LEGISLATIVE

BRANCH
Legislative Branch
- is the one of three divisions of government
that works in conjunction with the executive and
judicial branches. It’s mainly responsibility is the
creation of the laws. The Legislative branch is
authorized to make laws, alter and repeal them
through the power vested in the Philippine
Congress. This institution is divided into the Senate
and the House of Representatives.
THE POWER OF LEGISLATIVE
-the authority under the constitution to make
laws and to alter or repeal them. All legislative
power in the government is vested in congress ,
meaning that is the only part of the government
that can make laws or change existing laws. The
president may veto bills congress passes, but
congress may also over ride a veto by a two-
thirds vote in the senate and the house of
representatives.
All Legislative power of congress is usually
undefined by the constitution. This power refers
to the overall authority to enact law for the
people and the state, unless constitution itself
limits the subject matter on which it may
legislate. Legislative Branch makes all laws
,declares war , regulates interstate and foreign
commerce and controls taxing and spending
policies.

The Legislative Department


• Sec 1: The legislative power shall be vested in the
Congress in the Philippines which shall consist of a
senate and house of representative , except the extent
reserved to the people by the provision of initiative
and referendum.
• Sec 2: The senate bill shall be composed of 24
senators who shall be elected at large by the qualified
voters of the Philippines.
• SEC 3:Each legislative district shall comprise, as far
as practicable , contigous .compact and adjacent
territory.
• Sec 4: The President and Vice-President shall be
elected by direct role of the people for a term of 6
years.
• Sec 5: The house of representatives shall be composed
of not more than 200 and 50 members unless
otherwise fix by law ,who shall be elected from
legislative districts apportioned among the province ,
cities, and the Metropolitan Manila Area.
• Sec 6: No person shall be a member of the house of
representative unless he is a natural born citizen of
the Philippines and on the day of the election is at
least 25 years of age.
• Sec 7: The members of the house of representative
shall be elected from a term of 3 years which shall
begin.
• Sec 8:Unless otherwise provided by law the regular
election of the Senators and the members of the
house of Representative shall be held on the second
day of May.
• Sec 9: In case of vacancy in the senate or in
the house of representative, a special election
may be called fill such vacancy in the manner
prescribed by law.
• Sec 10: The salaries of senators and members
of the house of representative shall be
determined by law, no increase said
compensation shall take effect until after the
expiration of term .

FRANKLIN DRILON

Franklin ‘’ Frank’’ Magtunao Drilon


• Born November 28, 1945
• Filipino Politician who served as the
President of the Senate of the Philippines in
2000, from 2001 to 2006 and again from
2013 to 2016.
• Drilon is currently the Minority Floor
Leader of the Senate of the Philippines .
• He is also the chairman of the
liberal party.
• As of the 18th Congress , he is the
only senator who has served in all
four major leadership position in the
Senate.
Juan Miguel Zubiri

• Juan Miguel ‘’Migz’’ Ferandez Zubiri


• Born April 13, 1969
• Filipino businessman and politician who
served three consecutive terms in the
Philippine House of Representatives for the
third district of Bukidnon and as a senator.
• In the 14th Congress of the Philippine
Senate, he became Senate Majority
Leader, replacing Senator Francis
Pangilinan on November 17,2008.
• In the 17th Congress, he once again
elected as Senate Majority Leader on
May 21,2018, filling the vacancy left by
elected Senate President Vicente Sotto

• born August 27 , 1959
• A Filipino lawyer , human rights
activistm politician and law professor
currently serving as a Senator of the
Philippines since 2016.
• She was appointed by president Gloria
Macapagal Arroyo as Chairperson of the
Philippine Commission on Human
Rights in May 2008.
• She served in the commission until June
30, 2010, when she was appointed by
President Benigno S. Aquino III as the
Philippines Secretary of Justice
