcement capabilities, and; enhance the welfare and benefits of our
personnel and dependents.

The Transformation Program is based on the findings and recommendations of the PNP
Reform Commission Report; the GOP-UNDP Study on Transforming the PNP into a more
Capable, Effective and Credible Police Force, and; the PNP Transformation Plan.

The Program has 10 Key Result Areas (KRAs) namely:

These reform projects are being implemented by the PNP Program Management Office
in cooperation with the Directorial Staff, through the Integrated Transformation Program
Monitoring Committee and the various Technical Working Groups.
In addition, as of August 2007, the following are some of the encouraging developments in our
on-going reform projects:
In line with the priority program thrusts of the Chief, PNP and through the efforts of the
PNP Housing Board — a new shelter program was launched and has resulted in the construction
of 200 homes in Pulis Kalinga village in Tarlac. At least 105 families now live in their own house
and lots in that village. Another 504 single-detached homes will be built in Integrity Heights in
Batangas, while three condominium units will be constructed in Camp Bagong Diwa as part of
the on base quartering program.
The PNP Crime Laboratory is now ISO-certified and has a fully operational Automated
Fingerprint 1.0. System or AFIS, which was donated by JICA. Our crime laboratory is also
pursuing other capacity building activities as part of its "one crime laboratory per province plan"
which shall be undertaken over the next five years. The Crime Laboratory was also awarded as
best NSU in terms of training and education. Continuous local and foreign schooling are
being offered to crime lab personnel in order to upgrade and sustain their . forensic and
technical expertise.
• Completion of the draft Memorandum of Agreement between the PNP and the
Department of Health in connection with the PNP Health Care System Enhancement
Program. The project pushing for the enhanced reimbursement of hospital expenses or
ISRHE, If this proposal is approved, PNP personnel would no longer need to pay cash in
DOH-retained hospitals. Ultimately, the goal of this project is to promote greater access
to quality health care via tertiary hospitals located in every region and key cities around
the country
• Marikina Police Station, our first pilot site for the Model Police Station project, had
been given priority slots for training. To date, at least 179 personnel including
representatives from QCPD and Akian PPO have already undergone re-training in
community policing, crime scene investigation and instructor development through the
US DOJ ICITAR Much-needed computers and other office equipment were procured for
use by Marikina Police Station using UNDP funds. The C, PNP and the Directorate for
Logistics have also provided 2 additional patrol cars to add to the mobility assets of the
station. Financial and training support from the governments of the UK and New
Zealand are also forthcoming.
• Speaking of training, we are also glad to report that the project to strengthen the
PNP training system will be in full swing in just a few weeks.An organizational
development plan is set to be implemented.
• From June throughout July The drafting of an IRR on PNP training and education is
also being considered. In addition, an inventory of PNP specialized courses; the
assessment of PNP competencies;, and manual development for specialized courses will
also be done as part of the project.
• Another project called Personnel Electronic Records Management System or PERMS
will also be developed so that we can have the capability to convert labor-intensive
paper files into e-format, which in turn, would allow us to streamline personnel
information management procedures in the PNR

ACTION PROGRAMS IN THE PNP

PERSONNEL

1. Institutionalize the Seniority Lineal List. Promotion and placement should now be based on the SLL. Promotion
and placement shall always be based on performance and merit. Palakasan or bata-bata system shall not be a
basis. Seniority shall not be solely based on the date one entered the service.
2. Further reduce uniformed personnel at headquarters to 10%. Push for assignment of more personnel in the
field (90%). Strengthen the NUP service to fully realize 10/90 disposition. We should develop and place in more
key positions, previously held by uniformed personnel, our NUPs at headquarters.

3. All P01 's and INSPECTORS shall be in field assignments instead of being assigned in HQS or specialized units.
PNCOs promoted to INSPECTORS shall be transferred out of their offices/ units and assigned to the field. Inspectors
shall not be assigned as Aides de Camp. Municipal Police Stations shall be manned by no less than 20 personnel
and shall at least be led by an Inspector.
4. Adoption and religious implementation of daily (and for every shift) Roll Call training at precinct and station
level. This is to daily account and inspect the uniform and appearance of our personnel in the field.Also in doing
this, the leadership traits of PNP junior officers and supervising PNCOs could be exercised and enhanced everyday
5. PNP personnel who fail to qualify in the FAs Proficiency Course shall be relieved from operational duties
assigned to administrative duties only
6. Establish a separate accounting unit of HSS.
7. Provide tangible and responsive incentives to personnel: housing program, educational benefits, medical
assistance, legal assistance, livelihood to deserving personnel and day care centers to motivate them to be
professionals.
8. Implement the different modes of attrition starting with personnel who are medically and physically unfit for
police service. Attrite PNP personnel who failed to take or have failed in 4 PFTs in the past. The organization has
long accommodated these non performers and dead weights. Their attrition shall open up new quotas for
recruitment of new and able personnel.
9. "Floating"-officers and PNCOs shall be assigned to the Training Service and render duty.as:
•AGI/ORSITE Teams
• Special Study Committees
• Special Oversight Committees
• Lecturers, trainers or administrative and management personnel
• Or take up career proficiency courses as appropriate.

PLANS
1. Through legislative liaison and action, Police Officer 1 (P01), Police Officer 2 (P02) and Police Officer 3 (P03)
rank titles should be changed to Patrol Officer 1 (P01), Patrol Officer 2 (P02) and Patrol Officer 3 (P03). Likewise,
Senior Police Officer 1 up to Senior Police Officer 4 should be changed to Supervising Police Officer 1 up to
Supervising Police Officer 4. This would truly clarify and designate the PNCO's duties and responsibilities in the
police service.
2. Through legislative liaison and action, change the name of Traffic Management Group (TMG) to Highway Patrol
Group.
3. Through legislative liaison and action pursue amendments to the PNP law.

OPERATIONS
1. The common "Tao" gauges the peace and order situation on street crimes. Many citizens have become victims
of pickpockets, snatchers, cellphone snatchers and hold up artists. Towards this end, the PNP shall reduce street
crimes by 20%. Especially for NCRPO and other city police offices, these units shall increase police visibility
through a combination of fixed deployment of stations/precincts, mobile deployment of patrol vehicles, motorcycle,
bicycle, beat/foot patrols and deployment of marshals in buses and MRT/LRT coaches. In essence, through our
integrated patrol system, a citizen should not be further than a kilometer from the nearest police unit or personnel
on patrol. Station commanders, precinct commanders shall actually spend more time in the streets supervising the
men on patrol.

2. PNP motorcycles shall be used primarily in patrolling and not merely for escorting VIPs. PNP motorcycles shall
not be used during weddings, birthdays and funeral as escorts, this smacks of moonlighting. Sometimes, we see
the rider's wife or girlfriend "backriding' in these motorcycles which also does not project a good image.

3. TMG in'its increased participation in police visibility shall patrol the highways and major thoroughfares and
concentrate on anti-carnapping, anti-carjacking, anti-highway robbery, anti-hijacking, anti-drag racing and anti-
fencing through regular visitation .of car parts dealers. TMG shall reduce carnapping incidents at a rate of 3% per
month.

4. TMG, as well as all Police Officers, shall vigorously enforce the "No Plate No Travel" and recommended proper
display of LTO plate policies. Plate coverings which may make letter and numbers unreadable shall be removed by
the car owner / driver himself in front of PNP personnel.

5. Designate a full time Officer to maintain and make current the PNP website. Maximize the use of existing
technology ie. Wi-Fi,SMS / MMS Webcam.VOIP & CCTV
a. All NSUs, RHQs to have a working email which will be maintained 24/7. As much as possible, use email instead
of FAX for a much faster, cheaper, reliable communication,
b. All NSUs, RHQs to have a SKYPE VOIP account to cut down on telephone cost.
6. Extensive use of the Criminal Information Analysis System (or COMPSTAT or crime map) in combating crime at
the precinct, station and provincial or city level. Higher unit commanders with their staff shall sit down regularly
with their subordinate commanders and go over their crime maps and discuss the situation and come up with
actions to be taken by subordinate commanders in effectively combating crime in their area of responsibility
a. Conduct standard COMPSTAT training in all regions. b. Conduct dry run of COMPSTAT sessions in all RHQs. c.
Implement COMPSTAT down to police station level. d. Publish in the PNP website regional monthly crime maps.

INTELLIGENCE - INVESTIGATION

1. Law enforcers in serving and protecting the community cannot be law breakers themselves. They should be the
protectors and not oppressors at the communityThere is no place for abusive behavior in the police.

2. Notoriety of corruption in the police force is brought about by kotong cops. Through our internal reform
program, we shall punish, stop and rid the organization of misfits, scalawags and kotong cops (mulcting, extorting,
hulidap, case fixing/areglo or policemen simply asking for money (lagay) in return or in exchange for police
service). Some personnel of PNP at checkpoints, licensing, fixers for no show requirements, investigative and
traffic enforcement units are notorious in this bad practice. We shall utilize the media and the citizens to report
wrong doers. We shall enhance the organization's complaints, grievance and accountability system.

3. Some PNP personnel use recovered carnapped vehicles. PNP personnel shall not use recovered carnapped
vehicles or vehicles submitted as evidence. The policy and its penalties on this malpractice shall be fully enforced
and sanctions shall be given to those caught violating this policy.

INVESTIGATION- AIDSOFT

1. Revitalize and properly support AIDSOTF/RAIDSOTF and other anti-drug operating units in the provincial/district
and station levels.

2. Adoption and implementation of the DARE program to combat drug abuse. This is .to attend to the prevention
side of the anti-drug effort on educating elementary grade students and other sectors of the community on the ill
effects of dangerous drugs.

3. Strict adherence to Anti-Drug operational procedures. This include the filing of pre-ops reports, limiting the time
before operations are reported, confiscated drug tested and criminal charges filed.

4. Illegal arrest, illegal detention, hulidap,"Bangketa/areglo" or case fixing, recycling of confiscated drugs shall be
dealt with severely. Anti drug operatives shall not peddle drugs themselves. Planting of evidence shall be severely
dealt with also.

5. AIDSOTF and all anti-drug operating units shall increase the volume of drug related arrest by 3% per month.

6. Continuous drug testing on PNP personnel. Those found positive should be immediately removed from the
service.

INVESTIGATION-COMPUTER SERVICE

1. We shall upgrade information technology PNP operations is hampered because of the PNP's inability to access
and process vital information in order for it to do its mandated functions. Databases of the different PNP units shall
be established. Warrant of Arrest Registry Automated Fingerprint Identification System, Vehicle Identification
Management System, National Crime Information System, etc. After building up these data bases the inter-unit
connectivity shall be done. There shall be an active and continuing effort to finally link the different PNP units.
Computer systems already found in the various PNP units shall be linked to access, process and disseminate vital
information. We shall start small and grow big instead of thinking big and in the process get bogged down by the
staggering figure of such a grandiose plan.

1. The PNP lacks about 21,000 short firearms for its personnel. There are PNP personnel with double or multiple
issuances of firearms in a unit or several units. These shall be recalled and issued to those without firearms. As a
general rule, a Police personnel shall have only one issued FA, either long or short. In the event that a PNP
personnel has an issued FA and he also has a licensed FA (cross check with FED), the issued FA shall be recalled
and issued to those without FA. In the meantime that there is a FAs shortage, firearms of personnel assigned at
NHQ and in administrative NSUs, Regional Headquarters shall be recalled and issued to personnel assigned in
operating units. Likewise, PNP personnel who fail to qualify in the FAs proficiency course shall have their issued
FAs recalled immediately for subsequent issuance to qualified personnel.

2. Recall M16 rifles and other high powered FAs in high risk/isolated police stations and replace them with
shotguns.

3. Recall all M16 rifles and other high powered FAs from NCRPO police station personnel. Replace them with
shotguns. Only RSAU, DSRU and SWAT units shall be authorized to have HPFA.
4. Refurbish unserviceable M14 and M16 rifles on stock at LSS and other PNP units.

5. Putting up of uniform, standardized and lighted panaflex "PULIS" signages nationwide in all police HQS, offices,
stations and precincts for easy identification and location by the citizens.

6. Offices shall be clean and citizen friendly Commanders shall ensure that bathrooms and toilets are not only
clean but also smell clean. Pornographic materials, (pin ups or calendars) shall be removed.

7. We shall save gas. Gasoline and diesel shall be for PNP use only The alleged practice of giving retired PNP
personnel and other unauthorized personnel gasoline shall be stopped. Gasoline previously being given away to
these unauthorized persons shall be instead given to our police stations whose gasoline allocation is very
inadequate.The use of fleet cards shall be implemented.
8. Ensure that all PNP vehicles have plate numbers on them.
9. Push more logistical resources to the field.

POLICE COMMUNITY RELATIONS

1. Conduct a sustained moral and spiritual recovery program along the teachings of "Purpose Driven Life" that is
initiated and led from the top to reach down to the bottom. There shall be a strict adherence through the values
and leadership program of the PNP ethical doctrine. The majority of the personnel of the organization shall
internalize and practice these doctrines.

2. Effectively use text PNP 2920 and establish "Police Volunteer ID / Ireport Mo Kay Tsip"so that the public can
reach the CPNP himself and PNP commanders at all levels through cellphone, text or e-mail.The PNP shall give
feedback to complaints filed by the citizenry

3. We shall implement fully the components of the Community Oriented Policing System (COPS) to fully harness
the cooperation and support of the community in a united front campaign against crime. Pulong-pulong at all
levels in the PNP with various sectors (political groups, youth, women, labor, transport, religious, etc.) shall be
undertaken, reported and measured regularly Establish the citizen friendly PNP service desk in all stations/offices.

4. Reactivate the Church Military-Police Liaison Committee (CMLC).

COMPTROLLERSHIP
1. PNP limited funds are further depleted by contributions and donations to many fund raising activities.
Solicitations for golf and other fund raising activities shall be discouraged if it cannot be totally stopped. Invariably
donations, contributions to these activities are at times drawn from public funds. These are funds which could
properly be used to further support the PNP operations.

2. The PNP spends so much on PNP Anniversaries. Make the anniversary celebrations more simple and more
frugal. The funds saved shall be used to support PNP operations.

3. Considering the limited funds of the PNP the organization shall at every opportunity cut cost. An example is the
unnecessary and excessive breakfast and merienda in conferences. Staff officers at NHQ average 2-3 conferences
a day. That's 2-3 meriendas a day from conferences alone. Personnel tend to overeat. Conferences that are called
during office hours (0800 AM onwards) need not serve breakfast. It should be assumed that attendees already had
breakfast in their homes before going to work. Amenities in conferences and calls should only be limited to plain
coffee and very simple merienda. The savings that would be generated shall be given to the police stations to
increase their MOOE.
4. P01s for their first year of service shall not be allowed to apply for loan.
5. Push more financial resources to the field.

EDUCATION AND TRAINING

1. Education and training shall be a vital and regular activity PNP personnel shall be technically proficient in their
field of work.
2. Education on the respect for human rights and international humanitarian law shall be given to all personnel on
a regular basis.
3. PNP personnel lack proficiency in the handling and use of their firearm.There shall be a continuous training
program/dry firing and actual firing so that PNP personnel could qualify as marksmen. RDs/ D, NSUs to ensure the
procurement of reloaded training ammunition. Shotgun proficiency training shall also be given importance.
Likewise, for special units like SWAT, further training should be given on the handling and use of the rifle.

RESEARCH AND DEVELOPMENT

1. The baseball cap shall henceforth be used as headgear for GOA C, D and E.
2. The whistle as a standard item of uniform/equipment shall be worn hanging from the left breast pocket tied to a
lanyard/chain looped over the left shoulder.

3. As a standard uniform/basic equipment for GOA C, D and E all policemen shall have gun belts and holsters.
Personnel in administrative or office work and most especially those in the field and in operating units must wear
the gun belt and holster and carry their firearms.

4.' To emphasize the importance of FAs Proficiency Training among PNP personnel. The pistol/rifle marksmanship
proficiency list shall be established and the pistol/rifle marksmanship badge shall be worn with the uniform.

5. Develop appropriate patrol shoes/"soft shoes" to be used in beat/foot patrol by PNP personnel.

6. Beat patrol personnel shall use the pro-baton.

7. Motorcycle riders shall always wear complete uniform. Wearing of "half uniform" is not authorized. Wearing of
jackets over white undershirts shall not be allowed. Likewise wearing of sweatshirts over riding breeches shall not
also be allowed.

To ensure compliance to these programs, goals or targets shall be set and compliance to each one of them must
be periodically evaluated and measured.

6 Extensive use of COMPSTAT or crime map (ALL Regions, 100 days

complement COMPSTAT down to PS level

2 Recall M16 rifles & other high powered FAs in high risk/isolated police 100 days
stations and replace them with shotguns.
3 Recall M16 rifles & other high powered FAs from NCRPO police, station 100 days
personnel. Replace them with shotguns.
4. Refurbish unserviceable M14andM16 rifles on stock at LSS and other ,
PNP units.
5 Standardized and lighted panaflex "PULIS" signages 100 days

3 As standard uniform, all policemen shall have gun belts and holsters. 100 Days
Personnel in administrative or office work and most especially those in
the field and in operating units must wear the gun belt and holster

the pistol/rifle marksmanship badge shall be worn with the uniform.
5 Develop appropriate patrol shoes/soft shoes to be used in beat/foot 100 Days

THE PNP REQUIREMENTS


There is a decline or a growing failure of leadership. The PNP
younger officers are expecting and searching for an assertive leadership. A
servant leadership that will not only ensure the attainment of the mission
but will also look into the morale and welfare of the subordinates. There is
lack of Credible Leadership by Example. Leaders should be the first to do
what they say. Leaders are perceived to be too comfortable and well off to
care for the conditions of inadequacies of the field. The junior officers are
clamoring for equal sharing of the hardship and misery in the organization.
The leadership that is required is a leadership that is willing to sacrifice and
forego with the amenities and perks of headquarters and be able to push
resources to the field where it is most needed.
Attitude Change in How the PNP
Personnel Relate with the Citizenry
In dealing with the citizenry, some of our policemen are perceived to
be tamad, abusado, bastos and ayaw padisiplina. Often times, these
policemen's appearance, body language and even manner of speaking
project an overbearing, aloof and apathetic character. These traits are
looked at as being "brusko". There is an urgent need to inculcate in our
policemen that they should change the manner they deal with and "handle"
the citizenry. We should exert more efforts to be more citizen friendly,
courteous, provide prompt action that is responsive to the request, deliver
results expected and set the example of what a true protector and servant
of the community is for all to emulate.
Guidance for Command/ Staff Visits
and Inspections
1. No excessive welcome reception / party.
2. No honors.
3. Breakfast / snacks upon arrival is not necessary
4. No motorcycle escorts.
5. No lavish meals and preparations.
6. Invite local chief executives, members of the peace and order council and concerned
NGOs during the briefing at headquarters.
7. Include in the program a talk to the men and awarding ceremony.
8. Visiting staff shall pay for their lodging.
9. No gifts or pasalubong.
